2 MARINE DIVISION GENERA CONDITIONS ARTICE BUREAU VERITAS is a Society the purpose of whose Marine Diision (the "Society") is the classification (" Classification ") of any ship or essel or structure of any type or part of it or system therein collectiely hereinafter referred to as a "Unit" whether linked to shore, rier bed or sea bed or not, whether operated or located at sea or in inland waters or partly on land, including submarines, hoercrafts, drilling rigs, offshore installations of any type and of any purpose, their related and ancillary equipment, subsea or not, such as well head and pipelines, mooring legs and mooring points or otherwise as decided by the Society. The Society: prepares and publishes Rules for classification, Guidance Notes and other documents ( Rules ); issues Certificates, Attestations and Reports following its interentions ( Certificates ); publishes Registers The Society also participates in the application of National and International Regulations or Standards, in particular by delegation from different Goernments. Those actiities are hereafter collectiely referred to as " Certification " The Society can also proide serices related to Classification and Certification such as ship and company safety management certification; ship and port security certification, training actiities; all actiities and duties incidental thereto such as documentation on any supporting means, software, instrumentation, measurements, tests and trials on board The interentions mentioned in 1.1., 1.2. and 1.3. are referred to as " Serices ". The party and/or its representatie requesting the serices is hereinafter referred to as the " Client ". The Serices are prepared and carried out on the assumption that the Clients are aware of the International Maritime and/or Offshore Industry (the "Industry") practices The Society is neither and may not be considered as an Underwriter, Broker in ship's sale or chartering, Expert in Unit's aluation, Consulting Engineer, Controller, Naal Architect, Manufacturer, Shipbuilder, Repair yard, Charterer or Shipowner who are not relieed of any of their expressed or implied obligations by the interentions of the Society. ARTICE Classification is the appraisement gien by the Society for its Client, at a certain date, following sureys by its Sureyors along the lines specified in Articles 3 and 4 hereafter on the leel of compliance of a Unit to its Rules or part of them. This appraisement is represented by a class entered on the Certificates and periodically transcribed in the Society's Register Certification is carried out by the Society along the same lines as set out in Articles 3 and 4 hereafter and with reference to the applicable National and International Regulations or Standards It is incumbent upon the Client to maintain the condition of the Unit after sureys, to present the Unit for sureys and to inform the Society without delay of circumstances which may affect the gien appraisement or cause to modify its scope The Client is to gie to the Society all access and information necessary for the safe and efficient performance of the requested Serices. The Client is the sole responsible for the conditions of presentation of the Unit for tests, trials and sureys and the conditions under which tests and trials are carried out. ARTICE The Rules, procedures and instructions of the Society take into account at the date of their preparation the state of currently aailable and proen technical knowledge of the Industry. They are not a standard or a code of construction neither a guide for maintenance, a safety handbook or a guide of professional practices, all of which are assumed to be known in detail and carefully followed at all times by the Client. Committees consisting of personalities from the Industry contribute to the deelopment of those documents The Society only is qualified to apply its Rules and to interpret them. Any reference to them has no effect unless it inoles the Society's interention The Serices of the Society are carried out by professional Sureyors according to the applicable Rules and to the Code of Ethics of the Society. Sureyors hae authority to decide locally on matters related to classification and certification of the Units, unless the Rules proide otherwise The operations of the Society in proiding its Serices are exclusiely conducted by way of random inspections and do not in any circumstances inole monitoring or exhaustie erification. ARTICE The Society, acting by reference to its Rules: reiews the construction arrangements of the Units as shown on the documents presented by the Client; conducts sureys at the place of their construction; classes Units and enters their class in its Register; sureys periodically the Units in serice to note that the requirements for the maintenance of class are met. The Client is to inform the Society without delay of circumstances which may cause the date or the extent of the sureys to be changed. ARTICE The Society acts as a proider of serices. This cannot be construed as an obligation bearing on the Society to obtain a result or as a warranty The certificates issued by the Society pursuant to 5.1. here aboe are a statement on the leel of compliance of the Unit to its Rules or to the documents of reference for the Serices proided for. In particular, the Society does not engage in any work relating to the