The role of the risk assessment in the Hungarian regulations concerning the remedial tasks, Hungary 2nd European Conference on Frankfurt am Maine, May
Outline National Environmental Remediation Programme () Remediation target Natural attenuation 2nd European Conference on Natural 2
National Environmental Remediation Programme () It started in 1996 Based on international experiences (e.g. Netherlands, Germany, Denmark, USA, UK, France, Norway) 2nd European Conference on Natural 3
Aims of the * identify and register threat and damage to groundwater and the geological medium and the extent of pollution therein; to reduce risk of pollution; to facilitate the reduction or elimination of pollution. *Source: GOV. DECREE NO. 219/2004. (VII. 21.) ON THE PROTECTION OF GROUNDWATER 2nd European Conference on Natural 4
Tasks of the General tasks, countrywide Individual tasks, activities connecting to specific remedial investments 2nd European Conference on Natural 5
General tasks of the Countrywide assessment Countrywide register system Legal, economic and technical regulations Operation, institutional background Research and development Public relation International relations 2nd European Conference on Natural 6
Legal regulations GOV. DECREE NO. 219/2004. (VII. 21.) ON THE PROTECTION OF GROUNDWATER 2nd European Conference on Natural 7
Main features of GOV. DECREE 219/2004 Ensures the good status of groundwater (quality and quantity) Regulates the authorisation of activities (water abstraction, disposal and discharge of pollutants) Regulates the remediation activities (site investigation, technical intervention, remedial monitoring) Defines the liable person for remedial actions 2nd European Conference on Natural 8
Main features of GOV. DECREE 219/2004 Regulates the operation of the environmental registration system for groundwater and geological medium 2. FAVI 3. KÁRINFO 2nd European Conference on Natural 9
Technical regulations The technical contents of legal regulations can be found in guidelines Guidelines are published by the Ministry of Environment and Water The hard copy guidelines are free of charge and the electronic version are available on the website of the Ministry 2nd European Conference on Natural 10
Guidelines, handbooks Site investigation and monitoring The methodology of the quantity risk assessment (determination of the remedial target ) Technologies of remediation Application of pollution migration models 2nd European Conference on Natural 11
The (NPLs) consist of those areas where contaminations were detected or where potential pollution sources are situated, which endanger the soil and the groundwater. 2nd European Conference on Natural 12
Types of NPLs According to the actual stage of a remediation process three NPLs exist: 2. Contaminated areas before site investigation 3. Contaminated areas after site investigation 4. Contaminated areas after unsuccessful cleanup 2nd European Conference on Natural 13
Methodology of the NPLs Simplified relative risk estimation Method evaluates: 3. dangerousness and concentration of the pollutant(s) 4. size of the pollution in the soil and in the groundwater 5. natural protection 6. connection to the possible receptors 2nd European Conference on Natural 14
Methodology of NPLs Result of the calculation is the priority value Screening of the priority values ensures the final, valid NPL. The place inside the NPL defines the urgency of the start of the next phase of remediation process. It works in the FAVI-KÁRINFO system 2nd European Conference on Natural 15
The remedial target value for the cleanup is determined by quantitative risk assessment (QRA) The QRA is based on the data of the site investigation. 2nd European Conference on Natural 16
During the QRA three types of receptors have to take into account: 2. Human health 3. Ecosystem 4. Groundwater 2nd European Conference on Natural 17
Groundwater as receptor It is an important condition during the remediation, that the pollution can t move from one environmental element to the other, and it can t migrate into non-polluted areas Designation of compliance points, as possible receptors 2nd European Conference on Natural 18
Calculation of the values needed for the risk assessment: PEC, PNEC, HRQ, CR, ERQ 2nd European Conference on Natural 19
There is no direct referring on the NA in the legal regulations, but the remedial monitoring is a remedial activity (Gov. Dec.) As a process NA is an important part of the site investigation and the quality risk assessment (Guidelines) 2nd European Conference on Natural 20
The risk assessment in the Hungarian regulations has two important roles: Creation of NPLs by simplified relative risk estimation Definition of remedial target limit values based on site specific data by QRA (obligatory) 2nd European Conference on Natural 21
Concerning the natural attenuation: The remedial monitoring is an option NA is integral part of the site investigation and the quality risk assessment 2nd European Conference on Natural 22
