2 REQUEST FOR PROPOSAL 508 TERRY STREET LONGMONT, CO The Boulder County Administrative Services Department is seeking proposals for the removal and re-location of one (1) House, as is, where is, with no guarantee or warranty expressed or implied, located at 508 Terry Street, Longmont, CO. A description of the house is listed within this document. Request for Proposals Proposals will be accepted for the structure to be moved off site and restored on the awarded company or individual s own site/ lot. The county is willing to entertain proposals in which it would contribute towards a portion of the structural move expense and/or contribution towards permitting / coordination with city utilities. All proposals from qualified bidders will be considered. Qualified bidders may be, but not limited to: General Contractors, Structural Moving companies, Developers willing to subcontract a structural mover and/or individual property owners. The house must be moved and the site left free of debris on or before June 30, The county will coordinate any utility disconnects, demolish the foundation and re-grade. The County also will be responsible to back fill and re-grade as necessary to meet City of Longmont requirements. All relocation costs, permits, relocation site costs, insurance requirements and restoration costs for the house are the responsibility of the successful bidder unless stipulated otherwise in your proposal. Upon removal, the awarded bidder will receive full ownership of the structure as is, where is, with no guarantee or warranty implied. All proposals will be considered, however, preference will be given to proposals that can specifically demonstrate the ability to successfully remove, relocate and restore this house in the time frame proposed. In the event that no acceptable proposals are received, the structure will be scheduled for deconstruction by the county. Proposals for structural moving shall be submitted as firm bids to include the structure to be moved off site and placed firmly and permanently on a designated site within 7 days from the move date. The County will not accept responsibility if the cost of moving the structure exceeds the estimate developed by the bidder. All costs associated with moving the structure in the ROW are the bidder s responsibility. This includes, but is not limited to: ROW permits, tree limb removal in ROW, utility disconnection costs and traffic light coordination.

3 Description of House (photos below are of West and South Elevations) The house at 508 Terry Street is a two story, gable-end bungalow style home. Unfortunately, Boulder County Administrative Services does not have any official documentation on when the house was built or any of the original floor plans. On the Boulder County Assessor e-mapping website, the built date for the house is This date is consistent with the style and construction techniques employed. When the building was purchased by the county it was assessed as a 3820 SF residence with 1068 SF of that total being the basement. Records indicate there have been two permits pulled on this property; the last building permit was #4416 in The last remodel appears to have converted the space into a hair salon. The first floor no longer has the original kitchen, dining or living spaces common for bungalow style homes and has one large open floor plan. Photos are of central open space on the first floor.

4 Our investigation of the house concluded that there were two additions to the original floor plan. One was western porch being enclosed with round windows (not a window type consistent with bungalow/ craftsman styled homes) and a two story addition that extends approximately 10-0 on the south side of the building. From the interior photographs of this open first floor the exposed header running west to east through the space is the line where the building was extended. The foundation also changes from Concrete Masonry Units (CMU), the original foundation construction to poured in place concrete around this southern expansion. Photos showing seam between CMU foundation and Concrete foundation Although there are two different improvements on the Assessor s website, these two could additions could have been done at the same time. It s reasonable to assume that all work to open up the first floor was done prior to the building being used as a hair salon.

6 The first floor has an open span of approximately /-. It is highly unlikely the structure was originally designed for this span and bidder/ mover is advised to add additional supports to strengthening this span during the transport. A structural engineer will need to be hired to bring the structure up to today s code requirements. There is a full basement accessible from the eastern ground level doorway or from the stairs from the back of the kitchen. Basement Photos showing CMU foundation wall. Asbestos was found during inspections for this transaction. The asbestos were mitigated in 2005 by Misers Asbestos Removal, Inc

7 0367, testing was done by Analytica Solutions It is reasonable to assume there is lead paint in the house, although there is no documentation can confirm or deny this assumption. Site Visits Site visits and walkthoughs have been scheduled for the following dates and times. A county representative will be on-site during these times to allow access to the site. Proposers should familiarize themselves with the house and are expected to attend a visit one or more times. Proposers who choose to bring consultants, engineers, moving companies, etc., to these visits are responsible for these costs. 8 Submittal Instructions: Proposals are due at the Administrative Services Front Desk or the box listed below (preferred), for time and date recording on or before Tuesday, December 20, Your response can be submitted in the following ways. Please note that responses to this solicitation are preferred, but are limited to a maximum of 30MB capacity. Electronic submittals must be received in the box listed below. Submittals sent to any other box will NOT be forwarded or accepted. This box is only accessed on the due date of your questions or proposals. Please use the Delivery Receipt option to verify receipt of your . purchasing@bouldercounty.org; identified as RFP # in the subject line. -OR- US Mail Two (2) unbound copies of your proposal, printed double-sided, 11 point, on recycled paper and submitted in a sealed envelope, clearly marked as RFP # , and delivered to the Administrative Services Front Desk at th Street, Boulder, CO Please allow at least 2 days for delivery of USPS Priority and Express Mail. The Board of County Commissioners reserve the right to reject any and all proposals, to waive any informalities or irregularities therein, and to accept the proposal in whole, or portions of the proposal that, in the opinion of the Board, is in the best interest of the Board and of the County of Boulder, State of Colorado. Any costs you propose to pass along to the county. 8. Please include any additional items you would like us to know about you or your proposal.

9 Terms and Conditions 1. Bidders are expected to examine the specifications, schedule, and all instructions. Failure to do so will be at the bidder s risk. 2. Each bidder shall furnish the information required in the Request for Proposal. 3. The Request for Proposal will be awarded to that responsible bidder whose submittal will be most advantageous to the County of Boulder, price and other factors considered. 4. The County of Boulder reserves the right to reject any or all proposals and to waive informalities and minor irregularities in proposals received, and to accept any portion of or all items proposed if deemed in the best interest of the County of Boulder to do so. 5. Any interpretation, correction or change of the Request for Proposal will be made by Addendum. Interpretations, corrections and changes of these documents made in any other manner will not be binding, and bidder shall not rely upon such interpretations, corrections and changes. The County s Representative will not be responsible for oral clarification. 6. Confidential/Proprietary Information: Proposals submitted in response to this Request for Proposal and any resulting contract are subject to the provisions of the Colorado Public (Open) Records Act, et.seq., C.R.S., as amended. Any restrictions on the use or inspection of material contained within the proposal and any resulting contract shall be clearly stated in the proposal itself.
