2 About the service Occasions Mobile Creche provides creche facilities from a variety of locations throughout Scotland. The service is registered to provide care to a maximum of 30 children aged from 0 to 16 years and operates between the times of 8am - 10pm, Monday to Sunday. The service aims to provide high quality mobile childcare creches on site to any company or organisation that requires childcare on a one off or occasional basis. The Care Inspectorate receives a copy of the provider's risk assessment as new creche premises are used. The Care Inspectorate check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. GIRFEC is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of GIRFEC. They are, safe, healthy, achieving, nurtured, active, respected, responsible and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. What people told us Children attending on the day of inspection were observed as happy, busy and engaged. Positive, nurturing relationships had developed between staff and the children as well as with the children themselves. We found the whole staff team were very kind and caring with respectful approaches observed. The youngest child aged 5 months had great fun sitting up supported and exploring a play mat with wooden sorting toys. The oldest child aged twenty months was observed enjoying soft play and practicing sitting, standing up, walking and jumping. We issued 6 questionnaires for parents and carers, 2 were completed and returned before the inspection. Feedback from parents was positive. Both 'strongly agreed' and that they were happy with the overall service provided. Parents commented very positively on the support they received from staff and management, for example, "My daughter loves coming to creche, it is her favourite day of the week and I am very happy bringing her. The staff are amazing and we love them and the service." page 2 of 6

3 Self assessment The Care Inspectorate received a fully completed self-assessment from the provider. The provider identified what it thought the service did well and gave examples of improvements in planning and providing care and support. The self-assessment clearly identified areas that the provider believed can be improved and showed how the service intended to do this. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good not assessed 5 - Very Good not assessed What the service does well We looked at children's personal plans and found they demonstrated that staff valued and took account of parents' and carers' knowledge and views of their child's development needs, interests and personality. Parental feedback supported this and through observation of children at play we concluded children were receiving quality experiences. The overall approach to gathering information for children's personal plans supported children's effective transition into the service. We found the approach helped children to form positive relationships with trusted adults and feel valued, safe and secure. We found clear, appropriate policies and procedures in place to ensure the care and welfare of children including child protection and risk assessments. Staff were knowledgeable about child protection procedures and participated in regular refresher training courses. The manager was aware of the need for her to update her own skills in child protection, including enhanced training to support her role as the child protection co-ordinator. This would ensure that children were safeguarded while in the care of the service. We found that safe recruitment procedures were clearly understood and implemented by the manager responsible for the recruitment of new staff. For example, all staff were screened under the Protection of Vulnerable Groups scheme. Appointment procedures for recruiting staff also focused on the skills, aptitudes and experience required for working with children. We found there were effective and supportive induction policies and procedures for all staff that enabled them to fulfil their roles and responsibilities as childcare practitioners. Staff routinely engaged in a range of training to build on and sustain their practice. This helped them to meet national registration requirements with the Scottish Social Services Council. Staff learning contributed to children's health and well-being, for example, training in first aid and child accident prevention ensured play risks were assessed and managed well. In addition, training from Sense Scotland had provided staff with information and advice that helped them support children with a sensory impairment. What the service could do better Recent training in GIRFEC had developed the staff's ability to link observations of children's play to SHANARRI wellbeing indicators. This meant that staff had begun to share with parents a range of information about how their child was for example, achieving, nurtured, included and respected within each creche. This approach can improve programme planning by helping staff focus on positive outcomes for children as individuals. page 3 of 6

4 The implementation should continue to be monitored by the manager. We also discussed with the manager how staff could make use of personal plans to support children to evaluate and reflect on their play and learning. During our inspection we found, in one creche playroom, there was no separate enclosed space available for nappy changing. We discussed with the manager how children's privacy and dignity could be enhanced through use of washable screens, or partitions in combination with the mobile changing units supplied by the service. We discussed with staff the Care Inspectorate best practice publication 'My World Outdoors' which shares good practice in how early years services can provide play and learning wholly or partially outdoors. The manager agreed with us that by involving children more in the risk-benefit assessment process, staff would help empower children to make safe decisions, develop their knowledge and self-awareness as well provide opportunities to contribute more of their ideas and learning. During our discussions with the manager, we highlighted the value to the service's improvement planning processes of strengthening the professional learning culture across the team. The manager agreed to establish a system so that all staff have the opportunity to jointly evaluate training undertaken and consider the impact of this learning on both their practice and outcomes for children. This will serve to promote in-depth professional dialogue and create increased opportunities for peer learning and constructive feedback. It has the potential to support more effective identification of staff strengths and personal development areas in line with the service's wider improvement planning goals.
