1 The School of Social Work at Portland State University Ph.D. in Social Work and Social Research A BRIEF OVERVIEW The course of study for the Ph.D. in Social Work and Social Research is focused on developing the doctoral student s capacity to conduct a comprehensive social problem analysis, propose innovative solutions related to the social problem, and design an evaluation that accounts for the perspectives of multiple stakeholders. The doctoral program strives to provide instruction and experience using a wide range of methods and skills needed in applied research, a balanced focus on policy and practice, and attention to understanding human behavior in diverse social contexts. The program objectives are: 1. To prepare researchers with knowledge, skills, and ethics who are capable of conducting scholarly inquiry in the areas of social work and social welfare. 2. To prepare graduates to conduct advanced social problem analysis. 3. To prepare graduates with knowledge and skills to develop, test, and evaluate multilevel interventions (individual, family, group, organizational, system, and/or policy) designed to address social problems. 4. To prepare graduates to assume leadership roles in the social welfare community; including, academic, policy practice, research/evaluation, and social welfare administration. 5. To provide an option to prepare university-level teachers qualified to provide instruction in undergraduate and graduate social work programs. Courses are taught in seminar style, providing students with an opportunity to engage in scholarly discussions about complex ideas and diverse viewpoints. To enhance the interdisciplinary perspective of the program, students are required to select relevant courses in other departments. After the core requirements are fulfilled, the program of study becomes significantly individualized as students plan their comprehensive exam paper and dissertation research in consultation with faculty advisers. The Ph.D. Program integrates policy, practice, and research by encouraging students to collaborate with faculty and investigators in affiliated institutes including: The Regional Research Institute for Human Services The Center for Improvement of Services to Children and Families Reclaiming Futures: Building Community Solutions to Substance Abuse and Delinquency A Brief Overview

2 The School of Social Work at Portland State University Ph.D. in Social Work and Social Research ADMISSIONS REQUIREMENTS The School of Social Work seeks to admit well-qualified students with diverse backgrounds whose career goals are consistent with its mission and graduate offerings. Admission criteria are applied equally to all applicants without regard to race, gender, age, handicap, national origin, marital status, sexual orientation, or religion. Admission selection is based on academic performance and potential, extent and quality of relevant experience, personal qualifications, and clarity and appropriateness of professional goals and objectives. Admission to the Ph.D. Program requires application both to the University's Office of Admissions and to the School of Social Work. Students enroll in the fall term only. Applications and all supporting materials must be received no later than January 15, for admission the following fall term. A personal interview may be requested by the School. Applicants are expected to possess a Master of Social Work (M.S.W.) degree. However, students without a M.S.W. but who possess an advanced degree in a related field may be admitted if they have exceptional practice or research experience. Applicants whose career goal includes teaching in a school of social work are strongly advised to have at least two years post-m.s.w. practice experience before beginning the Ph.D. program. Transfer Students Students previously enrolled in a Ph.D. Program at another accredited university, who are in good standing, are eligible for admission to the Ph.D. Program in Social Work and Social Research at Portland State University (PSU). Students must apply through the normal admission process, meet the residency requirement, and may transfer up to 36 doctoral quarter credit hours, evaluated on a course by course basis. All transfer students must complete the Program s problem analysis sequence of courses, pass the comprehensive examination, and meet the dissertation requirements. As a part of the admission procedure, all applicants must furnish: Transcripts of undergraduate and graduate studies. GRE scores (Graduate Record Examination) from within the past five (5) years. A relevant example of scholarly or professional writing. A statement describing your professional interest and goals, consisting of words (no more than five double-spaced pages) related to seeking a Ph.D. in Social Work and Social Research. Please identify and discuss the social problem and research areas in which you are interested, recognizing that those may change over time; and in what ways this program will meet your needs. 1 Admissions Requirements

