1 West of England Premier League (All Tiers) st XI Playing Conditions (Regulations) 1.0 The Laws of Cricket The Laws of Cricket (2000 Code 4th Edition ) shall apply except where otherwise stated by these regulations 1.1 All players, team officials, club supporters and umpires shall be bound by the MCC Spirit of Cricket and the ECB Code of Conduct. This will apply to all matches played under the auspices of the WEPL and as outlined in the WEPL handbook. 2.0 Team Sheets 2.1 Each side must provide the umpires with a team sheet before the Toss, identifying any player who has not reached the age of 18 on the date of the match, and showing the specific age group of any player who is in the Under 19 age group or younger. It is recommended that the ECB Team Sheet card is used whenever possible 2.2 Age Groups are based on the age of the player at midnight on 31st August in the year preceding the current season. 2.3 The ECB Fast Bowling Directives will apply to all matches in this competition. 2.4 Any player under the age of 18 playing in any WEPL Competition, shall be bound by the ECB Directive relating to Helmets and Faceguards and also fielding restrictions. 2.5 If either side is not ready to take the Toss 15 minutes before the scheduled (or rescheduled) start time of the match the non-offending side may claim the Toss. 3.0 Hours of Play and Intervals (Premier 1 and Premier 2 only) 3.1 Normal hours of play will be pm 7.30 pm (playing time can be rescheduled up to 8.00pm except for the last 4 games). 3.2 In uninterrupted matches, an interval of 30 minutes will be taken at the conclusion of the innings of the team batting first, normally at 3.35pm. The duration and time of the interval can be varied by the umpires as necessary. 3.3 A scheduled cessation time for each innings shall be fixed prior to its commencement by applying the provisions of Playing Conditions 7.2, 9.2 and Close of play shall normally be at 7.30 pm (or if rescheduled up to 8.00pm (except for the last 4 games) due to interruptions), but play may continue after that time, subject to conditions of ground, weather and light, until the required number of overs has been bowled or a result achieved 3.5 Fixtures must normally be arranged on Saturdays and both First and Second XI games should be played on the same day if possible. Fixtures can be played on other days subject to the agreement of both clubs and the Cricket Committee. Fixture amendments must be notified to the Administrator /Divisional Committee Secretary at least 28 days prior to the original date for the fixture. WEPL st XI playing conditions Page 1
2 3.01 Hours of Play and Intervals (G&W,B&S,Gloucs,Wilts, Soms and BNS divisions) Normal hours of play will be 1.00 pm 8.00 pm ( pm for the last 4 games). Note: All games at Lansdown CC will start 30 minutes in advance of these times In uninterrupted matches, an interval of 30 minutes will be taken at the conclusion of the innings of the team batting first, normally at 4.05 pm (3.35pm for the last 4 games). The duration and time of the interval can be varied by the umpires as necessary A scheduled cessation time for each innings shall be fixed prior to its commencement by applying the provisions of Playing Conditions 7.2, 9.2 and Close of play shall normally be at 8.00 pm (7.30 pm for the last 4 games), but play may continue after that time, subject to conditions of ground, weather and light, until the required number of overs has been bowled or a result achieved Fixtures must normally be arranged on Saturdays and both First and Second XI games should be played on the same day if possible. Fixture amendments must be notified to the Administrator /Divisional Committee Secretary at least 28 days prior to the original date for the fixture. 4.0 Tea Interval 4.1 In an uninterrupted game, the interval will be of 30 minutes duration and taken between innings. 4.2 In a delayed start/interrupted game the interval may be reduced to a minimum of 20 minutes at the discretion of the umpires. The Umpires may also amend the Tea Interval with agreement from both Captains. 5.0 Drinks Interval 5.1 Drinks intervals shall be agreed at the Toss. Such breaks will be of short duration and will not be permitted during the last 20 overs of an innings 5.2 In an interrupted game, the drinks intervals will only be permitted at the discretion of the umpires. 6.0 Balls 5.3 In all cases the time taken for drinks is included in the allotted time for the innings. 6.1 Each team will provide the umpires with a new WEPL standard ball before the toss. The fielding team will use the ball supplied by the batting team 6.2 Before the toss the home team, must, provide the umpires with a box containing at least 4 replacement WEPL standard balls. These are to be used in the event of the match ball being lost, damaged or needing replacement. One of these balls should be a new (or nearly new) one, in case this is required. All balls will remain under the Umpires control during the game and none may be replaced, or changed, without the express authority of the Umpires. 6.3 In the event of the ball becoming wet and soggy, as a result of play continuing in inclement weather or it being affected by dew, and in the opinion of the umpires being unfit for play, the ball may be WEPL st XI playing conditions Page 2
