Most of those arriving in the country are low-income construction workers from Asia. They have been recruited to help build massive projects worth up to US$220 billion, as part of Qatar's drive to create a regional and global hub. Many of these projects will contribute, directly or indirectly, to the staging of the 2022 World Cup. Migrant workers will build the state-of-the-art stadiums, training grounds, hotels and road and rail networks that must be ready before the first ball is kicked. However, for the men themselves, migration to Qatar can be a dark period in their lives. From harsh and unsafe working conditions, to unpaid salaries, to being blocked from leaving the country, they risk serious exploitation and, in some cases, abuses amounting to forced labour. Drawing on interviews with migrant workers, government officials and company representatives, this Amnesty International report looks at how a permissive legal framework in Qatar allows unscrupulous employers to exploit and abuse migrant workers. It ends with recommendations to the Qatari government and to companies on how to prevent abuses and ensure the human rights of migrant workers ahead of the World Cup and beyond.