design, building, production or repair checks, neither in the operation of the Units or in their trade, neither in any adisory serices, and cannot be held liable on those accounts. Its certificates cannot be construed as an implied or express warranty of safety, fitness for the purpose, seaworthiness of the Unit or of its alue for sale, insurance or chartering The Society does not declare the acceptance or commissioning of a Unit, nor of its construction in conformity with its design, that being the exclusie responsibility of its owner or builder, respectiely The Serices of the Society cannot create any obligation bearing on the Society or constitute any warranty of proper operation, beyond any representation set forth in the Rules, of any Unit, equipment or machinery, computer software of any sort or other comparable concepts that has been subject to any surey by the Society. ARTICE The Society accepts no responsibility for the use of information related to its Serices which was not proided for the purpose by the Society or with its assistance If the Serices of the Society cause to the Client a damage which is proed to be the direct and reasonably foreseeable consequence of an error or omission of the Society, its liability towards the Client is limited to ten times the amount of fee paid for the Serice haing caused the damage, proided howeer that this limit shall be subject to a minimum of eight thousand (8,000) Euro, and to a maximum which is the greater of eight hundred thousand (800,000) Euro and one and a half times the aboe mentioned fee. The Society bears no liability for indirect or consequential loss such as e.g. loss of reenue, loss of profit, loss of production, loss relatie to other contracts and indemnities for termination of other agreements All claims are to be presented to the Society in writing within three months of the date when the Serices were supplied or (if later) the date when the eents which are relied on of were first known to the Client, and any claim which is not so presented shall be deemed waied and absolutely barred. Time is to be interrupted thereafter with the same periodicity. ARTICE Requests for Serices are to be in writing Either the Client or the Society can terminate as of right the requested Serices after giing the other party thirty days' written notice, for conenience, and without prejudice to the proisions in Article 8 hereunder The class granted to the concerned Units and the preiously issued certificates remain alid until the date of effect of the notice issued according to 7.2. here aboe subject to compliance with 2.3. here aboe and Article 8 hereunder The contract for classification and/or certification of a Unit cannot be transferred neither assigned. ARTICE The Serices of the Society, whether completed or not, inole, for the part carried out, the payment of fee upon receipt of the inoice and the reimbursement of the expenses incurred Oerdue amounts are increased as of right by interest in accordance with the applicable legislation The class of a Unit may be suspended in the eent of non-payment of fee after a first unfruitful notification to pay. ARTICE The documents and data proided to or prepared by the Society for its Serices, and the information aailable to the Society, are treated as confidential. Howeer: clients hae access to the data they hae proided to the Society and, during the period of classification of the Unit for them, to the classification file consisting of surey reports and certificates which hae been prepared at any time by the Society for the classification of the Unit; copy of the documents made aailable for the classification of the Unit and of aailable surey reports can be handed oer to another Classification Society, where appropriate, in case of the Unit's transfer of class; the data relatie to the eolution of the Register, to the class suspension and to the surey status of the Units, as well as general technical information related to hull and equipment damages, are passed on to IACS (International Association of Classification Societies) according to the association working rules; the certificates, documents and information relatie to the Units classed with the Society may be reiewed during certificating bodies audits and are disclosed upon order of the concerned goernmental or inter-goernmental authorities or of a Court haing jurisdiction. The documents and data are subject to a file management plan. ARTICE Any delay or shortcoming in the performance of its Serices by the Society arising from an eent not reasonably foreseeable by or beyond the control of the Society shall be deemed not to be a breach of contract. ARTICE In case of dierging opinions during sureys between the Client and the Society's sureyor, the Society may designate another of its sureyors at the request of the Client Disagreements of a technical nature between the Client and the Society can be submitted by the Society to the adice of its Marine Adisory Committee. ARTICE Disputes oer the Serices carried out by delegation of Goernments are assessed within the framework of the applicable agreements with the States, international Conentions and national rules Disputes arising out of the payment of the Society's inoices by the Client are submitted to the Court of Nanterre, France Other disputes oer the present General Conditions or oer the Serices of the Society are exclusiely submitted to arbitration, by three arbitrators, in ondon according to the Arbitration Act 1996 or any statutory modification or re-enactment thereof. The contract between the Society and the Client shall be goerned by English law. ARTICE These General Conditions constitute the sole contractual obligations binding together the Society and the Client, to the exclusion of all other representation, statements, terms, conditions whether express or implied. They may be aried in writing by mutual agreement The inalidity of one or more stipulations of the present General Conditions does not affect the alidity of the remaining proisions The definitions herein take precedence oer any definitions sering the same purpose which may appear in other documents issued by the Society. 