3 Landmark Legislation First ever in the entire Philippines The local government of Davao City made a groundbreaking innovation in GAD mainstreaming with its landmark legislation -- the Women Development Code. The Code is a comprehensive instrument to mainstream gender and development (GAD) in program planning, implementation, budget allocation, monitoring and evaluation in the LGU of Davao City.
