3 1 INTRODUCTION UBR Backhaul allows Service Providers to deliver a national broadband service with Unbundled Bitstream Service (UBS) or Basic UBA. It provides a backhaul service to deliver traffic. 1.1 Relationship to other documents This document outlines the operational functioning of the Telecom UBR Backhaul service. Commercial terms and conditions are recorded in the Wholesale Services Agreement between the Service Provider and Telecom. This document does not constitute an offer by Telecom to provide UBR Backhaul. 1.2 Intellectual Property Telecom owns all copyright and all other intellectual property rights in this document. 1.3 The Key Benefits The benefits of UBR Backhaul for the Service Provider are: Service Providers can deploy network assets wherever it makes commercial/engineering sense. Service Providers are free to choose as few, or as many, Links as they require. Service Providers can build up a Local/Regional/National presence to meet their business requirements. 4 2 PRODUCT DESCRIPTION 2.1 Introduction Telecom s Unspecified Bit Rate Backhaul (UBR Backhaul) service allows the Service Provider to transit traffic from any Unbundled Bitstream Service (UBS) or Basic UBA Parent Point to a Point in a Coverage Area where the Service Provider has a Link. The UBR Backhaul service provides transmission capacity from the trunk side of the Parent Point to the Service Provider s chosen Link. The End Users traffic from numerous DSLAMs in a Coverage Area is carried to the Point over Local Aggregation Paths dimensioned to support the throughput rate for UBS or Basic UBA. The Service Provider may interface to each of the Points directly. Alternatively, the Service Provider may choose to purchase Telecom s UBR Backhaul service for the delivery of traffic aggregated to another Coverage Area where the Service Provider has a Link. The Telecom access network is currently divided into 34 Coverage Areas. These Coverage Areas, when combined, provide national coverage of the Telecom DSL network. Telecom may change the location of Points and related Coverage Areas in the future. Telecom Wholesale Page 1
5 Backhaul is dimensioned at 32 kbps per End User with an Unspecified Bit Rate (UBR) class of traffic. 2.3 Geographic Availability The UBR Backhaul service is available if required by a Service Provider for all Coverage Areas back to any one of the Service Provider s nominated Points. 2.4 Setting up UBR Backhaul Service Providers can combine a number of Links with UBR Backhaul to achieve national service coverage. For each Coverage Area, Service Providers specify the Coverage Area where they have established a Link at the Point where traffic is to be handed over. Each Coverage Area has a Point for ATM (STM1 or STM4) and Ethernet. In some cases the ATM and Ethernet Points are at different exchange locations. For Ethernet, traffic from multiple Coverage Areas can be handed over on the same Link as separate VLANs. Telecom Wholesale Page 2
6 3 ORDERING 3.1 Prerequisites Prior to providing their first UBS or Basic UBA service request the Service Provider must advise Telecom of the Coverage Areas in which its End Users are located and indicate the desired UBR Backhaul mapping between each Parent Point serving the Service Provider s End Users and each of the Service Provider s Links. 3.2 UBR Backhaul requests A Service Provider will forward an order to Wholesale Provisioning using Online Order and Tracking (OO&T). 7 4 FAULTS UBR Backhaul faults must be reported to Telecom via Online Fault Management (OFM). Telecom will diagnose and repair any faults on the Telecom Network. The Service Provider is responsible for diagnosis and repair of any fault on the End User s premises and within its own Network. Fault pre-diagnosis must be conducted by the Service Provider to establish that the fault is not within its responsibility prior to reporting the fault to Telecom. Telecom Wholesale Page 4
8 5 PRICING The following list details the UBR Backhaul price components: Backhaul Monthly Rental UBR Backhaul Re-mapping Charge. 5.1 Monthly Rental Charging of UBR Backhaul is on a per End User basis, and is based on the distance step between the Parent Coverage Area for that End User and the nominated Link (see Appendix IV for details): Backhaul S Rental (backhaul distance step S ) Backhaul A Rental (backhaul distance step A ) Backhaul B Rental (backhaul distance step B ) Backhaul C Rental (backhaul distance step C ) Backhaul D Rental (backhaul distance step D ) UBR Backhaul charges are to be paid monthly in advance, per month or part thereof. Telecom will make a count of the End Users allocated to each Service Provider in each Coverage Area and this data will be used to bill the UBR Backhaul to the Service Provider. 5.2 Re-mapping Where a Service Provider requests changes to the mapping of the UBR Backhaul from any Coverage Area (including the addition of a new Link), charges will apply for remapping design and a per End User access re-mapping fee. 5.3 Billing UBR Backhaul will be billed as a Wholesale service as per existing services currently offered to Service Providers by Telecom Wholesale. Where the provision for electronic billing exists for a Service Provider, the billing details for UBR Backhaul will be presented on the Service Provider s electronic bill. Telecom Wholesale Page 5