13 NR 597, Ch 1, Sec 1 SECTION 1 GENERA 1 Application 1.1 General Thickness measurements are a major part of sureys to be carried out for the maintenance of class, and the analysis of these measurements is a prominent factor in the determination and extent of the repairs and renewals of the essel s structure This Rule note is intended to proide Owners, companies performing thickness measurements and the Society s Sureyors with a uniform means with a iew to fulfilling Rule requirements for thickness measurements. In particular, it will enable all the aboe-mentioned parties to carry out: the planning and preparation the determination of extent and location, and the analysis, of the thickness measurements in cooperation. 2 Objecties of thickness measurements 2.1 General The corrosion and wear tolerances stipulate limits of wastage which are to be taken into account for reinforcements, repairs or renewals of hull structure. They are classified and determined by the Society, depending on the local conditions of the structural elements into: criteria on global and buckling strength criteria on local strength and pitting. Each measured structural item is to be checked against these criteria, as far as applicable. When the criteria are not met, reinforcements, repairs and renewals are to be carried out as appropriate The thickness of structural elements is checked by measurements, in order to assess whether or not the alues stipulated in the Rules are kept, taking into account the admissible corrosion tolerances. Unless seere corrosion has occurred owing to particular serice conditions, thickness measurements will not be required until class renewal II Thickness measurements are to be carried out in accordance with recognized methods and by authorized personnel or companies. Note 1: Rule Note NR 533 Approal of Serice Suppliers gies details about the authorisation Rust and contamination are to be remoed from the components to be examined. The Sureyor is entitled to require check measurements or more detailed measurements to be performed in his presence. The thickness measurements are to be witnessed by the Sureyor on board to the extent necessary to control the process The scope of thickness measurement as well as the reporting shall be fixed in a surey planning meeting between the Sureyor, representaties of the essel's Owners and the approed thickness measurement operator/firm well in adance of measurements and prior to commencing the surey. 14 NR 597, Ch 1, Sec 2 SECTION 2 PROCEDURE FOR THICKNESS MEASUREMENTS 1 Terminology related to hull surey 1.1 Ballast tank A ballast tank is a tank that is being primarily used for water ballast. A tank which is used for both cargo and water ballast will be treated as a ballast tank when substantial corrosion has been found in such tank, see [1.8]. 1.2 Spaces Spaces are separate compartments such as holds and tanks. 1.3 Oerall surey An oerall surey is a surey intended to report on the oerall condition of the hull structure and determine the extent of additional close-up sureys. 1.4 Close-up surey A close-up surey is a surey where the details of structural components are within the close isual inspection range of the Sureyor, i.e. normally within reach of hand. 1.5 Transerse section A transerse section includes all longitudinal members contributing to longitudinal hull girder strength, such as plating, longitudinals and girders at the deck, side shell, bottom, inner bottom, longitudinal bulkheads, and plating in side tanks, as well as releant longitudinals, as applicable for the different essels. For a transersely framed essel, a transerse section includes adjacent frames and their end connections in way of transerse sections. 1.6 Representatie tanks or spaces Representatie tanks or spaces are those which are expected to reflect the condition of other tanks or spaces of similar type and serice and with similar corrosion protection systems. When selecting representatie tanks or spaces, account should be taken of the serice and repair history on board and identifiable suspect areas. 1.7 Critical structural area Critical structural areas are locations which hae been identified from calculations to require monitoring or from the serice history of the subject essel or from similar essels or sister essels, if applicable, to be sensitie to cracking, buckling or corrosion which could impair the structural integrity of the essel. 1.8 Substantial corrosion Substantial corrosion is an extent of corrosion such that assessment of the corrosion pattern indicates wastage in excess of 75% of allowable margins, but within acceptable limits. 