I offer my appreciation and congratulate the officials of Vigilance Division in their Endeavour of Promoting Preventive Vigilance as a Tool of Good Governance which would serve a source of illumination to all employees and serve the larger interests to facilitate growth of CMRL. 3 REPORT ON OBSERVANCE OF VIGILANCE AWARENESS WEEK AT CHENNAI METRO RAIL LIMITED 26 Oct 2015 to 31Oct 2015 Central Vigilance Commission the apex body of vigilance of the country has announced the Observance of Vigilance awareness week celebrations vide its circular No 11/08/15 dated 31 Aug 2015 from 26 Oct 2015 to 31Oct 2015 and the theme for this year is Preventive Vigilance as a tool of Good Governance. As a part of promoting better awareness, Vigilance division/cmrl in its endeavor to promote Good Governance had planned & organized various awareness programmes during the entire Vigilance awareness week to educate the employees to work towards instituting corruption- free philosophy / bring in transparency, maintain absolute integrity and devotion to duty at all times. Good Governance is of prime importance to ensure the benefits of development of the project reach the public masses.an effective and proactive vigilance machinery can contribute to improving the quality of Governance and generate greater awareness among all public servants about ill effects of corruption and means and ways to eradicate them.. The various programme conducted by Vigilance Division, CMRL during Vigilance Awareness week were as follows as indicated in the programme of events:- If people criticize you, shout at you, tease you, make fun of you, stay cool and just remember that in every game only audience makes noise, not the player. 5 INAUGURAL SESSION VIGILANCE AWARENESS WEEK AT CHENNAI METRO RAIL LIMITED Day 1 (26 th Oct 2015) Introduction 1. Central Vigilance Commission the apex body of vigilance of the country has announced the observance of vigilance awareness week celebration 2015 from 26 th Oct 2015 to 31th Oct 2015 and the theme for this year is preventive as a tool of Good Governance 2. This year the vigilance Division / CMRL in its Endeavour to promote greater transparency and integrity has brought out various vigilance measures as a part of promoting better awareness among the CMRL employees Display of posters / banners 3. There has been display of 72 impressive colourful posters and 03 banners showcasing a strong message of anti corruption at prominent locations of CMRL Admin Building and all metro stations. Pledge Reading 4. As a part of vigilance Awareness Week celebrations,vigilance pledge reading was administered by Managing Director / CMRL at 1100 hrs 0n 26 Oct 2015 and all employees participated in the vigilance pledge reading in the auditorium of CMRL. Vigilance division CMRL in its Endeavour to promote greater awareness among employees had prepared and released an Anti corruption Vigilance Awareness Bulletin by MD / CMRL 5 P a g e

6 Prize distribution of Anti Corruption Essay Competition 6. As a part of preventive vigilance measure, vigilance Division in its endeavor to promote Good Governance conducted an Anti-Corruption Essay Competition in CMRL to create better Vigilance awareness among all the employees 7. Topic for essay was Positive contribution to fight against corruption _a road map to Good Governance Total of 16 Employees comprising of 09 officers and 07 staffs had participated in the essay competition. The employees in their essays brought out valuable points on various ill effects of corruption and its consequences portraying the significance of Honesty, Integrity and Transparency / steps to eradicate corruption and work toward upliftment of the organization and March in path way to Good Governance. 8. MD / CMRL distributed the prizes to the winners on 26 th Oct The winners of essay competition were as follows:- a). 1 st prize = Smt S. Sasikala, PS to DRO b). 2 nd prize = Sri E. Shahubar Shathik Ali, Exec (DC) c). 3 rd prize = Sri T. Sampath Kumar, Asst Manager (Assts) Three consolation prizes were as follows:- a. Sri R. Mohansundaram, Supdt DRO Sect, b. Sri A. 10 Conduct of Essay Competition for students of KV, Anna Nagar, Chennai on 29 th October 2015 (Day 2) 9. On 29 th October 2015, the Vigilance Division, CMRL had organized an Essay Competition from am to am for the school children of Kendriya Vidyalaya, Anna Nagar, Chennai in their school. The topic for essay competition was Best practices to stop Corruption work for a better & Transparent Governance 10. CMRL Officials Comprising of following were involved in the conduct of essay competition at kendriya vidyalaya Annanager Chennai :- a) Wg Cdr (Retd) D.Gurunath