3 Four references, two of which should be academic. TOEFL scores, if appropriate. Any applicant whose native language is not English and who has not completed a degree from an accredited U.S. institution must pass the Test of English as a Foreign Language (TOEFL) with a minimum paper score of 550 and 213 for computer-based testing. 4 English Language Proficiency Requirements: Graduate All graduate students whose first language is not English must meet the English language proficiency requirement prior to enrolling in academic classes. Please note that this requirement applies to all students, including resident aliens and citizens. Requiring valid proof of English language proficiency is a mandate of the Office of Graduate Studies (OGS); the Office of Admissions merely enforces the mandate. Thus, only the OGS (not Admissions) can approve any exceptions. If you have not met the English language proficiency requirement, please do not approach the OGS to ask for an exception or waiver. Instead, discuss your situation with the graduate coordinator in the academic department to which you are applying for admission. Depending on your special circumstances, the department may choose to submit a petition to the OGS asking for a waiver/amendment to the English language proficiency requirement. But please note that waivers/amendments are rarely granted. Some graduate departments will recommend admission without proof the English language proficiency; however, many will not. Please ask your graduate coordinator to explain your department's policy. Valid Proof of English Language Proficiency Completion of a bachelor's degree, master's degree or doctoral degree in Australia, English-speaking Canada, Great Britain, Ireland, New Zealand or the U.S.; Minimum required official score on the International Test of English as a Foreign Language (TOEFL), the PSU Institutional TOEFL, the International English Language Testing System (IELTS) exam, or the Pearson Test of English- Academic (PTE); or Test score more than two years old if the score exceeded the minimum requirement and you have maintained continuous residency in the United States since the exam date. 1

The Portland State Institutional TOEFL is offered on campus several times each year: one week prior to the beginning of fall term; and midway through fall, winter, and spring terms. Application Instructions Applicants must submit two separate application packets. Application.Packet 1: The Office of Admissions Return the following items to the Office of Admissions, Registration, and Records as a complete packet: University Application for Graduate Admission form. $50.00 non-refundable application fee*. The fee is good for one caleodar year. Pay by check or money order. Do not sefid cash. Credit card payments can only be submitted with the online application at: One official transcript (in a sealed [closed] envelope from the issuing institution) from each post-secondary institution attended. (A transcript from PSU is not required.) Applicants whose native language is not English and who have not received a baccalaureate, master's, or doctoral degree from the United States, Australia, English Speaking Canada, Ireland, New Zealand, or the United Kingdom are required by the University to submit official TOEFL, IELTS or PTE-Academic scores as detailed on page 2. and Application Packet 2: The Graduate Program Department Return the following iterrts to the specific gnduate pmgnm department to which you are applying as a complete packet: The Graduate Application form provided by the specific department or the enclosed Departmeotal Graduate Admission Application form. CHECK WITH THE SPECIFIC DEPARTMENT TO SEE IF THEY PROVIDE A GRADUATE APPLICATION FORM/PACKET BEFORE FILLING OUT THE ENCLOSED DEPARTMENTAL GRADUATE ADMISSION APPLICATION. Failure to supply complete and accurate information will delay the admissions process and subject the applicants to the University's policies governing academic dishonesty. Applicants should check with departments before applying. Ifthe department has established an earlier deadline, completed application packets must be received by both the department and the Office of Admissions, Regisuation, and Records by the deadline date. International students with F-1 orj-1 Visas have earlier recommended filing dates in some cases: Fall, March 1; Wlnter, July 1; Spring, November 1; Summer, February 1. General University Guidelines PSU students are required to be familiar with, and comply with, all rules and regulations governing graduate study as set forth in the PSU Bulletin. Important: Students who do not register for the term in which they are admitted are subject to admission cancellation unless they notify the Office of Admissions, Registration, and Records and the graduate program department of their intent to change their term of enroument. Notification must be given prior to the start of the term for which the student was admitted. *Subject to change by the Oregon University System.

7 English Language Proficiency Requirement for Graduate.Students All graduate students whose first Ia:nguage is not English must meet the English language proficiency requirement prior to enrollment in academic classes. Please note that this requirement applies to all students, including permanent residents and citizens. Requiring valid proof ofenglish language proficiency is a mandate ofthe Office of Graduate Studies (OGS); the Office of Admission, Registration, and Records merely enforces this mandate. Applicants who have not met the English language proficiency requirement must discuss their situation with the graduate coordinator in the academic department (rather than approach OGS to ask for an exception or a waiver). Depending on the circumstances, the department may choose to submit a petition to OGS asking for a waiver/amendment to the English language proficiency requirement Please note that petitions regarding this issue come from the depattment, never the student, and that waivers/ amendments are rarely granted. The Office ofgraduate Studies at Portland State accepts the scores of five standardized exams as proof of English language proficiency: 1) the International TOEFL [typidilly a computer-based test], 2) the PSU Institutional TOEFL [always a paperbased test], 3) the Internet-based TOEFL, 4) the International English Language Testing System (IELTS), and 5) the Pearson Test of English - Academic (PTE-Academic).