3 replaced for a ball that has similar amount of wear, even though it has not gone out of shape. It is for the Umpires alone to decide if the ball is to be changed under these circumstances. 6.4 If the ball is to be replaced, the umpire shall inform the batsmen and the fielding captain. Either batsman or bowler may raise the matter with the umpires, but the umpires decision as to a replacement or otherwise will be final. 7.0 Length of Innings 7.1 In an uninterrupted match, each team shall bat for 50 overs unless all out earlier, or, in the case of the first innings only, the batting side declares. A declaration is only allowed up to the completion of the 45 th over or 90% of the allotted overs if the number has been reduced. Please note that for calculation purposes fractions of an over are to be rounded down. 7.2 All sides are expected to be in position to bowl the first ball of the last of their scheduled 50 overs within 3hours 5 minutes playing time. If either team fails to do so, play shall continue until the required number of overs has been bowled, subject to conditions of ground, weather and light. 7.3 If the team batting is all out, and the last wicket falls at or after the scheduled time for the completion of that innings, then the fielding side shall be penalised 2 points for failing to meet the time requirements. The over in which the last wicket falls will count as a completed over. 7.4 If the team batting first is dismissed in less than 50 overs, the team batting second shall be entitled to bat for 50 overs or its full allotment of overs as rescheduled. 7.5 If the team bowling second fails to bowl 50 overs, or the rescheduled number of overs as provided for in 9.0 below, by the scheduled time for the cessation of the second innings, as advised by the Umpires, the hours of play shall, subject to conditions of ground, weather and light, be extended until the required number of overs has been bowled, or a result has been achieved. 7.6 If both sides have not had the opportunity to bat for at least 25 overs, the game shall be abandoned. See also clauses 18.1 and No cancelled or abandoned match can be rearranged. 8.0 Over Rate Penalties 8.1 In the event of the fielding team not completing their overs in the allotted time as described in 7.2 above and 8.2 below, then they will incur a penalty of 2 points. Without exception this rule will be rigidly enforced by the Umpires. This penalty will only apply if the team has scored at least 2 points as minus points are not allowed. 8.2 In delayed start/interrupted games: Allotted time = No of Overs x 3.5 plus 10 mins. Odd half minutes will be rounded up eg 33 overs = 33 x = minutes. Therefore the allotted time is 126 minutes. 8.3 The umpires shall inform the fielding team captain, when taking the field for the first time, and on every subsequent occasion if play is interrupted by the weather or any other abnormal stoppage, of the scheduled cessation time for that innings. 4 batsman and his fellow umpire of any additional time allowances as and when they arise (This matter will not be subject to retrospective negotiation). The umpires shall be responsible for calculating the revised number of overs to be played in the match and for notifying the decision immediately to both Captains and Scorers. 8.4 In the event of a suspension occurring in the middle of an over, the number of full overs to be bowled will be calculated, and any balls remaining to be bowled in the over during which play was suspended, will be added. 8.5 In the event of the team batting first declaring their innings, no over rate penalty will be applied except if the declaration occurs at or after the scheduled time for the completion of the full innings. 9.0 Interrupted Matches: 9.1 At the commencement of the game both teams have the opportunity of batting for the same number of overs. A result can only be achieved in a match of less than 50 overs per side if both sides have the opportunity to bat for at least 25 overs each. In interrupted matches, the calculation of the number of overs reduced/remaining to be bowled shall be based on one over for each 3.50 minutes (3 minutes 30 seconds). See Ready Reckoners. 