3 Page 1 PART 1 - EXECUTIVE SUMMARY The Village of Cumberland is seeking Proposals for a conceptual/functional design and detailed design of Cumberland Road and Bevan Road. See the attached map for location details. In 2013 the Village of Cumberland entered into a Host Community Agreement with the Comox Valley Regional District (CVRD) to support the ongoing operation of the Comox Valley Solid Waste Management Facility. As part of the agreement the Village of Cumberland will upgrade the roadway corridor within the municipality leading to the Comox Valley solid waste facility off of Bevan Road at Pigeon Lake Road. Sections of this corridor are showing signs of structural failure and deterioration. In order to improve this corridor and accommodate traffic using this route to access the solid waste facility and the municipality, the Village of Cumberland requires a conceptual/functional design and detailed design. Last fall the Village initiated a geotechnical investigation of these roads and has a final report summarizing the findings, including recommendations to be used in the detailed design. Included with this assignment is the construction management for the project, which we anticipate will span over a two-year period following the design completion. 1.0 Summary of the Requirements a) All field investigation needed to capture accurate site conditions as necessary for the conceptual/functional and detailed design work, including identifying any constraints. b) Review of any as-constructed drawings, reports and studies, and any other related documents associated with this assignment. c) Coordination of meetings with stakeholders, the public, and Village staff as required through the entire process, including a start up meeting. d) Provide regular reports and schedule meetings as necessary to update the Village on progress throughout the design process. e) Maintain an updated cost estimate as the project design work progresses. f) Liaise and coordinate with stakeholders, utility companies, and other affected parties that will be impacted by the project, including ongoing communications to residents and businesses along the affected corridor throughout the project. g) Conceptual/Functional Design The conceptual/functional design will include addressing a number of items, including road drainage, bike lane options (including an option for a boardwalk through the wetlands on Cumberland Road), turning movements on Cumberland Road at Bevan Road, improved access to the commercial and industrial properties between Hope Road and Union Road, and a review of other planned projects including Development Cost

4 Page 2 Charge (DCC) projects that may impact the road corridor in the near future. Consideration should be given to a design that encourages traffic calming on sections of the roads abutting residential areas and incorporates green infrastructure planning where appropriate. Any required environmental or other regulatory approvals should be identified early on in the process. The successful proponent will be required to host an open house to present preliminary options for the Cumberland Road and Bevan Road, based on feedback from residents and businesses, determine if adjustments can be made to the conceptual/functional design and present findings with recommendations to the Village of Cumberland. Take the final decisions from this design stage and incorporate them into the detailed design. Consideration should also be given to the scope and level of road reconstruction or rehabilitation based on the geotechnical findings. h) Detailed Design The detailed design will capture the conceptual/functional design and other such items as: Road geometry improvements to address sight visibility, driver safety and access to residential and commercial properties. The addition of bike lanes on Cumberland Road and a short section of Bevan Road. New sidewalk on a short section of Bevan Road. Utility and service upgrades necessary to reduce future impacts on the new sections of road (including municipal and other utility providers i.e. BC Hydro, Fortis, Telus, etc ). Storm drainage improvements directly related to the road design. Identify any right of ways required to accommodate the newly designed road. Identify areas for improved fire hydrant coverage. Street signage changes or improvements. Address parking in and around the Cumberland Road/Bevan Road intersection. Transition of roadway and sidewalk back into the un-improved sections of Cumberland Road. Final landscaping of the road boulevard. Where practicable the use of lifecycle approaches to material selections and design concepts should be included in the selection of preferred design options. Sustainability and best practices should be referenced in support of design submissions. All materials and construction methods for this project should as a minimum meet the Master Municipal Construction Documents & Design Guideline Manual.

5 Page 3 Contract Administration/Project Management i) It is expected that successful consultant will be responsible for the development of a complete tender package including construction drawings, specifications, and contract documents utilizing Master Municipal Construction Documents (MMCD). Additionally the successful consultant will be required to issue the call for construction tenders, review bid packages and provide the Village with a recommendation on award of contract. j) Project management and inspection including regular reports and meetings to update the municipality on progress and issues that arise, track project costs and provide a monthly summary update, and track project scheduling. The successful candidate will also be tasked with ensuring that consistent, accurate and timely communication in regards to the project are delivered to residents and businesses along the affected corridor throughout the project. k) Any required road closures or detours are to be approved as part of the Contractor s Traffic Management Plan. l) Delivery of electronic and hard copy as-constructed record drawings following completion of the project. 1.1 Owner Supplied Information Ortho photo imagery (2012). Cadastral base mapping in a CAD format. Geotechnical Assessment and report for Cumberland and Bevan Roads. Traffic Count data for Cumberland Road. A copy of the 2013 DCC Bylaw.
