1 CASL Challenge Tryout Policies and Procedures CASL Challenge Program Tryouts The CASL Challenge program holds annual tryout as the primary means to form teams, expand teams undergoing format transition (U12 to U13, or U10 to U11), and to replenish team rosters. The tryout format, for each age group and gender group may vary in accordance with the needs of the group. All tryouts for all CASL Challenge teams and respective areas will be conducted at CASL s WRAL Soccer Center located at 7700 Perry Creek Rd., Raleigh, NC The CASL Challenge tryouts will be scheduled, such that ample notice will be provided to the coaches and player membership to be able to plan their schedules accordingly. Best efforts will be made not to schedule tryouts that conflict with school activities, testing, or other known events that may prevent large portions of players from attending. One pre- determined rain date will be scheduled to allow for completion of the tryout process. The CASL Challenge tryout policies and procedure are to support the mission and spirit of the CASL Challenge program player development in a competitive environment. The goal of the CASL Challenge program is team parity. Parity creates the best competitive environment for players to develop. Specifically, the procedure should adhere to these guidelines: When all teams are stable and rosters are balanced, a round- robin or serpentine style draft is implemented o A serpentine style draft order will only be conducted with the U10 program prior to the fall season with every other age group in successive drafts following a round- robin format. When rosters are not balanced, teams with fewer roster spots will be given preference so that roster sizes will become closer to being balanced so that a round- robin draft can be fully implemented. When teams are not stable, i.e., a team roster is significantly depleted, free picks may be granted to allow the depleted team to reach a minimum roster size prior to the formal draft beginning. Under no circumstances will CASL Challenge coaches be permitted to trade picks (before, during, or after the draft). The teams in each region must draft up to the minimum roster size if the player pool has enough challenge- level players. If there are still challenge- level players in the tryout pool, coaches have the option to draft additional players to expand their roster, but every team must be at the minimum roster requirement before expanding the draft into extra rounds. 2 Maximum roster sizes will adhere to NCYSA requirements for all age groups with the exception of the U16 s- U18 s who will be required to adhere to the CASL roster limit of no more than 18. Age Group Minimum Roster Size Maximum Roster Size U10 (6v6) U11 (8v8) U12 (8v8) U13 (11v11) U14 (11v11) U15 (11v11) U16- U Important: CASL reserves the right to add players to any CASL Challenge team before, during, or after the CASL tryout and player draft (including once the regular CASL season commences). CASL Challenge Tryout Organization Tryout Registration and Attendance All players interested in playing in CASL s Challenge program must attend tryouts in order to be selected onto a Challenge team. If a player does not attend tryouts, they can t be drafted and added onto a Challenge team roster. If a player can t attend tryouts, but wishes to play Challenge soccer, they may be able to be evaluated at a later time if there are roster spots available. The CASL Challenge program is divided into several regions to which families register and to which players are pooled to be evaluated. During the registration process, families must select a primary region to which they wish to be evaluated with the option of adding a second or alternative region. Please review the policy that relates to the draft and players selected other than their primary region in the special circumstances section below. The tryout registration will be available on the CASL website and communicated to the families frequently to assist with tryout registration. If a family fails to register during the online registration period, families can also register at the field the day of the tryout. Tryout Task Timeline Before the tryout End of Season Tasks Page 2 of 9