9.2 Interruptions during the First Innings Umpires shall reduce the total number of overs available for each side by one over each, for every 7 minutes (or part thereof) of playing time lost e.g. Play is due to start at but is delayed until overs reduced to 46 for each team. See Ready Reckoner table (First Innings) (Premier 1 and Premier 2 only). This reduction in playing time referred to in above will not begin until a total of 30 minutes has been lost (GOLDEN HALF-HOUR). Note: This GOLDEN HALF-HOUR will not apply to the final 4 games Because each side must have the opportunity to bat for a minimum of 25 overs, once 175 minutes of playing time has been lost, the game will be abandoned. Umpires may allow for further lost time by shortening the time between innings, as allowed for in 4.2 above, or taking tea early, if, in their opinion, this would enable a game to be completed If the team batting first has received at least 25 overs, and the time lost means that there is insufficient time for them to face any further overs, then the calculation of the number of overs to be faced by the team batting second is as defined in below. e.g. The team batting first has faced 40 overs when play is interrupted. The interruption lasts for 90 minutes = 13 overs reduction per side. The first team s innings is deemed over. (also refer to if applicable) 9.3 Interruptions during the Second Innings Play is scheduled to finish at 7.30pm or as rescheduled in 3.1 or above Umpires will use the appropriate Ready Reckoner to ascertain the remaining number of overs to be bowled. If this means that the total number of overs for the side batting second fall below 25, then the match is abandoned. WEPL st XI playing conditions Page 4
5 9.3.3 Where this calculation means the number of overs to be faced is lower than that originally scheduled, or faced, by the team batting first, a new winning target score based on Average Run Rate in the first innings will be calculated by the umpires and advised to both Captains and Scorers. At no time can the number of rescheduled overs be increased Once rescheduled then, subject to ground light and weather conditions, the game will continue until the rescheduled number of overs has been bowled, or a result has been reached. 9.4 Where covers are available, and in the event of adverse weather conditions, the pitch, bowlers run-ups and supplementary areas should be covered completely at any time on the day of the match, as instructed by the Umpires Bowling Restrictions 10.1 No bowler shall bowl more than 10 overs in an innings. In a delayed or interrupted match, where the overs are reduced, no bowler may bowl more than one-fifth of the total overs allotted (unless this has already been exceeded before the interruption). Where the total number of overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over only in so far as each bowler s limit is concerned. e.g after a prompt start and 16 overs, interruption reduces the innings to 32 overs. The 2 opening bowlers have already bowled 8 overs each (max 7 allowed in reduced match), therefore other bowlers may not now exceed 6 overs each Fielding Restrictions/Powerplays (Premier 1 and Premier 2 only) The nature of such fielding restrictions and the overs during which they shall apply (hereinafter referred to as the Powerplay Overs) are set out in the following paragraphs The following fielding restrictions shall apply: a Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards (27.43 metres). The semi-circles shall be linked by two parallel straight lines drawn on the field. The fielding restriction areas should be marked by continuous painted white lines or dots at 5 yard (4.57 metres) intervals, each dot to be covered by a white plastic, or rubber (but not metal), disc measuring 7 inches (18 cm) in diameter. During the Powerplay Overs (as set out below), only two fieldsmen shall be permitted outside this fielding restriction area at the instant of delivery. b Two inner circles should be drawn on the field of play. The circles shall have as their centres the centre point of the popping crease at either end of the pitch. The radius of each of the circles shall be 15 yards (13.72 metres). These fielding restriction areas should be marked by dots. The segment of the circles reserved for the slip positions shall not be demarcated. WEPL st XI playing conditions Page 5
6 It is preferred that inner circles be marked, but in the event of this not being the case, the Umpires will use their discretion and advise fielding Captains as appropriate to avoid an initial breach of this power play requirement. During the Powerplay Overs (in an uninterrupted innings, the first 10), there must be a minimum of two stationary fieldsmen within the applicable fielding restriction area, measured from the striker s end, at the instant of delivery. When a fast bowler is bowling, the two stationary fieldsmen may be permitted to stand deeper than 15 yards (13.72 metres) (in the undemarcated area) provided they are standing in slip, leg slip or gully positions During the non Powerplay Overs, a minimum of 4 fielders plus the bowler and wicketkeeper must be inside the fielding restriction area, referred to in clause 11.1 (a) above 11.3 Subject to the provisions of 11.4 below, the