1 XXX IEC:200X 1 XXX CEI:200X METHODS OF MEASUREMENT FOR TELEVISION RECEIVER POWER CONSUMPTION 1 Scope This International Standard specifies methods of measurement of the power consumption of television receivers for consumer use, including but not limited to TV sets with the following technologies: CRT, LCD, PDP and projection, and/or multi-function TVs. This Standard defines measurements of television receiver power consumption related to the display and audio functions when the receiver is in the on and standby states. The measurements are limited to power delivered to the television receiver from the mains. The measuring conditions in this standard represent the normal use of the television receivers and may differ from specific conditions, for example as specified in safety standards. 2 Normative References The following documents are required for the application of the measurements herein. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. CEI/IEC : 1997, Methods of measurement on receivers for television broadcast transmissions Part 1: General conditions Measurements at radio and video frequencies. 3 Terms, definitions and abbreviations 3.1 Definitions For the purposes of this International Standard, the following definitions apply: television receiver (TV) appliance for the reception and display of television broadcast and similar services for terrestrial, cable and satellite transmissions of analogue or digital signals automatic brightness control a power saving feature in television receivers that reduces display luminance when the detected ambient light level is low point of deployment module a plug-in card that provides security for digital cable reception power cord luminous efficacy a measure of the lumens produced by the display per watt consumed from the mains average picture level the time average of the video signal input level to the TV set which shall be expressed as a percentage of the full white signal level.
2 XXX IEC:200X 2 XXX CEI:200X 3.2 Abbreviations APL Average Picture Level CRT Cathode Ray Tube IF Intermediate Frequency LCD Liquid Crystal Display LNB Low Noise Broadband unit PCM Pulse Code Modulation PDP Plasma Display Panel PSU Power Supply unit POD Point of deployment module RF Radio Frequency TV Television Receiver 4 Specification of operating modes The television receiver under consideration may be in any one of the following states, exclusively: 4.1 Disconnected The television receiver is disconnected from all external power sources. 4.2 Off The television receiver is connected to an external power source and has been turned off by the main power switch of the television receiver. 4.3 Standby passive [from 62087]. 4.4 Standby active, low [from 62087]. 4.5 Standby active, high [from 62087]. 4.6 On The television receiver is connected to an external power source and is in a state capable of producing sound and picture. 5 General method of measurement 5.1 General measuring conditions Power Measurements shall be carried out at the rated voltage and the rated frequency of the power supply of the television receiver under test.
3 XXX IEC:200X 3 XXX CEI:200X The fluctuation of the supplied voltage during the tests shall not exceed +/-2%. The frequency fluctuation and the harmonic components of the voltage supplied shall not exceed +/-2% and +/-5% respectively Environmental conditions Measurements shall be carried out at any combination of temperature, humidity and pressure, within the following limits: - ambient temperature: 15 o C to 35 o C, preferably 20 o C. - relative humidity: 25% to 75% - air pressure 86 kpa to 106 kpa Adjustment of controls The controls not specifically mentioned in this document shall be in the position originally set by the manufacturer for the duration of the test Input signals For equipment for which the input signals are not explicitly described in this document, the nominal signals as specified by the manufacturer shall be applied during the test. The input signal used shall be described in the report. 5.2 General measurement procedure Stabilization Measurements shall be made after the television receiver has been in the relevant operating mode and the general measuring conditions for at least 15 minutes. In the case that the television receiver under test includes a burn-in prevention feature, the measurements shall be performed in the condition where the burn-in prevention feature is not active. The 15 minute stabilization requirement may be waived, if necessary to avoid the burn-in prevention state Measurement equipment Measurements shall be performed in one of the two methods: a) directly by means of a wattmeter, or b) indirectly, by means of a watt-hour meter by dividing the reading by the measurement time. The measurement equipment used shall correctly measure the real power consumed regardless of the power factor of the television receiver. NOTE: It should be ascertained that the wattmeter or the watt-hour meter is suitable to measure the power consumption of power supplies working in a burst mode with a low duty cycle and the low power consumption in the standby modes Accuracy The average power consumption of the television receiver shall be given in watts, with a number of relevant digits in accordance with the accuracy of the measurement Satellite feature If the television receiver includes a satellite dish LNB power supply, it shall be turned off, if possible, during the measurement process.
