1 CITIZENSHIP AND IDENTITY REQUIREMENTS TRAINING FOR COMMUNITY PARTNERS February
2 CHIPRA CHANGE As a result of the Children s Health Insurance Program Reauthorization Act of 2009 (CHIPRA) effective January 1, 2010, all children applying for Florida KidCare or renewing must provide documentation of citizenship and identity. This change applies to children who qualify for subsidized coverage, not families enrolled under either the Healthy Kids or MediKids full pay option. 2 Subsidized coverage is for families with household incomes 200% and below of the Federal Poverty Level (FPL). Full pay option is for families with household incomes above 200% FPL.
3 ELECTRONIC VERIFICATION Florida KidCare is making the process as easy as possible for families by first attempting to verify citizenship and identification electronically by using: MNOV, a system used for birth certificate look up for children born in Florida Florida Department of Highway Safety and Motor Vehicles (HSMV) system to match applicants with their license or/and ID information for children ages 16 and older only. 3
4 Once an account has completed the citizenship and identity verification process, these records become a permanent part of their account and they do not have to repeat the process. This is true only for U.S. citizens or Legal Permanent Residents In addition, if a child has ever received benefits through Department of Children and Families (DCF), Florida KidCare maybe able to verify their citizenship and identity through DCF. 4
5 NEW APPLICANTS If Florida KidCare is unable to electronically verify citizenship and identity, new applicants will have 120 days to submit citizenship and identity documentation. 5
6 All new applicant child will be given provisional coverage, if all other eligibility requirements have been met. This means the account will still process as long as the remainder of the account information is complete and payment has been received. Provisional coverage will end after the 120 days have passed without the documentation of citizenship and identity being submitted. 6
7 EXAMPLE OF PROVISIONAL COVERAGE Joan submitted an application for her two children, Fred and Amber, on February 10, With this application Joan sends her income documents and 1 st month s premium. Both children, Fred age 18 and Amber age 16 were born in Oklahoma and do not have Florida Driver s licenses or IDs. Fred and Amber are given coverage effective March 1, 2010, however the 120 days of provisional coverage began February 10,
8 EXAMPLE OF PROVISIONAL COVERAGE CONT Joan is sent a letter requesting the missing citizenship and identity documents. Joan does not submit the documents. On June 30, 2010, Fred s and Amber s coverage is canceled for non-compliance. Joan must provide all missing documentation before the children can be reinstated. Joan finally submits a copy of both children s birth certificates and school ID cards on July 15, 2010 making the account complete. Both children receive August 1, 2010 coverage. 8
9 RENEWING FAMILIES Families that are in the renewal period receive a renewal packet 60 days prior to their renewal date. If some of the citizenship and identification documents are received during this 60 day period they are given an additional 30 day renewal grace period to submit the remaining documents. No provisional coverage is given, only the renewal grace period. 9
10 EXAMPLE OF RENEWAL GRACE PERIOD Rich s Florida KidCare account had a renewal date of March He submitted his renewal packet on March 10, 2010 with only his income documents. His two children were given a renewal grace period of 30 days, beginning April 1, Both children, twins, Jenny and Janet age 16 were born in Kansas and do not have Florida Driver s licenses or IDs. 10
11 EXAMPLE OF RENEWAL GRACE PERIOD CONT. Rich was sent a letter requesting the missing citizenship and identity documents due by April 30, Rich did not submit the requested documents. On May 1, 2010, Jenny and Janet s coverage was canceled for non-compliance. Rich submits a copy of both children s birth certificate, school ID cards, and payment on May 15, 2010 making the account complete. Both children received June 1, 2010 coverage. 11
12 THE VERIFICATION PROCESS 1. An application or renewal is received by Florida KidCare. 2. Verification of citizenship and identity is attempted based on information received. 3. If Florida KidCare is unable to verify citizenship and identity using this information, they will attempt an electronic file match for verification using MNOV and HSMV records. Remember, this is true only for U.S. citizens or Legal Permanent Residents 12
13 THE VERIFICATION PROCESS CONTINUED 4. If verification is not received, the child is granted provisional enrollment or a renewal grace period if some of the information is received. 5. During this time a missing information letter is sent to the applicant. 6. An additional final missing information letter is sent if information is not received within 30 days. 7. Child is canceled if citizenship and identity documents are not received during their provisional enrollment or a renewal grace period. 13
14 AGE MATTERS The verification process varies depending on the age of the child: DCF closure file verifies both citizenship and identity for all applicant children under age 19. Children under age 16: The double signature on paper applications or paper renewal forms (dated after July 2009), or web applications and renewals, verify the identity of applicant children under age 16. Children age 16 and over: Highway Safety and Motor Vehicles file matching may be used to verify the identity of applicant children 16 and over. 14
15 CITIZENSHIP AND IDENTITY DOCUMENTATION The following three documents can be used to verify the child s citizenship identity. 1. U.S. Passport 2. Certificate of Naturalization 3. Certificate of Citizenship 15
16 Citizenship Documentation The following documents can be used to verify the child s citizenship only : 1. U.S. Birth Certificate (from Vital Statistics) 2. Various Tribal Documents 3. Request for Proof of U.S. Citizenship form This form is only to be used as a last resort if other documentation cannot be obtained. 16
17 Identity Documentation The following documents can be used to verify the child s identity only : 1. Parent double signature on Florida KidCare application (only for children under age 16) 2. State driver s license 3. State ID card 4. School Documents 5. Identity Statement Form This form is only to be used as a last resort if other documentation cannot be obtained. 17