3 1. CASL Challenge coaches should communicate with their existing families and team manager to encourage families to register to return to their team as a veteran player. This helps the CASL Challenge coach know the status of their roster heading into tryouts. 2. All families wishing to play CASL Challenge soccer in successive seasons must register with CASL, either as a veteran (wishing to return to their current CASL Challenge team or they must register for tryout registration to attend tryouts). 3. Age Group Coordinators (AGC) works to develop a tentative draft order for each team in their age groups and identify potential teams that my need to disband. These recommendations will be communicated to the CASL Challenge Director. Prior to the Tryout 1. The CASL Challenge Director will conduct an AGC meeting to go over the tryout process and procedures. Discussions with the AGC s about potential age group concerns with teams, potential disbanding, and additions of teams can take place. Area liaisons and representatives, such as Wake Forest and Garner will be invited as well. During the Tryout 1. All CASL Challenge coaches that will be on the field are responsible for evaluating and rating the players on the field and documenting notes for the players. Every effort should be made to evaluate as many players as possible, but only within the respective areas of the coaches (Raleigh, Cary, Wake Forest, Garner, and Holly Springs) 2. Evaluating coaches are not permitted to speak with the parents at any time during the tryout process, which includes before, during, or after the tryout. If there are any questions to be discussed with a parent, only the AGC or CASL staff are permitted to speak with the family. 3. The AGC s will provide the draft order at the start of the final day of the tryout, including information on the addition or contraction of teams. Additionally, there will be final discussions about the placement of any players from disbanded teams onto existing teams. After the Tryout All coaches within an area and age group will gather together to compile the list of players at the tryout and the relative ratings on each player. This master list details all of the players and their ratings and is the resource that is used when selecting players onto respective teams. 1. Following the tryout, all of the coaches within an age group will gather together for the AGC to oversee the draft process and communicate. The following steps must be followed prior to the commencing of selecting players: a. All players from disbanded team will be placed onto existing teams within the desired region. Final decisions on these player placements reside with the CASL Challenge Director. Page 3 of 9

4 b. All coaches within each respective region must complete the player evaluations to determine a collective rating on all players that attended the draft. c. This report of information will be shared with the CASL Challenge Director to make final decisions on the addition of a team(s). d. The AGC then finalizes the order of the draft provided to all teams at the beginning of the tryout. 2. Following the provided draft order from the AGC s, the coaches within each region will select their players to add to their team. Each coach will complete a draft sheet with the drafted players number, name, and contact number. 3. Within 24 hours of the completion of the draft, each coach must call/contact each player to offer them a spot on their Challenge team. If parents want time to think about the decision, they have 24 hours maximum to provide the coach with a decision. All calls and acceptances need to be completed within 48 hours of the completion of the tryout. 4. Once all roster spots have been accepted, fax or in a copy of the final draft sheet into the CASL office. CASL Challenge Tryout Special Circumstances Probation Players If a head coach has remanded a player on probation to the tryouts (via two consecutive sub- par written evaluations for U13 ages and older only), the player can t be selected by his previous team but is available to all other teams within the area. The CASL Challenge Director will make all coaches in the age group aware of the circumstances prior to the start of the tryout. Existing Challenge Players Attending Tryouts When an existing Challenge player in good standing elects to attend tryouts, the player may not be picked in the draft by the coach of the team that they left. An exception to this rule may be granted when: The player s parent/guardian, in writing, requests a waiver to this policy The CASL Challenge Director grants the waiver Players Returning to the CASL Challenge Program In some instances there are situations in which CASL Challenge players have left the program, but then elect to return. Players in this situation still need to attend tryouts and be evaluated, but their most recent CASL Challenge team has priority in adding these players to their roster. Based on the rating of these players during the draft, the players need to be selected in the sequence in the draft for which they are rated. Page 4 of 9