Reddy, Dy.Chief Vigilance Officer / CMRL b) Shri P. Sampath Kumar,Manager Legal /CMRL c) Shri Mohana Sundaram supdt DRO / CMRL The Dy.Chief Vigilance Officer/ CMRL addressed the students the need for conduct of essay competition and purpose of creating awareness among school children so as to make them aware about the perils of corruption and the need for standing against this social evil.he also emphasized the need for honesty, fairness / transperancy and brought out various examples to prove that the HONEST MAN IS A NOBLEST WORK OF GOD 11. Total of 17 children participated in the Essay competition Students of class 10 th, 11 th &12 th participated in the essay competition. Best Three prize winners 1 st, 2 nd & 3 rd and three consolation prizes were selected. The English teacher of Kendriya Vidyalaya Anna Nagar along with the Dy.Chief Vigilance Officer/ CMRLofficials supervised the conduct of essay competition. The essay competition was conducted for school children. The school children in their essays have brought out valuable suggestions of combating corruption and portrayed the ill effects of dishonesty and selfish motives of authorities holding government offices Accordingly, the essay competition had been held successfully. 13 Conduct of Skit Programme by Staff of RS Department on 30 th October 2015 at CMRL (Day3) 12. On 30 th October 2015, Vigilance Division, CMRL had organised a skit programme titled BE THE CHANGE.comprising of 11 staffs of Rolling Stock Department, CMRL enacted a play depicting the various corrupt practices prevalent in various offices and establishments of the society, the skit Programme has been very interesting and has conveyed huge message the ill-effects of corruption and its consequences, to all employees who has witnessed the skit programme. The message and lessons learnt on the skit programme has been of paramount importance conveying the feeling of Honesty & Transperancy 13 P a g e

14 CLOSING SESSION Conduct of Seminar at CMRL on 31 st October (Day4) 13. On31 st October 2015, between 1100 to 1200 hrs Vigilance Division, CMRL had arranged for Seminar on preventive Vigilance as a Tool of Good Governance Shri N Vittal,IAS(Retd), Former Central Vigilance Commissioner, was the Chief Guest and Speaker. The programme was started with a welcome address by CVO, CMRL. Managing Director, CMRL had presented a Bouquet as mark of welcome to the chief guest of the Seminar. 14. The speaker of the above seminar was a wellknown eminent person and Former Central Vigilance Commissioner had presented various examples to highlight his message of anti corruption,ranging on his personal experiences as CVC and his sharing of knowledge was well-appreciated by Officers & Staff of CMRL present in large numbers, was immensely relevant to the present day scenario and beneficial in the dayto-day official functioning. Moreover, the topics covered in this seminar also adhered to the theme given by CVC for this year s observance of Vigilance Awareness Week preventive Vigilance as a Tool of Good Governance. The message by the speaker clearly brought our the need for display of Honesty, fairness and transperancy in Government functionary. 15. As a part of respect and token of apprerciation towards honoring the Chief guest, The MD / CMRL presented a Momento to Shri Vittal, IAS (Retd) The CMRL Employees have been highly benifitted by the seminer delivered by the speaker. 16. The programme was concluded by a Vote of thanks by Dy.CVO. 20 Conclusion 18. Importance of vigilance awareness week celebrations towards successful implementation of the project of such a huge magnitude in terms of various disciplines and cost needs no emphasis. In today s world of high technological advancements the MAN,MATERIAL,MACHINES,MONEY, MANAGEMENT interface need to equipped in a manner to obtain the Right Quality, Safety And Cost keeping in mind the INTEGRITY,HONESTY & TRANSPARENCY towards work. With this perspective in mind it becomes equally important for everyone within the organization to be upright, ethical and above all loyal to the management to work towards the designated goals. There is no doubt that the Vigilance division in its continues endeavor of promoting higher awareness to employees as per this year s CVC theme of PREVENTIVE VIGILANCE AS A TOOL OF GOOD GOVERNANCE has gone a long way to generate greater awareness to its employees to create a change attitude to Good Governance. Indeed the vigilance awareness week celebrations has been an excellent platform for bridging the gap between management and employees towards understaning the concept of anticorruption and marching to the path of Good Governance.