1.9 Coating condition Coating condition is defined as follows: good: condition with only minor spot rusting fair: condition with local breakdown at edges of stiffeners and weld connections and/or light rusting oer % or more of areas under consideration, but less than as defined for poor condition poor: condition with general breakdown of coating oer % or more of areas or hard scale at 10% or more of areas under consideration A guidance to ealuation of coating condition is gien in Ch 4, App Suspect areas Suspect areas are locations showing substantial corrosion and/or considered by the Sureyor to be prone to rapid wastage Cargo area for essels carrying liquid cargo in bulk The cargo area is that part of the essel which contains cargo tanks, slop tanks and cargo/ballast pump rooms, cofferdams, ballast tanks and oid spaces adjacent to cargo tanks and also deck areas throughout the entire length and breadth of the part of the essel oer the aboe-mentioned spaces. 12 Bureau Veritas September 12

15 NR 597, Ch 1, Sec Cargo area for dry cargo essels The cargo area is that part of the essel which includes all cargo holds and adjacent areas including fuel tanks, cofferdams, ballast tanks and oid spaces Class renewal number Class renewals for hull are numbered in the sequence I, II, III, etc., depending upon the age of the essel, in years, at time of class renewal surey: I : Age 5 II : 5 < Age 10 III : 10 < Age 15 IV : 15 < Age 1.14 Transerse bulkhead Adjacent structural members Adjacent structural members means plating and stiffeners of deck, bottom, double bottom, sides and longitudinal bulkheads in the icinity of the transerse bulkhead Complete transerse bulkhead Complete transerse bulkhead means the whole bulkhead including stringers and stiffeners and adjacent structural members as defined in [1.14.1] Transerse bulkhead lower part Transerse bulkhead lower part means lower part of bulkhead up to 1/4 of essel s depth or 1 metres aboe the lower stringer, whicheer is the greater (stringers, stiffeners and adjacent structural members included). 2 External serice suppliers 2.1 General Personnel or firms engaged in serices affecting classification and statutory work are subject to approal by the Society. The inspection, measuring and test equipment used in workshops, Building Yards and on board essels, which may form the basis for Sureyor's decisions affecting classification or statutory work, shall be appropriate for the serices to be performed. The firms shall indiidually identify and calibrate each unit of such equipment to a recognized national or international standard. 3 General requirements for thickness measurements 3.1 General When required as per the scope of sureys, thickness measurements are normally to be carried out under the responsibility of the Owner, and in the presence of the Sureyor, by a serice supplier independent from the Owner For all essels, the following applies: thickness measurements required in the context of sureys of hull structure are to be witnessed by a Sureyor. This requires the Sureyor to be on board while the gaugings are taken, enabling him at any time to interene and to control the process. prior to commencement of the surey, a meeting is to be held between the attending sureyor(s), the Owner representatie(s) in attendance and the thickness measurement firm s representatie(s) so as to ensure the safe and efficient execution of the sureys and thickness measurements to be carried out on board Thickness measurements of structures in areas where close-up sureys are required, are to be carried out simultaneously with close-up sureys Thickness measurement is normally to be carried out by means of ultrasonic test equipment. The accuracy of the equipment is to be proen to the Sureyor as required. The thickness measurements are to be carried out by a company authorised by the Society. The Society reseres the right to limit the scope of authorisation of the Company. Note 1: Rule Note NR 533 Approal of Serice Suppliers gies details about the authorisation For acceptance criteria stipulating limits of wastage to be taken into account for reinforcements, repairs or renewal of structure, see Chapter Main hull structural elements As applicable, in class renewal II and all subsequent ones, the plate thickness of the main and essential longitudinal and transerse structural hull elements are to be checked by thickness measurements. The number of measurements depends on the essel's maintenance condition and is left to the Sureyor's discretion. The minimum requirements for thickness measurements on the occasion of class renewal sureys are stated in Ch 2, Sec 2, depending on the essel's class renewal surey number. The number and locations of measurements are defined in Ch 2, Sec Reduction of thickness measurement scope The extent of thickness measurements may be reduced, in comparison with those stated in Ch 2, Sec 2, proided during the close-up examination the Sureyor satisfies himself that there is no structural diminution and the protectie coating, where applied, continues to be effectie. When the structure is coated and the coating is found to be in good condition, as defined in [1.9], the Sureyor may, at his discretion, accept a reduced program of thickness measurements in the corresponding areas. Other effectie protectie arrangements may also be considered. The requirements for close-up surey are stated in: [4.2], for tank essels [4.3], for cargo essels [4.4], for other essels. 