1 Capability Statement Dredging & Hauling Division Leno Dredging & Hauling, Inc. (LDH), headquartered in Miami-Dade County, Florida, was established in 1997 as a cargo transportation company with one truck. After six years of growth, we diversified operations by focusing our attention on launching two new divisions to capitalize on our experience in the business of logistics. Today, LDH is a Dredging, Heavy Hauling and Cargo Transport company performing projects and services through-out the state of Florida that benefits our customers and empowers them to achieve their goals and time lines. We are the preeminent choice with an organizational structure in place to handle projects at a competitive price. Certified Vendor LDH is a Certified Vendor of US Army Corp of Engineers, Level 1 Construction Small Business Enterprise (CSBE), Small Business Enterprise (SBE), SBA 8(a), Hub Zone, South Florida Water Management District and Miami Dade County Department of Environmental Resources Management (DERM). Management Team The mission is to build high integrity business relationships and a well established strategic alliance within the industry, maintain an arsenal of equipment and personnel to remain a competitive force, and continue to diversify to whatever the market has to offer. Our management team has the leadership, experience and outstanding credentials to provide clients with an innovative approach to project planning, and overcome the challenges of completing a project. President: James A. Leno founded the company in 1997 having seven years of operations, transportation and fleet management experience. As president, James oversees the coordinated functions for all divisions of LDH, and his day-to-day activities include but not limited to, negotiating contracts, plan for all transportation and mobilization activities, and approve all personnel assignments. Vice-President: Calvin D. Leno came on board in 2001 to utilize his transportation, negotiation and route salesman experience for the expansion of LDH. Calvin s responsibilities are interchangeable with James, but concentrates more on delegating work assignments to promote efficiency of operations for "on schedule" and on budget completion of projects, Calvin oversees day-to-day operating procedures to monitor compliance and quality assurance standards to achieve company objectives. Professional Crew We have on board certified and qualified managers that plan, administrate and direct operations; and uphold accident & loss prevention procedures for workers comp, OSHA, harbor and environmental matters. LDH has the capability of completing all work in-house and the experience with working in sensitive environments. Thus, we can more efficiently define the scope of work to be performed and its completion within a timeline and budget. It demonstrates our ability to navigate custom dredging and heaving hauling projects according to pumping and dumping designs while maintaining a clean, safe site. Our professionally trained crews are fully equipped to utilize water barges, cubic yard containers, FLX Gas Excavator, tug boats, sectional barges, long reach excavator, skiff, chain saws, water truck, front end loader, and air burners. 2 Dredging Operations We are prepared to perform several forms of dredging projects, such as; Canal, Waterway & Pond Dredging Excavation & Land Clearing Canal Bank Restoration Levee and Marine Construction Tree Cutting & Marsh Creation Beach Nourishment Debris Removal. LDH is insured and has bonding levels of $5,000,000 per contract with an Aggregate level of $10,000,000. Our company operates under the following NAICS Classification Codes. We are currently the only contractors for the Miami Dade dredging program that has the capability and experience of completing all work inhouse. US Army Corp of Engineers: # W912EP-12-C-0011 Commenced Departmentalization & Sheetflow Enhancement of Conservation Area Project on June 2012 and is scheduled for completion April 2013 at a value of $1,726,678 as Prime contractor. Scope of Work consists of installing a new water conveyance structure on a levee tp convey water from water container access to another water container access with a combined minimum flow of 750 cubic feet per second. In addition, a 3,000 foot gap will be created in the L-67C levee downstream of the S-152 structure. Material from the L-67C gap will be used to construct backfill treatments in the L-C67C Canal, and 1,000 feet of canal will be backfilled to grade. An additional feature for the contract includes a walkway for one of the structures. US Army Corp of Engineers: W912EP-09-C-0060 Tamiami Trail Project Commenced December 2011 SR 90 Tamiami Trail Project for Kiewitt Infrastructure Group and completed March 2012 at a value of $150,000 as Sub-contractor. Scope of Work consisted of clearing and Grubbing 6 acres located on the Northwest corridor. Miami Dade County Project # DRM-PLG-123 Old Canal Sound Road Canal Project Commenced Old Card Sound Road Canal Project on December 2011 and completed February 2012 at a value of $153,300 as Sub-contractor. Scope of Work consisted of excavating 15,000 Page 2

3 cubic yards of sediments, and installation of Earthen Plug, rip-rap placement and grading of Old Card Sound Road Canal. City of Miami: Bouygues Civil Works Florida, Inc. Subcontractor: Project # bcwf/so/0190 Commenced Port of Miami Tunnel Project on November 2011 and completed September 2012 at a value of $400,000 as Sub-contractor. Scope of Work consisted of Dump Trucking services of boring sediments from Dodge Island to Watson Island. City of Miami: Project # Suffolk Construction Miami Marlin Stadium Commenced Marlins Stadium Project on May 2011 and completed June 2012 at a value of $516,400 as Sub-contractor. Scope of Work consisted of excavating and backfill structural soil in the Stadium Parking garages 1 through 4. US Army Corp of Engineers: W912EP-11-C-0004 Krome Shooting Range Commenced November 2010 and completed December 2010 contract valued at $166,463 as Prime contractor. Performed shooting range repairs at Krome Shooting Range located at Department of Homeland Security, Immigration/Customs