5 For example, if the player is rated a 1, the prior CASL Challenge coach must select them first in their draft. If the player has a 2 rating, this player must be selected by the prior Challenge team when other 2 rated players are selected. Disbandment of CASL Challenge Teams On occasion team(s) and roster sizes will drop such that the available tryout candidates cannot support replenishment to sustain a CASL Challenge team into the next playing season. In these cases, the team will be dissolved and a means to place the players in good standing with other teams will be determined. This decision to disband a team and the process by which these players are placed on other CASL Challenge teams is at the sole direction of the CASL Challenge Director (with input from the AGC). The AGC will present one or more plans to the CASL Challenge Director approval. The overall decision rendered will be that of the CASL Challenge Director to preserve parity within the group with minimal disruption to all teams within the division. Any team that is forced to disband must be handled and players dispersed before the commencing of the actual tryout draft of player selection. CASL challenge coaches are not permitted to refuse placement of any disbanded players onto the teams in which they coach and these player/family communications will all be conducted by the CASL Challenge administrators. Factors included into the decision to disband teams include (not an all- inclusive list): 1. Number of returning players to the roster 2. Plans for the coach to return to the team 3. Non- soccer issues with team/coach/families prior 4. Was the team a recently formed team compared to the other teams in the region 5. Record and standings over prior seasons CASL Challenge coaches within the age group can provide input into the decision process, but the final decision is that of the CASL Challenge Director. Addition of Teams within a Division On occasion the number of Challenge- ready players participating in a tryout will exceed the necessary numbers to replenish roster spots in an area. When this occurs, a team or teams could be added within the particular division. The AGC will provide information to both the CASL Challenge Director to make the determination to add a team. If this occurs within a particular division, the CASL Challenge Director will determine the process in which the draft will commence with the addition of the new Challenge team. In these circumstances, a CASL staff member will draft the team in the absence of a head coach. CASL Challenge coaches within the age group can provide input into the decision process, but the final decision is that of the CASL Challenge Director. Guidelines for the draft in adding new teams: Page 5 of 9

6 If a new team is added within a particular age group, the new team will start with the following: U10 (6v6): First three (3)- four (4) draft picks U11/12 (8v8): First Three (3)- five (5) draft picks U13 and older (11v11): First four (4)- six (6) draft picks o The determination will be based solely on the depth and quality of the draft pool Tryout Players Primary and Secondary Regions Families register players that participate in the CASL Challenge tryouts to a primary and sometimes a secondary region to which they are to be evaluated. During the organization of the tryout, all players will participate in their primary region and evaluated by all of the coaches within this region. The following guidelines must be followed as it relates to the tryout and players being selected in the secondary region. Addition of new teams and disbanding of teams are all completed before these scenarios are in effect. All coaches within a particular area (Wake Forest, Raleigh, Cary, Garner, or Holly Springs) can only draft players to their team from the player pool of players within their primary region. If there are Raleigh- designated players evaluated at the tryout, only these players are permitted to be drafted to a Raleigh- based Challenge team. The same is true for all other regions. The only time a player can be drafted based on their secondary region is if all players in a team s designated region has been drafted AND all teams within the secondary region have completed their draft. o For example: If the Raleigh teams have completed their draft with players remaining undrafted, and all of the Cary players have been selected, only then can a Cary team draft a player from the Raleigh region. o Any exceptions to this policy must be discussed and approved between the AGC and the Director of Challenge to ensure proper placement of challenge- level players Team Selection at the Draft This section outlines the procedures for evaluating players and selecting teams for CASL s Challenge program. Roster Size CASL Challenge teams are required to draft up to the minimum roster sizes, with the option to expand their roster if there are numbers at the draft to support. Additionally, there are maximum roster sizes for each age group as identified below. CASL Challenge coaches are not permitted to complete the draft Page 6 of 9

7 below the minimum roster size if there are challenge- level players in the tryout pool. All CASL Challenge teams must be at the minimum roster size prior to expanding the draft into additional rounds. U10: 10 players (12 maximum) U11/12: 12 players (14 maximum) U13/14: 16 players (18 maximum) U15-18: 16 players (18 maximum) Player Evaluations at Tryouts During the tryout sessions, all evaluating coaches will make efforts to evaluate the players in their respective regions. This includes providing a rating number (1-4) along with some detailed notes on the player. The notes are extremely important to provide feedback for any player that is not offered a position within the Challenge program. In each age/gender group, the evaluating coaches will make copies at the end of the tryout day and provide these to the AGC and the Challenge Director. This data will be evaluated and provided for the 2 nd tryout day. Coaches must keep their original evaluation forms for their own records. During the supplemental tryout occurring in the winter, there is only one (1) day for the tryout and draft so all coaches will compile the data together at the completion of the player tryout. It is imperative that the evaluating coaches note the attendance of each player within their region on each day of the tryouts. This will ensure that all players that attended the tryouts are noted and information on each player is gathered to be compared. Number of Teams Formed at U10 The U10 age group is the youngest age group within CASL s Challenge program; therefore this is the one age group that does not have existing teams during the fall tryout that is held at the end of the spring season. The number of teams that are formed at the U10 age group is solely dependent upon the number of players that attend tryouts and the level and quality of the players. At the completion of the tryout, each region within the U10 division will determine the count of potential Challenge- ready players. The Challenge Director will then determine the number of teams for both the boys and the girls within each region. The determination on the number of teams formed will be based on the number of rated Challenge- ready players participating in the draft divisible by 10 (the recommended roster size). For example if there are 53 players, we will form 5 teams, if 32, we will form 3 teams. The final decision on the number of teams formed resides with the CASL Challenge Director and this will be communicated to the prospective coaches before the draft commences. Page 7 of 9

