1 Qualifying Life Events (QLEs) Throughout the year your circumstance may change which may make you eligible for a Special Enrollment Period(SEP). If you have a baby, you or your dependent gain or lose other coverage, etc., you may be able to enroll in a plan for the first time, change your plan, add or drop family members, or terminate your plan. You must report the event WITHIN 30 DAYS of the event to be eligible for an SEP. Once you report the event and date (within 30 days) in your account, DC Health Link will guide you through the options available to you and your family. QLE - Birth of a Child Reporting Your QLE - Step 1: After logging into your account, click on I ve had a baby under TOP LIFE CHANGES on the My DC Health Link page of the employee account. Reporting Your QLE - Step 2: Enter the date of birth of the baby and click the red CONTINUE button. 1
2 Reporting Your QLE - Step 3: If the DOB is within the 30 days reporting period the following message will populate. Click the red Continue button to proceed. NOTE: Once you qualify for a SEP, you may be eligible to add and/or drop dependents from your coverage prior to shopping. Once your family is set, you are then able to keep your existing plan, select a new plan, or terminate coverage. In general, if you drop a family member as part of your SEP, their coverage will end on the last day of the month that the QLE occurred. Reporting Your QLE - Step 4: Click on the blue Add Member button. 2
3 Reporting Your QLE - Step 5: Enter baby s name, date of birth, gender and relationship to primary. Check the NO SSN box if SSN is not available. NOTE: An SSN not required for dependents. Male gender is selected as default. Reporting Your QLE - Step 6: Click the blue Confirm Member button. 3
4 Reporting Your QLE - Step 7: Click on the red Continue button. Reporting Your QLE - Step 8: Select one of the options shown as red buttons Keep existing plan, Select Plan to Terminate or Shop for new plan. Reporting Your QLE - Step 9: If Keep existing plan, follow Keep Plan steps; if Select Plan to Terminate select follow Terminate steps; if Shop for new plan, select follow New Plan steps. If you would like to remove a dependent(s) from coverage, uncheck the dependent(s) before selecting one of the options above. 4
5 Keep Existing Plan Keep Plan - Step 1: Review your plan and cost information then click the red Confirm button. Keep Plan - Step 2: Purchase confirmation page will populate to confirm enrollment. Click on GO TO MY ACCOUNT to return to homepage. 5
6 Select Plan to Terminate Terminate - Step 1: Click on the red Terminate Plan button. Terminate - Step 2: Confirm plan that will be terminated by clicking the red Terminate Plan button. Terminate - Step 3: You will be directed back to your account page. 6
7 Shop for New Plan New Plan - Step 1: Please review plans offered by employer and click Select Plan for your desired plan. NOTE: you are able to Filter Results on the left side to change the plans displayed for you. You are able to Sort By at the top to change the order in which plans are displayed for you. You can compare up to three plans at once by clicking Compare in the plan tile and then a Compare Plans button will appear in the top right of the screen that you will click to see a side-by-side comparison of the chosen plans. New Plan - Step 2: Review plan and cost information then click the red Confirm button. 7
8 New Plan - Step 3: Purchase confirmation page will populate to confirm enrollment. Click on GO TO MY ACCOUNT to return to homepage. 8
9 QLE - Gaining Other Health Insurance Coverage (dropping coverage) Reporting Your QLE - Step 1: After logging into your account, first click the right arrow under Have Life Change? to see additional QLEs. Second, click drop self due to new eligibility. Reporting Your QLE - Step 2: Report the date you gained other health insurance coverage by selecting from the calendar or entering under Date of new eligibility, then click Continue. 9
10 Reporting Your QLE - Step 3: Click the Continue button. Reporting Your QLE - Step 4: Click the Continue button. Reporting Your QLE - Step 5: Click the Select Plan to Terminate button. NOTE: If you would like to remove a dependent(s) from coverage and remain in coverage, only uncheck the dependent(s) you wish to remove before selecting Keep existing plan or Shop for new plan. This will remove the unchecked dependents from your current plan or will not enroll them in your new plan. 10
11 Reporting Your QLE - Step 6: Click Terminate Plan. Reporting Your QLE - Step 7: To confirm your termination, click Terminate Plan. 11
12 Qualifying Life Event - Marriage (enrolling in plan, adding spouse) NOTE: If you do not have a DC HEalth Link account you will need to create one before reporting your QLE. To create an account, please follow the account creation steps in this guide, DC-Health-Link.pdf. Reporting Your QLE - Step 1: After logging into your account, click I ve married under TOP LIFE CHANGES on the My DC Health Link page of the employee account. NOTE: This account shows an employee that waived coverage so is not currently enrolled under her employer sponsored coverage prior to her date of marriage. Reporting Your QLE - Step 2: Report the date you married by selecting from the calendar or entering under Date of married, then click the Continue button. 12
13 Reporting Your QLE - Step 3: Click the Continue button. Reporting Your QLE - Step 4: To add your spouse or other dependents, click Add Member. Reporting Your QLE - Step 4: Enter spouse s name, date of birth, gender and relationship to the employee. Check the NO SSN box if SSN is not available. NOTE: SSN for the spouse is not required. Male gender is selected as default. 13
14 Reporting Your QLE - Step 5: Click the Confirm Member button. Reporting Your QLE - Step 6: Once you add your spouse, and any additional dependents, click the Continue button. 14
15 Reporting Your QLE - Step 7: Under Choose Benefits: Covered Family Members, click the Shop for new plan button. Reporting Your QLE - Step 8: Please review the plans and click Select Plan for your desired plan. NOTE: you are able to Filter Results on the left side to change the plans displayed for you. You are able to Sort By at the top to change the order in which plans are displayed for you. You can compare up to three plans at once by clicking Compare in the plan tile and then a Compare Plans button will appear in the top right of the screen that you will click to see a side-by-side comparison of the chosen plans. 15
16 Reporting Your QLE - Step 9: Review your plan and cost information then click the Confirm button. Reporting Your QLE - Step 10: You will receive your Purchase confirmation page. You may click the GO TO MY ACCOUNT button or LOGOUT. 16