ADSL ATM Basic UBA Bitstream BRAS Business Voice Access Service CPE Coverage Area DSL DSLAM ETP FTP Connection Coverage Area Fibre Link Asymmetric Digital Subscriber Line. Asynchronous Transfer Mode. Telecom's Basic Unbundled Bitstream Access service. Transmission of character stream (i.e. a Data Stream, not a transmission protocol). Broadband Remote Access Server. A retailed or resold business access (POTS) line or standard Centrex line. Business Voice Access Service does not include ISDN or ISDN Centrex. Customer Premises Equipment. The geographic area serviced by a given Point and will contain numerous DSLAMs. Also called an URSA. Rate adaptive Asynchronous Digital Subscriber Line. In relation to UBS, DSL does not include other forms of digital subscriber lines such as SHDSL. Digital Subscriber Line Access Multiplexer. External Termination Point. File Transfer Protocol. Part of the Link from the Point to the OFDF in the USAP exchange. A Coverage Area in which handover takes place, via a Link. Part of the Link from the OFDF in the USAP exchange to the Service Provider s OFDF. A connection between the Point and the Service Provider s Point of Presence used for the purpose of handing over UBS or Basic UBA traffic. Point IP ISP ITU Kbps L2TP LAC Latency Layer 2 LCP This is a point within a Coverage Area where all traffic within that Coverage Area is aggregated for handover to a Service Provider or backhaul. Also called a USAP. Internet Protocol. Internet Service Provider. International Telecommunications Union. Kilobits per second. Layer 2 Tunnelling Protocol (RFC2661). L2TP Access Concentrator a function provided by the BRAS. A term variously used to define the time delay for data to pass through a network. The data layer of the OSI model. Link Control Protocol (see PPP). LLC Logic Link Control (IEEE 802.2). LNS MAC Mbps Metro MRU MTU NNI PAP Parent Coverage Area Parent Point L2TP Network Server. Moves, Adds, or Changes. Megabits per second. Within a designated Metropolitan area. Maximum Receive Unit. Maximum Transmit Unit. Network to Network Interface. Password Authentication Protocol. A Coverage Area in which a Service Provider does not have a Link, and from which traffic is delivered, via backhaul, to a Coverage Area in which a Service Provider has a Link. Unbundled Service Aggregation Point. Also called a Point. Virtual Private Network. The use of a public (i.e. PSTN or Internet) network infrastructure to create Private connections. Virtual Local Area Network (802.1q) Residential Voice Access Service or Business Voice Access Service. SDH Service Provider Synchronous Digital Hierarchy. A Telecom Wholesale customer with a Wholesale Services Agreement. Wholesale Broadband Solutions WSA A Layer 3 DSL-based Internetgrade service plan wholesaled by Telecom. Wholesale Services agreement. SNAP STM SubNetwork Access Protocol (RFC1042). Synchronous Transfer Method. Xtra Broadband A Layer 3 DSL-based Internetgrade service plan retailed by Telecom. UBR Unspecified Bit Rate. 11 APPENDIX I SERVICE LEVELS I.1 Performance Targets Backhaul is dimensioned at 32 kbps per End User with an Unspecified Bit Rate (UBR) class of traffic. I.2 Service Delivery Performance Targets Please refer to your Service Level Agreement with Telecom for service targets for Agreed service hours, Call reception, Monitoring hours, Remote service restoration, on-site service restoration, billing enquiry resolution and planned outage notification. I.3 Provisioning/Change Targets Please refer to your Service Level Agreement with Telecom for service targets for Provisioning/change acceptance, Provisioning change completion. 13 APPENDIX III COVERAGE AREA TO HANDOVER LINK MAPPING The Service Provider will need to nominate the desired mapping of Coverage Areas to Links. This is done by mapping each Parent Coverage Area to a Coverage Area and specifying the type of Link and its IP Address. The Service Provider will need to populate a mapping table and submit it to Telecom with their request for Link set up to enable Telecom to set up (or modify in the case of installation of further Links) these backhaul steps for the Service Provider in its provisioning systems. For each Coverage Area the Service Provider must specify the Point and the type of Link (STM1, STM4 or GigE). Service Providers should also advise the IP Address of the termination point in their network for each of the Links at which traffic will be aggregated.