4 XXX IEC:200X 4 XXX CEI:200X Point of deployment module If the television receiver includes a Digital Cable feature, no POD shall be installed in the television during the measurement process Special Features Special features not mentioned in this International Standard shall be turned off during the measurement process, in the cases that those features can be arbitrarily turned on and off by the end user. 6 Input test signals NOTE: We have not reached consensus on the input test signals. The following is an example based on the JEITA specification, which uses four static test signals. Other possible input test signals include: - Moving Natural Images - Moving Synthetic Images - Static Natural Images - Static Synthetic Images The APL of the signal set is also under discussion.1 Four video test signals and one audio test signal are used in the test as described below. The video signals shall conform to CEI/IEC : 1997, section Black level video signal In this case the entire part of the signal representing the active picture shall be black (0%), as defined in CEI/IEC : 1997, section White level video signal In this case the entire part of the signal representing the active picture shall be white (100%), as defined in CEI/IEC : 1997, section Colour bar video signal In this case the active picture area of the signal shall be 75/0/75/0 colour bars as defined in CEI/IEC : 1997, section For example, the IEC TC 100 Ad Hoc Group is considering approaches that focus on the tests required to yield data that fulfills the goals of the regulatory regimes. Category 1 Rating 1 Category 2 Rating 2 (results may vary) - Here are example content types under consideration: Factory Shipped Vs. Normal Room o High (sports/outdoor) o Medium (sitcom ) 225 o Low (movies/soaps )
5 XXX IEC:200X 5 XXX CEI:200X 6.4 Three vertical bar video signal In this case the active picture area of the signal shall be three bars of white (100%) over a black (0%) background as defined in CEI/IEC : 1997, section Audio input signal NOTE: There is no consensus on this section at this time The audio signal shall be a 1 khz sine wave, regardless of the input terminal used during the test. If a 1 khz frequency cannot be used, a sine-wave at the centre frequency of the transfer range, as specified by the manufacturer, shall be used. 7 Physical inputs NOTE: We will consider defining the requirements regarding additional physical inputs, such as HDMI, IEEE-1394, etc. 7.1 Analogue terrestrial input signal In the case that the television receiver is being tested with an analogue terrestrial input, the signals used shall conform to IEC : 1997, section 3.3, and shall have the input signal level set at -39dB (mw). NOTE: We need to confirm that this is appropriate for all regions 7.2 Digital terrestrial input signal In the case that the television receiver is being tested with an digital terrestrial input, the signals used shall conform to the broadcast specifications for at least one region to which the television is to be sold, and shall have the input signal level set at -49dB (mw). NOTE: We need to confirm that this is appropriate for all regions 7.3 Satellite input signal The audio signal shall be a 1 khz sine wave signal with the PCM level set to 18 db below maximum modulation. For the analogue input the signals transformed into the first intermediate frequency band compliant with the transmission standard system for high definition and standard definition broadcasting shall be used. The input signal level shall be -45dB (mw). For the digital input the signals transformed into the first intermediate frequency band compliant with the transmission standard system for high definition and standard definition broadcasting from broadcasting stations with the frequency of 11.7 GHz to 12.2 GHz, the ultra-high frequency broadcasting and data broadcasting shall be used. The input signal level shall be -45dB (mw). NOTE: We need to confirm that this is appropriate for all regions 8 Picture and sound adjustments 8.1 Picture level adjustments
6 XXX IEC:200X 6 XXX CEI:200X The contrast, brightness of the television and the backlight level, if it exists in the unit under test, shall be set to the normal mode (that is the vendor-recommended mode for normal home use.) If no normal mode exists, the brightness, contrast and backlight levels shall remain at the settings originally set when the television receiver was manufactured. 8.2 Sound level adjustments NOTE: There is no consensus on this section at this time The volume control shall be adjusted to obtain 50 mw at the loudspeaker terminals. In the case of TVs with multi-channel capabilities, all powered audio output channels stall be loaded. 