AICE is more than 20 years old. It was founded in That's small age for a high school on the era scale, but big and important time of building a solid foundation which is essential for further development. For this period Astrakhan Institute of Civil Engineering gained reputable standing among technical universities of Russian South region. Now AICE is the educational, scientific and socio-cultural center which dynamically develops and has vast partnership network across Russia and Commonwealth of Independent States (CIS). Its mission is to become a powerful international technical university in the South of Russia that would form a new scientifically, educational and innovative cluster in the economy of the region and particularly in building industry. The traditional functions of the university are not only training of experts and researches but also export educational services and transfer new technologies into the business and social environment. Nowadays AICE besides the Institute includes of Civil Engineering and Economics College, Housing and Communal Services College, Technical school, Planetarium and the Center for children's scientific and technical activity. The following departments were organized in order to involve students into social life of university. AICE offers 13 undergraduate and 2 graduate academic programs in the field of architecture, engineering and economics. Institute has full-time, part-time, part-time evening and weekend formats of education. Thus, students can choose the course which is right for them. The aim of the offered programs is to prepare students for research and professional practice in the era of rapidly advancing interdisciplinary technology. The programs combine individual depth of experience and competence in a particular chosen major specialty, with a strong background in the basic and engineering sciences. It strives to develop professional independence, creativity, leadership, and the capacity for continuing professional and intellectual growth. AICE helps students to find places for their practical trainings and opens labor market for them. There are talented scientist and researchers, heads of major companies and state agencies, and many leading specialists in construction and engineering industry among the graduates of the Institute. Of course AICE is not only an academic center. This is a place for exciting social life. Students, faculty, staff and alumni as well as visitors meet and interact, engaging in a variety of activities and events that enrich the AICE experience. AICE provides sports, cultural and entertainment facilities and flexible spaces for casual relaxation and formal gatherings. Institute has 10 academic buildings, 3 dormitories, 5 gyms, 13 laboratories, construction proving ground, library, and concert hall. Students can be sure that the will find here something that fits their interests. Excellent teacher and other academic folks are always next to students for helping, encouraging or inspiring.
2 International activity of AICE includes the interaction with 9 technical universities from Belarus, Kazakhstan, Armenia and Kirgizia. AICE has relations with Weimar Bauhaus University, Germany. Institute collaborates with these universities in the framework of the contracts of agreement. It helps to implement academic mobility of students and instructors as well as hold multiparty conferences and scientific forums. AiCE also takes an active part at the Association of Universities of Caspian states. At present the engineering personal there has become essentially older, the level of higher engineering education became lower. In result, the last decade the deficit of engineering specialists grows. In 2008 before crisis, according to data of personnel agencies, the deficit of engineers in Russia became 25% of existing need. The EU countries need 2,5 mln specialists in engineering and relating professions for the next 5 years. Similar phenomena are seen in USA, Japan, South Corea and other countries, there is a lack of young engineers all over the world. Demand for engineers is increasing annually by 5-10% in Japan, Nederland, Norway, Corea. Engineers in RU are being educated at 30% of higher education institutions. Total number of students, who study in engineering specialties, is more than 1,6 mln people (about 23% of all students) engineers graduate annually from Russian universities. However there are problems in education quality. Employers note essential decrease in qualification of the majority of present graduatesengineers. One of the main problems is thought to be the fact, that
3 students have no experience in solving real practical tasks. In result, while the deficit of engineering staff is lasting, according to information of Rosstat (Russian Statistics Agency) only 35% of graduating engineers go to work according to their speciality. Russia needs engineers able to work in mode of project management. That is management of projects which are large-scale, technologically and organizationally complicated, often international. Today the state of engineering education is qualitatively different from that of years ago. International standards (MC) EE for detail regulation of EE aspects were developed and have been successfully applied. Two groups of the best-known standards of engineering education may be noted: ABET-Criteria - Accreditation Board of Engineering and Technology (USA), EUR-ACE - EUR - ACE Framework Standards for the Accreditation of Engineering Programmes It is very important for Russian universities to study the standards and learn to apply them. Hence the need arises to develop a program of essential modernization of university programs of training the engineers and a program of retraining the existing engineering personnel basing on experience of European universities which educate engineers. As for Russian universities, it is very important to study international experience of EU universities in the field of interaction with industry, to study activities of Science parks, Techno-polis at these universities, their impact on educational process. «Our society depends on technologies created by engineers. Engineering is changing quickly, and I think engineering education must change more quickly, to enable us to support high level of life» (William A. Wulf, An Urgent Need for Change ). It is necessary to practically teach students how to design, implement and manage complicated technical systems in modern technogeneous environment. Engineers must be able to work in international groups, to be a leader of such group. It is necessary to create active educational environments at universities in collaboration with employers, where students and engineers should learn to work together in teams. Society s requirements to a modern engineer are very high and discrepant. It is a combination of following features: deep practical knowledge thorough knowledge ability for innovations in future skills of managing the creation of new products, processes and systems understanding of importance and strategic impact on both nature, and society of research and technological developments. Under lack of study time it is difficult to combine first two requirements: teach fundamentals and practical engineering skills. Key to solve this problem is: innovative practice-oriented approach, which enables to use the same time twice. During the same period of time it is necessary to teach the students for principles of sciences, and simultaneously to teach them to be good practical engineers. The project is targeted at solving of two specific problems: Creation of the Network of Open Innovation Centers for creative education of new generation of engineers focused on productivity, innovation, and entrepreneurship in modern team-based international
4 environment. Enhancing communication channels for transfer of know-how between universities and enterprises and fill all disciplines with real-life professional tasks and projects. Project description Wider Objective: Improve quality of engineering education in RU to meet the needs of sustainable development of a global world. WorkPackages; 1. Elaboration of new model of Life-Long-Learning (LLL) engineering practical-oriented education on base of comparative analysis of world models (CDIO, ABET, EUR-ACE, Tuning). 2. Creation of the network of Open Innovative Centers for creative training of engineers (NOIC). Retraining of 18 NOIC's staff in EU. Marketing analysis of enterprises' needs and academics' opinions in competencies for engineers. Creation of the common WEB-portal for support of university-enterprise cooperation. 3. Elaboration of 12 courses and 6 LLL model guidebooks in accordance to the recommendations and consortia expertise. 4. Training of 60 students and creation of 6 international students teams. 10 EU teachers have read lectures. Student teams are working with realcase projects under the supervision of EU and RU experts. 5. Assessment of quality of the project work. Peer review of courses and teaching material. E-questionnaires for estimation of the education quality. Regular internal and external audit. 6. Dissemination of the project results (Final international conference, Web portal for popularization of project results, meetings with enterprises' and Regional Career Days Fairs) 7. Sustainability of NOIC (Student services for interaction with enterprises, Business plan for OIC sustainable functioning and Realization of the LLL model through promotion of the information about university retraining courses for enterprise staff and taking feedback from enterprises). 8. Management of the project.
