1 Presentation CHINA has been developing launch vehicles since mid 1960's and has evolved a family of launch vehicles with a range of different capabilities. It is the CHINA Academy of Launch Vehicle Technology (CALT) that is responsible for all the designs, manufactures and tests of the CZ launch vehicles family (CZ-1, CZ-2C, CZ-3). During the 1970's, in what was a parallel development with the CZ-2, the Chinese produced a similar vehicle named FB-1 (Feng Bao or "storm") intented primarily for military applications. 2 Launcher organizations The organizational structure for provision of launch s to foreign users with the responsibilities shared among the partners is shown in figure 2. National launches are charged to the government at about 60% of the commercial rate; some 30% of CGWIC's profits are paid in tax. CALT, also known as Beijing Wan Yuan Industry Corporation (BWYIC), is responsible for design, manufacture and testing of all the Long March launch vehicles except CZ4/CZ2D. CZ4/CZ-2D is developed at the Shanghai Academy of Space Technology (SAST), also known as the Shanghaï Bureau of Astronautics (SBA). China Satellite Launch and Tracking Telemetry and Command (TT&C) General is an organization under the Commission of Science, Technology and Industry for National Defence (COSTIND), responsible for satellite launches and TT&C s. China's International Commercial Satellite Launch Services Since it successfully launched its first indigenous launch vehicle on April 24, 1970, China has developed CZ family launch vehicles. Long March series launch vehicles can send satellites with different payloads and missions into different orbits accurately. China has launched more than 40 indigenous satellites with various missions with Chinese Long March vehicles. In October, 1985, the Chinese Government announced that the Long March vehicle family would be offered commercially to customers throughout the world. Early in 1988 and 1989, China stepped into international space market by successfully accomplishing the piggyback s of microgravity experiments by its recoverable satellites for French and German clients. Immediately afterwards, it was the China-US Memoranda of Agreements which satisfactorily solved the problems of liability, satellite technology safeguards and pricing of launching s. 3 A new China-US Memorandum of Agreement regarding Trade in Commercial Launch Services was signed on 13 March, This new Agreement was designed to further facilitate China's entry into international launch market by improving the key provision on pricing and lessening the quantitative restrictions on launch s for both geostationary and low-earth-orbit () satellites. Under the new Agreement ( ), China could launch 15 geostationary satellites for US, including 4 scheduled in previous contracts, over 7 years. This marks a good step forward, as the previous Agreement ( ) granted only 9 satellites for a period of 6 years. With regard to launch to low-earth-orbit (), Chinese provider has reached several agreements of providing launch s for more than 20 satellites in the Motorola network, and China is also competing with other countries to launch some 100 satellites in low orbits. Lockheed Martin opened an office in Beijing on April 12, The Long March Launch vehicle members which are commercially offered to foreign customers are the CZ-2C, the CZ-3, the and the CZ-3A. China will have new Long March vehicles to provide international commercial launch s. Currently, the Long March launch vehicle family has 7 types in operation and 3 under development (see figure 4). Among the launch vehicles under development, the CZ-1D can meet the demand of various customers. It is used to launch payloads of kg. Its basic development has been completed, but commercial production has not begun. The CZ-2C/SD, a CZ-2 derivative, is used to develop and perfect technologies of multi-satellite launch with one rocket, separation, and measurement and control. It can launch several satellites simultaneously and accurately place them into orbit. In addition, the /TS, a derivative, was also listed in the development plan. Based on the CZ- 2E to which a new solid upper stage and a large satellite dispenser would be added, the /TS project has been cancelled. Since November 1999, a man-rated version of, the CZ-2F is used to launch the unmanned Shenzhou spacecraft. With improved redundancy of systems, strenghtened upper stage to handle large spacecraft fairing and launch escape tower, this Long March 2F realised three additional test flights before Shenzhou 5 orbited Yang Liwei, China s first Taïkonaut, on october 15, 2003, making China the third nation to process indigenous human launch capability. Development trends in the new decade An all-solid propellant four-stage small launch vehicle called Kaituozhe 1 (KT-1) and presumably derived from the DF-31 ICBM (Inter Continental Ballistic Missile) has been developed. Its maiden flight, on September 15, 2002, ended in failure. No comment was made on the future development of this model. A new family of powerful launch vehicles using non-toxic propellant, is being studied. These future launchers would be built on a modular design based on three models of core stages m, 3.35 m and 5 m in diameter - powered by liquid hydrogen, liquid oxygen and refined kerosene. Upon completion, the new family of launchers - by combining the three models - should be able to cover a launch range between 0.5 t to 25 t for near-earth orbits and 4-13 t for geostationary transfer orbits. It is expected that concrete development of this new launcher project that some sources call Long March 5 or CZ-5, will start from December 2003 Page 3