Powerplay Overs shall apply for 10 overs per innings In circumstances when the number of overs of the batting team is reduced, the number of Powerplay Overs shall be reduced in accordance with the table below. For the sake of clarity, it should be noted that the table shall apply to both the 1st and 2nd innings of the match. Innings duration PP overs If play is interrupted during the Powerplay overs, then on resumption, it is necessary to determine how many Powerplay overs remain. The total number of Powerplay overs for the innings is derived from the table in Illustrations of 11.6: A match starts and is interrupted after 6.3 overs. It restarts as a 35 over game therefore only 3 balls remain of the Powerplay. If it had restarted as a 34 over game then the Powerplay would be at an end immediately on resumption In the event of an infringement of any of the above fielding restrictions, the square leg umpire shall, as soon as possible after delivery, call and signal No Ball Fielding Restrictions (G&W,B&S,Gloucs,Wilts, Soms and BNS divisions) The following fielding restrictions shall apply: Two semi-circles shall be drawn on the field of play. 7 A minimum of 4 fielders plus the bowler and wicketkeeper must be inside the fielding restriction area, referred to in clause above In the event of an infringement of the above fielding restriction, the square leg umpire shall, as soon as possible after delivery, call and signal No Ball Wide Ball Law 25 shall apply with the following addition; 12.1 Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. Any delivery which, in the opinion of the umpire, does not give the striker a reasonable opportunity to hit the ball by means of a normal cricket shot shall be adjudged a wide. A penalty of one run for a wide shall be scored. This penalty shall stand in addition to any other runs which are scored or awarded A legside wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the batsman and the leg stump, despite his movement For additional clarity, a ball that passes between the batsman and the leg stump shall not be considered a wide An offside wide shall be called if, irrespective of where the ball pitches, it passes outside the crease as defined in Clause 22.1 at the point the ball passes the Popping crease irrespective of the batsmans position, movement or any attempt to strike the ball. ( Note : Clause 12.4 is applicable to Premier 1 / Premier 2 only) 12.5 For clarity if a ball is hit by the batsman or if the ball hits any part of his equipment, it shall not be called a wide irrespective of where it pitched or where it would have passed No Ball Law 24 shall apply subject to the following: 13.1 The bowler may not deliver the ball underarm. If a bowler bowls a ball underarm the umpire shall call and signal no ball Free Hit after a foot fault no ball. The delivery following a no ball called for a foot fault (Law 24.5) shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a valid delivery (any kind of no ball or a wide ball), then the next delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for the free hit is called wide ball. Field changes are not permitted for free hit deliveries, unless there is a change of striker 13.3 The umpires will signal a free hit by (after the normal No Ball signal) by extending one arm straight upwards and moving it in a circular motion Bowling the Ball into the Ground Law 17.3 shall be replaced by: WEPL st XI playing conditions Page 7
8 14.1 All forms of practice are permitted on the outfield before the start of play, the tea interval or between innings, providing the umpires are satisfied that such practice will not cause significant deterioration in the condition of the outfield, 14.2 Practice, including bowling a ball into the ground, at the fall of a wicket must cease as soon as the incoming batsman steps on to the square. Practice during other legitimate gaps in play must not continue beyond the minimum time required for the activity causing the gap in play. No practice may take place on the field if, in the opinion of the umpires, it could result in a waste of time The Result 14.3 In this circumstance Law 42.9 or Law shall apply as appropriate In an interrupted match, where the number of overs has had to be reduced, a result can be achieved only if both teams have batted for at least 25 overs unless: one team has been all out in less than 25 overs, or the team batting second scores enough runs to win in less than 25 overs When there is no interruption in the match and when both sides have had the opportunity of batting for the same, agreed, number of overs, the side scoring the higher number of runs shall be the winner If the scores are equal, the result shall be a Tie, regardless of wickets lost If, due to suspension of play after the start of the second innings, the number of overs in the second innings has to be revised to a lesser number than that originally allotted, then