1 NATIONAL Illicit Drug Prices Product No L September 2006 JUNE 2006 The NDIC Intelligence Bulletin National Illicit Drug Prices June 2006 is a compilation of prices obtained by the National Drug Intelligence Center (NDIC) for the six most commonly available and abused illicit drugs in the United States. The pricing data collected were the most currently available prices from each source as of midyear The tables in this report contain prices for powder cocaine, crack cocaine, heroin, marijuana, methamphetamine, and MDMA (3,4-methylenedioxymethamphetamine, also known as ecstasy) for 129 cities in the United States and the Commonwealth of Puerto Rico. The cities listed in this report comprise major drug markets and metropolitan areas, are situated along major transportation corridors, serve as regional economic centers, or possess high populations relative to their surrounding geographic areas. National Illicit Drug Prices June 2006 allows policymakers, law enforcement officials, and individuals concerned about the drug threat to examine one factor drug prices relative to the market dynamics that govern the illegal drug trade. However, individuals must be cautious in describing trends based on the figures in this report because the data were collected from a sample of cities that were not selected randomly, and this sample was not designed to provide statistical comparisons between cities or to previously reported drug prices for a given city. Further, determinations of availability cannot be based solely on drug pricing data. While drug prices and availability tend to correlate with one another, drug prices depend on many variables, only one of which is availability. Drug prices are a useful indicator in the analysis of drug-related trends when the complexity of the overall situation is acknowledged. Drug distribution varies at each level wholesale, midlevel, and retail. Wholesale-level quantities usually are high purity or high potency and are obtained from source areas or major drug market areas. Variations in price at the wholesale level and midlevel often are related to the relationships between buyers and sellers, the negotiating skills of both parties, the quantity of drugs involved in the transactions, and the number of criminal organizations distributing drugs in an area. A significant increase in wholesale-level or midlevel price can indicate decreased availability resulting from law enforcement operations, large seizures, an influx of competing drug trafficking organizations (DTOs), or difficulty in transporting the drug. Significant price changes are most likely to occur at the wholesale level and midlevel. Rather than raise prices to compensate for decreased drug availability, most retail distributors add diluents (also known as cutting agents) to increase the quantity available and thus are able to meet demand. However, a few retail distributors in areas where demand has increased may temporarily increase the price of a drug until availability can satisfy demand. Likewise, retail distributors typically do not lower drug prices during periods of increased availability. National Illicit Drug Prices June 2006 no longer uses NA ( not available ). Past pricing reports used NA when drug prices were not
2 National Illicit Drug Prices June 2006 reported by the law enforcement source or when drugs were reported as not available in a location at the time of data collection. However, some agencies report that they do not conduct a sufficient number of undercover purchases of certain drugs to accurately report a particular drug s price at a certain level. In addition, some agencies report that local abusers purchase certain drugs elsewhere and transport them to the reporting location. In both cases the drugs may be available in the city listed. NDIC s Field Program Specialists (FPSs) collected the drug prices in this report in midyear 2006 from the sources listed in Table 7. The FPSs regularly conduct interviews with federal, state, and local law enforcement officials and summarize anecdotal reporting in Intelligence Information Reports (IIRs), which often detail trends related to availability and short-term disruptions in drug prices for a region. These reports are available on the following web sites: ADNET: LEO: home.leo.gov/lesig/ndic RISS: ndic.riss.net Limitations of Drug Price Data Illicit drug prices typically are derived from undercover purchases; however, some of the reported prices are derived from information provided by informants, some of whom have criminal histories and may not provide completely accurate information. The units of weight listed in this report may not be exact. For example, an ounce may not actually contain 28 grams, but may contain 20 grams, 31 grams, or any other quantity. In some areas the term 31 is used to refer to 31 grams, but even a 31 may not contain 31 grams. The undercover purchases from which the data are derived most likely constitute a small percentage of the total transactions that occur in a city. Many factors that influence price are transient and often reverse themselves. Reporting and Analysis of Price Changes and Fluctuations Law enforcement agencies in 110 of the 129 cities solicited reports no significant changes in drug prices between year-end 2005 and midyear Of the six major illicit drug types included in this report, only methamphetamine reflected any changes in price that may relate to availability. The price for a pound of Mexican methamphetamine increased in Los Angeles and San Francisco, California; and Salt Lake, Utah. These increases are most likely the result of several law enforcement operations and seizures targeting methamphetamine trafficking along the U.S. Mexico border. These price increases are detailed as follows: The Los Angeles (CA) Police Department reports that ice methamphetamine prices increased from $6,500 to $7,000 per pound in December 2005 to $8,000 to $11,000 per pound in June The price increase is most likely the result of decreased availability following law enforcement seizures of methamphetamine laboratories in Mexico and an increase in security along the U.S. Mexico border, which may have made it more difficult to smuggle the drug into the United States. The San Francisco (CA) Police Department reports that decreased Mexico-produced ice methamphetamine availability resulted in an increased price for a pound of the drug. The price increased from $7,000 to $8,000 per pound in December 2005 to $12,000 to $16,000 per pound in June The reported increase was most likely related to the recent seizures of methamphetamine laboratories in Mexico. The Salt Lake (UT) Police Department reports that the price for a pound of Mexicoproduced ice methamphetamine increased from $7,000 to $12,000 per pound in December 2005 to $9,000 to $14,000 per pound in June 2006, primarily as a result of increased demand. According to the police department, 90 percent of the ice currently abused in Salt Lake is produced in Mexico and transported to the area through Arizona or California. 2
3 National Drug Intelligence Center Methamphetamine availability in the Southwest, West Central, and Great Lakes Regions seems to have been largely unaffected by recent law enforcement operations and seizures. Most law enforcement agencies in those locations reported no significant price changes, although several agencies did report increased availability and decreased or stable prices. As previously discussed, factors unrelated to availability may account for changes in prices, and these factors may counter the price increases/decreases resulting from decreased/ increased availability. The Tulsa and Oklahoma (OK) Police Departments report that increased ice methamphetamine availability has resulted in the drug s replacing crack cocaine among some distributors and abusers. Mexican drug traffickers are most likely transporting increased quantities of the drug to the area, accounting for the increased availability. The Fort Wayne, Indianapolis, and Merrillville (IN) Police Departments report that increased availability of ice methamphetamine quite likely resulted from an increased presence of Mexican drug traffickers; however, the price for pound, ounce, and gram quantities of ice methamphetamine remained relatively stable during the last collection period. The Cheyenne (WY) Police Department reports that the availability of Mexicoproduced ice methamphetamine increased, but prices remained stable at $10,000 to $11,000 per pound. 3
