2 PROGRAMME Objectives: This training/practitioner s workshop aims to provide the participants with a knowledge of performance budgeting and practical aspects of the budgetary decision-making process. The training/workshop will use case studies to illustrate past experiences and the future outlook for performance budgeting. The training/workshop is led by experienced practitioners who are involved in the day-to-day business of performance budgeting. The style of the workshop will be very practical, interactive and problem-solving oriented. The objective of the seminar is threefold: (1) to bring together professionals and public managers to exchange knowledge and facilitate cooperation; (2) to discuss the role of performance budgeting in the public finance sector; (3) to share practical experiences regarding performance budgeting in public finance in the context of the EU integration process. Target group: This training/workshop should be of particular interest to those involved in implementing performance budgeting; policy makers and public officials in the EU Member States, Candidate Countries and beyond. It should also be of interest to officials of European Institutions. Description: Considering the comprehensive nature of the topic and the distinguished speakers involved, this will be a unique event. The keynote speech will be delivered by Professor Dr Teresa Lubińska, former Finance Minister and current State Secretary in charge of performance budgeting and by Dr Tomasz Strąk, Director of the performance budgeting department at the Chancellery of the Prime Minister in Poland. Mr. Jelle van Netten from the Dutch Ministry of Economic Affairs will present his first-hand experience with performance budgeting in the Netherlands. The Deputy Director of the performance budgeting department at the Chancellery of the Prime Minister, Beata Rudzka, will discuss the Polish experience. Dr Magdalena Godek, from the Université de Lyon will introduce case studies drawn from EU Member States and chair the group work on practical aspects ranging from reform planning, through implementation to effectiveness. The training/practitioner s workshop will last two days and will consist of presentations, groupwork and discussions. At the end of the event there will be a plenary session where all remaining issues and questions will be addressed and answered. The participants will be provided with guidance on how to keep their knowledge and skills, regarding the relevant issues, up to date. Method: The training/workshop will use a mixture of presentations, exercises and group work to convey knowledge and to facilitate the process of sharing experiences and mutual learning. Each presentation will include a short Q&A session where the participants can raise issues of their particular interest. Participants will also work in groups on case studies to illustrate practical issues involved in the process of performance budgeting. The training/workshop will be conducted in English.

Fee The participation fee is 590 and includes documentation, 2 lunches, 1 dinner and refreshments. Accommodation and travel costs are at the expense of the participants or their administration.