a revised target score should be set for the number of overs which the team batting second will have the opportunity of facing. This will be calculated on the basis of average run-rate. The winner will be side with the higher average run rate Average Run Rate 16.1 A team s average run rate is calculated by dividing the number of runs scored in its innings, by the number of valid balls received during that innings. In the case of the team batting first being dismissed in less than the number of overs allocated for their innings, the calculation will be based on the number of balls that the team was scheduled to receive and not on the number actually received. In the case of the team batting second being unable to receive their allocated overs, the calculation of their average run rate will be based on the actual number of valid deliveries received by them during their innings. 9 17.1 League placing will be decided by the aggregate number of points scored in all games In the event of 2 or more clubs having the same aggregate points total, their league positions will be determined in the following order. Most Wins Fewest defeats 17.3 If, at the end of the season, 2 or more clubs are still equal (as determined by 17.1 and 17.2), their league positions will then be decided by the aggregate points total achieved by the clubs against each other If, at the end of the season, 2 or more clubs are still equal (as in and 17.3) and promotion/relegation or championship is at stake, then a match will be arranged by the Cricket Committee for the first Saturday following the last scheduled league match. If weather intervenes, so this match is cancelled or abandoned, it will be rescheduled for each subsequent Sunday and Saturday until it is played Cancellation 18.1 No game may be cancelled prior to play without the explicit agreement of at least one of the appointed umpires, or an approved local deputy. Penalties will be applied for non-compliance A game that starts but is abandoned before reaching 25 overs shall be deemed a cancelled game and points awarded as in clause Umpires WEPL) Umpires will be appointed to each game by WEPL (or other umpire associations as agreed by 19.2 Umpires are to report any incidents of misconduct, via their associations, to the Administrator as soon as possible following the match Umpires are required to complete the Ground and pitch assessment form (as approved by WEPL Cricket Committee) and send it to the designated person, as soon as possible following the match. It can also be completed on-line via the Whos the Umpire website In the event that only one Umpire is appointed to, or available for, the match, that umpire shall stand at the bowlers end throughout. It shall be the responsibility of the Captains to provide umpiring resources at Strikers end In the event that no Umpires are appointed to, or available for, the match, both Captains shall provide umpiring resources as they can best arrange. The absence of appointed Umpires shall not be considered a valid reason for cancelling or abandoning the match For all WEPL matches, both teams are required to provide a report on the performance of the umpires. a. The content of the reports shall be the responsibility of the team captain on the day, as registered on the Team Sheet. However, teams may nominate other individuals to submit the report. Each team is required to provide a separate report on each Umpire. These reports are used extensively by the umpires associations. Captains are expected to prepare them with the necessary level of care. WEPL st XI playing conditions Page 9
10 b. The reports will be in a format defined by the Umpires associations and will be submitted through the Whos the Umpire web site. Teams are responsible for ensuring their captain/other nominated individuals are registered on the site to enable this to be done. c. Reports shall be submitted before 1200 on the Wednesday immediately following the match. d. Missing/Late Reports On the first instance of a report not being provided by the stipulated time, a first warning shall be issued to the club Scorers A second instance will result in a second and final warning. All subsequent late reports will incur a two point penalty Each team shall provide a competent scorer. In the event of a team failing to supply a scorer, the captain of the offending team must delegate one of his nominated players to fulfil the role of scorer for the whole game. That player will not be permitted to take any part in the game The Umpires will advise WEPL of such occurrences via the Ground/Pitch assessment form Non-turf pitches Law 7.5 shall not apply All matches shall be played on natural turf pitches. The use of PVA and other adhesives in the preparation of pitches is not permitted 22.0 Additional Crease Markings 22.1 An additional crease marking shall be made 17 inside each Return Crease and between the Popping and Bowling creases.