8 CASL Challenge Tryout Requirements and Expectations The main goal of the CASL Challenge tryout is to ensure parity within each age group, therefore the CASL Challenge tryout process requires the active participation and involvement from all Challenge teams within a designated age group to assist with the process. It is extremely important that all coaches within each age group work collectively to assist and oversee the tryout process. AGC Responsibilities 1. The AGC will oversee the tryout process for their age group 2. The AGC will work with CASL to determine the draft order for their age group and the addition or disbanding of teams 3. The AGC will oversee and manage the draft process for all teams CASL Challenge Coach Responsibilities The CASL challenge tryout can be a very stressful event due to the competitive nature of the CASL Challenge program. CASL has expectations as to how all CASL Challenge coaches are to act and conduct themselves at all times while representing CASL, whether that be at training, games, or tournaments. The exact same expectations are true during the CASL Challenge tryout. CASL Challenge coaches are not permitted to argue, dissent, petition, barter, negotiate trades, provide false or misleading information, or in any way attempt to adversely affect the environment for the players, coaches, or CASL staff during a CASL Challenge tryout or draft. The AGC will work directly with the CASL Challenge Director to determine the most appropriate methods to best serve the membership of CASL as it relates to adding teams, disbanding teams, and establishing an appropriate draft order for the respective age groups. While the AGC or the CASL Challenge Director may illicit input from coaches within the age group, the final decisions will not be a topic of discussion, debate, or argument. 1. Each CASL Challenge team is responsible for attending and actively participating (every team must provide player evaluations at the tryout) in the tryout and draft. If a coach is not available, he/she must appoint a risk- manage approved team representative (from their current team roster) to participate in the tryout and draft process a. Any team that fails to attend the draft will incur a team sanction, which, at minimum is the loss of a first round draft pick in the next subsequent draft. b. Any team that is not represented in the draft by a team official is not permitted to participate in the draft or add any players outside of the draft. For example, no team is allowed to submit a draft c. Any team that is not represented in the draft may have their draft conducted for CASL by either the AGC of the age group or a CASL staff member. 2. Each team must evaluate all players participating in the draft in the region in which they coach. If teams have multiple coaches attending the draft, only one player evaluation sheet must be completed. Page 8 of 9

9 a. These player evaluations sheets must be copied and submitted to the AGC and CASL in order to actively participate in the draft process. b. All CASL Challenge coaches are expected to assist all coaches within the age group with the player evaluation process. 3. CASL Challenge coaches are not permitted to speak with any parents before, during, or after the draft except to offer a roster spot after the draft process has been completed. a. If any coach feels there is a justified reason to speak with a particular player s parents during the tryout process, notify the AGC, Challenge Chairman, or CASL Challenge Director to reach out to the parents in question. 4. CASL Challenge coaches are not permitted to manipulate the rating of players or draft process in any way, including communicating with other coaches before, during, or after the draft or evaluation process to trade picks or players. If situations arise, the AGC, Challenge chairman, and CASL Challenge Director must be notified and the coach can be subjected to possible sanctions. 5. CASL Challenge coaches must provide a copy of any drafted players on the draft form and supply a copy before departing the draft. 6. CASL Challenge coaches have 48 hours from the completion of the draft to contact and confirm all players offered a Challenge roster position. Once this is completed the CASL Challenge roster needs to be faxed into the CASL office. Page 9 of 9