9 Po: On mode power consumption (watts) The average on mode power consumption of the television receiver in watts shall be computed by the following equation: Po = {(Pw + Pb)/2 + Pc + Pt}/3 (watts) In this equation, Pw, Pb, Pc and Pt shall represent the following values, respectively, Pw: Power measured with the white level video signal input (watts) Pb: Power measured with the black level video signal input (watts) Pc: Power measured with the colour bar video signal input (watts) Pt: Power measured with the three bar video signal input (watts) All power saving functions in the television shall be turned off at the time of these measurements. If the power consumption of the device varies depending on which input terminal is used, the power consumption shall be recorded for the maximum power consumption condition as well as the minimum power consumption condition. The average power consumption is then calculated as follows: Po = (Po max + Po min ) / 2 (watts) 9.1 Ps: Standby mode power consumption (watts) In the case that the television receiver only has one power switch, the standby power mode consumption is measured as follows: Ps = power consumption after the power switch has been turned off (watts) In the case that the television receiver has a main power switch and a remote control power switch, the standby power mode consumption is calculated as follows: Ps = (Ps1 + Ps2) / 2 (watts)
7 XXX IEC:200X 7 XXX CEI:200X Ps1 and Ps2 are defined as follows: Ps1 = power consumption after the television receiver has been turned off with the main power switch (watts) Ps2 = power consumption after the television receiver has been turned off with the remote control power switch (watts) In the case that the television receiver under test switches, after a time delay, from a standby mode to a mode with lower power consumption, the lower value shall be used, provided the time delay is less than one hour. If the time delay is greater than one hour, the larger value shall be used. 9.2 Pa: Reduction in power consumption due to power saving functions The reduction in power consumption due to power saving features is measured with colour bars as the input test signal. It is calculated as the maximum of Pa1 and Pa2: Pa = Max[Pa1, Pa2] (watts) Pa1: Reduction in power consumption due to automatic brightness control The measurement of Pa1 shall be performed with colour bars as the input test signal. Pa1min: The power consumption of the television receiver when the automatic brightness control is enabled, and the ambient luminance is 0 lux. (watts) Pa1max: The power consumption of the television receiver in one of the following conditions, whichever produces the smallest result: a) the automatic brightness control is enabled, and the ambient luminance is 300 lux, or b) the automatic brightness control is disabled (watts) Pa1 = Pa1max Pa1min (watts) Pa2: Reduction in power consumption due to a switchable power savings feature The television receiver might have a power savings feature that can be switched on or off by the user. If no such features exist, the value of Pa2 is 0. The power savings from this feature, if present, is measured as follows: Pa2min: The power consumption of the television receiver when the switchable power savings feature is enabled. (watts) Pa2max: The power consumption of the television receiver when the switchable power savings feature is disabled. (watts) Pa2 = Pa2max Pa2min (watts)
8 XXX IEC:200X 8 XXX CEI:200X The standby mode power consumption shall be the average of the power consumption in the case that the television receiver has been turned off by the main power switch (Ps1) and the case that the television receiver has been turned off by the remote control power switch (Ps2). Informative references IEC-Project: IEC PNW Ed. 1.0 IEC 100/1081/NP IEC 62018: , IEC Informative Annex A: Measuring method of television receiver annual power consumption (kilowatt-hours per year) NOTE: This section is based on JEITA and is included as an example. We have not reached consensus on these points. We do, however, plan to have the end result be the average energy usage per year for typical usage. The annual power consumption of the television receiver in kilowatt-hours per year shall be computed by the following equation: E={(Po-Pa/4) * ta + Ps * ts} (kilowatt-hours per year) In this equation, E, Po, Pa, Ps, ta, and ts shall represent the following values, respectively, E: Annual power consumption (kilowatt-hours per year) Pa: Power consumption reduction from power saving functions (watts) Po: On mode power consumption (watts) Ps: Standby mode power consumption (watts) ta: Annual operation time in the on mode (hours) ts: Annual operation time in the standby mode (hours) The computation for ta and ts depends on the average number of hours per day that the television is in the on mode. They are computed as follows: ta = 365 * td (hours) ts = 365 * (24 td) (hours) In this equation td is the average hours per day that the television is in the on mode. td varies from home to home and country to country. td can be determined by direct measurement, or by surveys and other social activity measurement techniques. It is left to the individual, manufacturer or agency to supply this value, based on the intended domain of the television receiver. td = average hours per day that the television receiver is in the on mode (hours)

The international average for ta is 4.5 hours per day. This may vary from geographic region to geographic region and year to year. (We may include a table for various regions.) ---END---