16 NR 597, Ch 1, Sec Extension of thickness measurement scope The Sureyor may extend the scope of the thickness measurement as deemed necessary. This applies especially to areas with substantial corrosion. When thickness measurements indicate substantial corrosion, as defined in [1.8], the number of thickness measurements is to be increased to determine the extent of substantial corrosion. 3.5 Transerse sections Transerse sections shall be chosen where largest corrosion rates are suspected to occur or are reealed by deck plating measurements. 3.6 Ballast tanks If applicable, in the case of major corrosion damages, the structural elements of ballast tanks are to be checked by thickness measurements. 3.7 Substantial corrosion and suspect areas Where special reasons exist, the Sureyor may demand thickness measurements to be carried out already on the occasion of class renewal I, also outside the area of 0,5 amidships. The same applies in the case of conersion or repair of a essel. 4 Oerall and close-up sureys at class renewal sureys 4.1 General Oerall surey Each class renewal surey is to include an oerall surey of cargo tanks, cargo holds and all spaces. The extent of thickness measurements are gien in Ch 2, Sec 2. For number and locations of measurements, see Ch 2, Sec Close-up surey The minimum requirements for close-up sureys are gien in [4.2] to [4.4] The Sureyor may extend the close-up surey as deemed necessary taking into account the maintenance of the spaces under surey, the condition of the corrosion preention system and where spaces hae structural arrangements or details which hae suffered defects in similar spaces or on similar essels according to aailable information For areas in spaces where hard protectie coatings are found to be in a good condition, the extent of close-up sureys may be specially considered. 4.2 Close-up surey for tank essels The minimum requirements for close-up sureys are gien in Tab 1 for single hull tankers and in Tab 2 for double hull tankers. 4.3 Close-up surey for cargo essels The minimum requirements for close-up sureys are gien in Tab 3 for single hull cargo essels and in Tab 4 for double hull cargo essels. 4.4 Close-up surey for other essels For other essels, close-up surey is to include structural elements in relation with the type and serice notation. The requirements deeloped in [4.2] and [4.3] may be used taking account of the essel s specific particulars and the equialence or similarity of structural elements. 21 NR 597, Ch 2, Sec 1 SECTION 1 GENERA 1 Scope of thickness measurements 1.1 General The thickness measurements required by the Rules consist of: systematic thickness measurements, i.e. measurements of different parts of the structure, in order to assess the oerall and local strength of the essel measurements of suspect areas as defined in Ch 1, Sec 2, [1.10] additional measurements on areas determined as affected by substantial corrosion as defined in Ch 1, Sec 2, [1.8]. 22 NR 597, Ch 2, Sec 2 SECTION 2 EXTENT OF THICKNESS MEASUREMENTS 1 General Thickness measurements are to be carried out according to the procedure detailed in Ch 1, Sec 2, [3]. The extent of thickness measurements is detailed in [2.1] to [2.3], according to the essel s type and age. The Sureyor may extend the thickness measurements as deemed necessary. When thickness measurements indicate substantial corrosion, the extent of thickness measurements is to be increased to determine areas of substantial corrosion in accordance with the requirements of Tab 1. These extended thickness measurements are to be carried out before the surey is credited as completed. Thickness measurements locations are to be selected to proide the best representatie sampling of areas likely to be most exposed to corrosion, considering cargo and ballast history and arrangement and condition of protectie coatings. Thickness measurements of internals may be specially considered by the Sureyor if the hard protectie coating is in good condition When pitting is found on bottom plating and its intensity is % or more, thickness measurements are to be extended in order to determine the actual plate thickness out of the pits and the depth of the pits. Where the wastage is in the substantial corrosion range or the aerage depth of pitting is 1/3 or more of the actual plate thickness, the pitted plate is to be considered as a substantially corroded area. 2 Extent of Thickness measurements 2.1 Tank essels The extent of thickness measurements at class renewal surey is gien in Tab 2 to Tab 4, depending on the essel age at time of class renewal surey. For number and locations of thickness measurements, see Sec 3, [2]. 2.2 Cargo essels The extent of thickness measurements at class renewal surey is gien in Tab 5 to Tab 7, depending on the essel age at time of class renewal surey. For number and locations of thickness measurements, see Sec 3, [3]. Thus the number of points can be estimated. 1.2 ocations of points Figures are also gien to facilitate the explanations and/or interpretations concerning locations of thickness measurements. These figures show typical arrangements of tankers and cargo essels. Due to the arious designs of the other essel types, figures are not gien to coer all the different cases.
