1 CITY OF EASTPROVIDENCE DRINKING WATER SYSTEM

2 Water System History Prior to 1970, the City s drinking water was supplied by the Turner Reservoir and four wells along the reservoir property. The water received basic treatment at the Hunts Mills Water Treatment Facility.

3 Water pollution caused by industrial discharges and runoff into the Ten Mile River upstream of the Turner Reservoir, rendered the reservoir unsuitable for drinking water supply.

4 Scituate Reservoir In 1970, after years of planning and construction, East Providence is connected to the Providence Water System which is supplied by the Scituate Reservoir. Today the City receives and purchases 100% of its water supply from Providence Water.

6 The City purchases approximately 1.75 billion gallons of water each year from Providence Water to satisfy an average daily consumption of approximately 5.2 million gallons per day. In an emergency, East Providence is able to draw a limited supply of water from the Pawtucket and Bristol County Water systems. The City owns and is responsible for the operation and maintenance Of the entire water transmission and distribution system which includes The following:

7 The 42-inch pipeline aqueduct which carries water from Budlong Road in Cranston to Allens Avenue in Providence. (Condition of this water supply pipeline installed in the 1960s is unknown) Two- 30 inch pipes which carry water under the Providence River from Allens Avenue in Providence to Veterans Memorial Parkway in East Providence. (Condition of these pipelines under the river, installed in the 1960s is unknown) 205 miles of water mains of varying size and age some of which are in excess of 100 years old. 15,000 water services and meters, over 900 fire hydrants, and thousands of valves.

10 Water System Costs The water system is run as an enterprise fund and is fully funded by water sales and fees to its 15,000 customers. Water billing is done monthly for major water users (commercial and industrial customers). All others are billed on a quarterly basis. Majority of meters are read remotely via radio, totaling approximately 60,000 reads per year

11 Annual costs based on the current budget include: Purchase of Water from Providence Water - $2.75 million. The cost to purchase water goes up almost every year as Providence Water improves its system and passes the costs onto the system s users. East Providence has not raised rates to keep up with the Increased cost to purchase water Operation and Maintenance, including staff costs - $3.4 million Current Debt Service on Capital Projects - $600,000 Current Budget 2013/ $6,774,462

12 Water System Issues: Since 2005 the City has been required by the RIDOH to add Chlorine to the drinking water following a boil water order due to the presence of fecal coliform detected through routine sampling. City needs a permanent chlorination station within the system to maintain a stable chlorine concentration. The current injection point located in Cranston is not practical nor meets regulatory standards At the same time, City needs to reduce Disinfection Byproduct concentrations (DBPs)

13 What are DBPs: DBPs are created when natural organic matter in the water interacts with chlorine DBPs are suspected carcinogens and their concentrations in drinking water are regulated by the US EPA City is currently in compliance however the concentrations are too close to the regulatory limits and need to be reduced.

14 Sources of DBPs in East Providence: Providence Water is the sole source of supply - Prov Water is a surface water supply which typically has higher DBPs because of the higher organics in the water - Water from Providence has a high water age due to travel time before it reaches EP - DBPs are already slightly elevated by the time water gets to EP Current location of chlorination station in Cranston results in higher chlorine injection concentration and increased chlorine contact time Minimal turnover of water in current 8 MG tank results in increased water age

15 Proposed Solutions: New Chlorination Station at Kent Heights Tank Site - Reduced chlorine contact time = Reduced DBP formation New 20-inch Water Transmission Main - Needed to control water quality leaving Kent Heights Tanks - Maintain system flow and pressure New 6.6 MG Water Storage Tank - Reduced Storage = Reduced Water Age = Reduced DBP formation - Mixing and Air Stripping System installed in new tank to remove Existing DBPs

17 Proposed Solutions: Water Main Rehabilitation: - In older parts of the City, some water mains in excess of 100 years old. Older cast iron mains prone to tuberculation, leakage, breaks. - Tuberculation in water mains is buildup of iron and manganese deposits. Causes decrease in flow capacity and adds to potential water quality problems. - In recent years, City has invested over $8 million in pipeline rehabilitation and has improved over 17 miles of pipeline. However, there remains 95 miles of older cast iron pipe in areas throughout the City.

18 Project Costs: New Transmission Main - $4.5 million New Kent Height Storage Tank - $5 million New Kent Heights Chlorination Station - $1.5 million Water Main Rehabilitation in Watchemoket District- $6 million

19 Water Rate: City s current water rate is $2.85 per HCF with minimum in advance of $31.66 per quarter for first 1,111 cubic feet. 21 Other Significant Water Projects: Pawtucket Water Interconnection - Preliminary Design completed for new water main connection with Pawtucket to serve East Providence and BCWA - City s connection with Providence is vulnerable due to location (under river), age, and pipe material. Condition of pipeline is unknown. - A new connection to Pawtucket would provide the City with a reliable and accessible water pipeline. Project Cost is estimated at $27 million. Cost to be shared by State, City of East Providence, BCWA and Pawtucket. EP share estimated at $8 million. Current State Budget Bill includes a $13.5 million water supply bond for this project, requires legislative and voter approval