Enforcement; Krome Service Processing Center. Performed repairs to the Krome facility firing range backstop; which is a wooden cribbing structure functioning as a back stop for errant bullets. Also built 2-way passage access road to meet specs. Dragados USA: I-595 Corridor Segment C BLD Job No. 017 Commenced June 1, 2010 and completed contract at a value of $625,755 as Sub-contractor. Scope of Work consisted of dredging 70,000 cubic yards of sediment from canal using hydraulic method. A 30 X 60 Poseidon Barge was launched at determined location by the use of a 100 ton crane. US Army Corp of Engineers: W912EP-09-T-0065 Herbert Hoover Dike Grass Reclamation East of Canal C-3 Commenced September 2009 and completed October 2010 at a value of $1,629,174 as Prime contractor. Scope of Work consisted of providing equipment and materials to clean out toe ditches and haul off debris from Herbert Hoover Dike. This was a service contract for cleaning out the ditches, fertilizing the levee and planting grass seed and top soil in the bare areas to promote growth of approximately 90.6 acres of lakeside slope and berm. Miami-Dade County: # FEC Borrow Ditch Canal Commenced July 2009 and completed contract at a value of $580,000 as Sub-contractor. Scope of Work included furnishing all supervision, labor, materials, equipment and tools to perform the necessary 50,000 cubic yards of sediments removal of the FEC Borrow Ditch Canal along the canal s right-of-way or maintenance easements in order to improve canal conveyance and the hydraulic interaction of the Canal with the ground water table. US Army Corp of Engineers: W912EP-09-R-0033 Ocklawaha and Withhacoochee Commenced June 2009 and completed Stimulus Projects on Ocklawaha and Withacoochee Rivers contract valued at $1,000,000 as Prime contractor. These were American Recovery and Reinvestment Act (ARRA) Snagging and clearing projects, which removed more than 800 downed trees or vegetive debris that prevents or inhibits navigation within the Ocklawaha and Withacoochee river s federally maintained channels. Job entailed location of submerged or overhanging trees which were hazards to navigation. US Army Corp of Engineers: # W912EP-07-C-0051 Indian Prairie Canal IP-2 and IP-3 Repairs Commenced October 2007 and completed contract valued at $168,969 as Prime contractor. Scope of Work consisted of repairs to the undermined headwalls at IP-2 and OP-3 culverts located at Structure 72 on the Indian Prairie Canal, Glades County, Florida. The work included placing underwater concrete at the undermined headwalls at IP-2 and IP-3 and extend underwater placement from headwall towards the Indian Prairie Canal for 20 feet. Page 3

4 US Army Corps of Engineers: W912EP-07-C-0017 & W912EP-07-C Square Miles Project Commenced Everglades National Park, Debris Removal Project August 2007 and completed April It was an Environmentally Sensitive Debris Removal project involving an 8.5 Square Mile area at Everglades National Park, Miami-Dade County, Florida. LDH completed tasks on time to receive several modifications for additional work valued at $7,174,676. As a Prime contractor, LDH scope of work included the structure demolition and removal; including septic tank closure and well abandonment, and returning the land cleared and free of all debris or environmental contamination. US Army Corp of Engineers: W912EP-06-C Commenced October 2006 and completed Emergency Debris Removal of approximately 2.8 million cubic yards of debris that was removed from the Herbert Hoover Dike and the part of the Okeechobee Waterway that crosses Lake Okeechobee near Belle Glade. Contract valued at $5,118,337. US Army Corp of Engineers:W912EP-05-C Commenced December 2005 and completed Emergency Debris Removal of approximately 3.2 million cubic yards. Debris was removed from the Herbert Hoover Dike and the part of the Okeechobee Waterway that crosses Lake Okeechobee near Belle Glade. The debris was created by Hurricane Wilma, which struck on Oct. 24, 2005.The storm had also toppled standing dead Melaleuca trees on tree islands along the Okeechobee Waterway and blew some into the waterway itself. $4,119,125 Miami-Dade County Restoration Program : Commence March 2005 and completed as Prime contractor on the southwest 132nd Avenue canal Secondary Dredging project number (CFO02800) and program Cert1 and Cert2 valued at $1,500,000 Atlantic Civil, Inc. Commence Heavy Hauling and Land Clearing Project March 2005: As a CSBE Level 2 certified vendor, a heavy hauling and land clearing sub-contractor contract. The project consists of furnishing materials and all equipment necessary to haul and legally dispose of the calcium carbonate residuals produced at the Alexander Orr Jr. Water Treatment Plant, and deposited in a lagoon. The work includes but is not limited to the following. Clearing, excavating, loading into trucks with water tight bodies and covers, and hauling away. Contract valued at $375,000 Haywood Baker Construction: Commenced Heavy Hauling and Land Clearing Project August 2004: As a SBA 8(a) certified vendor, a heavy hauling and land clearing sub-contractor contract for Haywood Baker Construction. This project is for Cutoff / Demonstration Section Wall at Herbert Hoover Dike, Lake Okeechobee, Florida. The work includes the installation of a work platform for the demonstration section, lay down area or recycle concrete for platform. Contract valued at $375,000 Miami Dade County Secondary Dressels Dairy Canal and Bird Road Extension: Commenced April 2004 and completed approximately 20,000 linear feet of dredging under subcontractor agreements for Subaqueous Services, Inc. All work was completed ahead of schedule and within the budget. Contract valued at 165,000. River Forest Yachting Center: Commenced March 2004 Dredging and Bank Stabilization: As a CSBE Level 2 certified vendor, a dredging and bank stabilization prime contractor contract at a valued of $205,000 The project consists of hauling materials on site onto office pads, dredging approximately 20,000 cubic yards and 800 tons of embankment restoration of canal at River Forest Yachting Center in Ortona, Florida, to build waterway for boat marina.
