1 SCHOLARSHIPS The Scholarships and Assistance Unit of the Management Development Branch, Ministry of Finance and Planning, acts as Point of Contact for the various Donor Agencies and Countries offering technical assistance to the Government of Jamaica under bilateral and multilateral agreements. In this regard, this office is responsible for disseminating information on training and study opportunities as they become available. For all the courses, unless otherwise stated, brochures and application forms are available at this office. UNDERGRADUATE PROGRAMMES (OVERSEAS) CUBA Opportunities for study in Cuba as the BSc degree level are available as under:- Cuba/Jamaica Bilateral Programme Cuba/CARICOM Scholarship Programme The Government of Cuba offers scholarship opportunities at the undergraduate level in the fields of:- Medicine Dentistry Accounting Biochemistry Engineering (all areas) Agronomy Telecommunications Pharmacy Nursing (Certificate level and Degree) The programmes are usually advertised between February and March each year for studies commencing in September of that same year. Candidates should be between the ages of 18 and 25 years and have at least two A Levels in the field related to the course of study they wish to pursue. Prior knowledge of Spanish is an important asset. The study programme is five to six years long and the first year is usually devoted to language study. Scholarships cover:- A stipend from the Cuban government which has to be supplemented Students are required to pay their own airfares. 1

2 UNDERGRADUATE AND POSTGRADUATE PROGRAMMES (OVERSEAS) ORGANISATION OF AMERICAN STATES (OAS) The OAS offers study opportunities at the undergraduate and postgraduate levels in OAS member countries including United States of America, Canada, Latin American and Caribbean countries except the applicant s home country. Applicants are expected to be accepted at a University or Tertiary Institution in an OAS member country at the time of applying for the scholarship. Scholarships are offered in the following areas which may vary from year to year:- Education Finance Management Environmental Studies NB: Scholarships are not given for Medicine, Dentistry, Veterinary Medicine and any other designated clinical areas. Scholarships under this programme will not exceed two (2) years and cover the following:- (Return) economy airfare (where applicable) Living expenses The deadlines for submitting applications are early January for postgraduate and early February for undergraduate studies. RUSSIA The Government of Russia offers scholarship opportunities at the Masters and Doctoral levels in the following areas:- Engineering Biological Sciences Veterinary Medicine Technical Sciences Agronomy Areas of study may vary from year to year. 2

3 Applicants should be between 18 and 27 years of age for Masters and be under 35 years for Doctoral degrees. The programme is advertised between March and April of each year for studies commencing in September of that year with a deadline in May. The course of study lasts for six years with the first year dedicated to the study of Russian. Scholarships cover:- A stipend from the Russian Government which has to be supplemented Candidates are required to pay their own airfares. POSTGRADUATE PROGRAMMES (OVERSEAS) Association of Commonwealth Universities (Commonwealth Scholarships) tenable in the United Kingdom, Canada, Trinidad and Tobago and New Zealand. Under the Commonwealth Scholarship and Fellowship Programme opportunities for postgraduate studies are made available on an annual basis to persons interested in pursuing studies at the Masters or Doctoral Levels in the countries listed above. Programmes are advertised as they become available as under:- New Zealand and Trinidad and Tobago January/February each year with a deadline in March Canada and the United Kingdom July each year with a deadline in September These scholarships are considered open as candidates have the option of selecting their areas of study. Medicine, dentistry or other clinical studies are not considered under the Canadian Commonwealth programme. UNITED KINGDOM: Candidates should be under 35 years and have at least an Upper Second Class Honours degree. 3

4 CANADA/NEW ZEALAND: TRINIDAD AND TOBAGO: No upper age limit is stressed under these programmes but preference is given to candidates who obtain their qualification in the past five years. Nominations are invited a year in advance of study. Short listed candidates are interviewed before the final number for nomination is submitted. Trinidad awards may not be available every year. Scholarships cover: - Travel grant (where applicable) Airfare (return economy) Thesis grant (where applicable) Book allowance Spouse allowance (where applicable) Maintenance allowance CHINA The Government of China offers scholarship opportunities at the postgraduate level in the fields of:- Fine Arts Environmental Science Science and Technology Computer Science The programme is advertised in March each year for studies commencing in September of that same year. Applicants should be under 35 years old for Masters Degrees. The course of study lasts for three to four years with the first year dedicated to the study of Chinese. The deadline for the presentation of applications in China is the end of April. Scholarships cover: A stipend from the Chinese Government which has to be supplemented Candidates are required to pay their own airfares. 4

5 JAPAN/INTERAMERICAN DEVELOPMENT BANK (JAPAN/IDB) SCHOLARSHIP POROGRAMME Under the Japan/IDB Programme opportunities are provided for study at the postgraduate level in an IDB member country except the applicants own. This programme is advertised in March each year with a deadline in May for studies in September of that same year. Applicants should be under 35 years old and be accepted for studies at an institution of higher learning at the time of applying. The list of member countries is usually attached to the application form. Scholarship covers:- Airfare (return economy) Book allowance Maintenance allowance Bonding All awardees are required to sign bonds to return and serve the country or the Government for a stipulated period. Nominations Officers applying for scholarships should apply to the Public Service Commission through their Head of Department, seeking approval to accept the scholarship in the event that they are nominated. This is necessary as the Officer will need to apply for study leave in the event that his application for the scholarship is successful. Temporary Officers If the Officer seeking nomination for a scholarship is not yet appointed, he will have to resign from his substantive position if his application is successful. At the end of his studies, he may apply for re-entry into the Public Service. 5
