1 IMMEDIATE RELEASE North/South divide sees nearly one in three children attending failing secondary schools in the North of New analysis of Ofsted inspection judgements shows that children are dramatically more likely to attend failing secondary schools in the North of than in the South. Nearly one in three children (28%) in the North of attends a secondary school judged as Inadequate or Requires Improvement, compared to around one in six in the South (17%). Of the 850,000 secondary school pupils in the North, just under a quarter of a million (243,000) are in underperforming secondaries. The faces a similar challenge with 28% (171,000) of children currently on roll at a failing school. Of the 10 worst-performing local authorities across, seven are in the North of. In Knowsley, not one secondary school is good or outstanding and in some local authorities including Blackpool and Doncaster over half of children are in failing schools. At the same time, only two of these poorly performing local authorities has a projected need for new secondary places within the next five years. This means that many of the relevant local authorities will not support the creation of new schools. Nick Timothy, Director of New Schools Network said: This important research shows the full extent of the North/South divide in education. It is simply not acceptable that children growing up in the North and in the are so much more likely to attend failing schools as those in the South. What is also alarming is that the worst-performing areas have no shortage of school places. This means the relevant local authorities have little motivation to open good new schools. And it also exposes how wrong it is for critics of free schools to say we should only open new schools where there is a shortage of places. Their freedom to innovate and cater to the needs of their pupils means that free schools are best placed to drive up standards and succeed: free schools are already more likely than other state schools to be rated outstanding by Ofsted.

The full tables detailing the number of pupils in requires improvement or inadequate schools by local authority can be found below alongside the total number of places in these areas. A minus indicates there will be a surplus of places.

They have the freedom to decide the length of school day and term, their curriculum, teacher pay and how they spend their budgets. There are over 400 free schools now open or approved to open across. Once full they will provide over 235,000 new school places. More than three quarters of free schools that have been inspected under the new tougher Ofsted framework, have been judged as Good or Outstanding. They are twice as likely to be judged as Outstanding when compared to all other state schools inspected at the same time. New Schools Network is an independent charity that provides support to groups wanting to set up free schools:
