3 Home Performance with ENERGY STAR can help improve your home's comfort, indoor air quality, and safety, while lowering your utility bills. The national program is connected with local state sponsors. In New York State this is NYSERDA. These local programs will put you in touch with participating contractors who are specially trained to understand how your home operates, identify health and safety issues, and give you personalized recommendations for increasing your home's energy efficiency.
4 System Benefits Charge (SBC) SBC line item on your utility bills helps funds energy efficient projects. The SBC program is administered by NYSERDA. New York's system benefits charge (SBC), established in 1996 by the New York Public Service Commission (PSC), supports energy efficiency, education and outreach, research and development, and low-income energy assistance. The SBC charges are directed towards NYS energy efficient projects, rebates, loans and other benefits handed out by the New York State Energy Research and Development Authority (NYSERDA).

Rather than focusing on a single problem, like an old heating or cooling system, not enough insulation in the attic, or leaky windows, our participating contractors look at how improvements throughout your home can work together to give you the best results.
8 How to Improve Your Home s Energy Efficiency Making your home more energy efficient is one of the best ways to lower your monthly utility use, improve your family s comfort, and have a positive impact on our environment. Home Performance with ENERGY STAR uses contractors that are accredited by the Building Performance Institute (BPI). BPI, a national resource for building science technology, sets standards for assessing and improving the energy performance of homes. Home Performance contractors are trained to identify energy efficiency improvement opportunities and to test homes using a "whole-house" approach. From the initial visit to your home, to installation of energy efficiency work through to project completion, Home Performance with ENERGY STAR is a "one-stop shopping" experience. Homeowners learn where their home is wasting energy and know what to expect from their contractors and how to obtain additional information about moving forward.

10 Principles of Home Performance Safety Assessing the safety of a home is an important part (maybe the most important) of a home performance contractor s job. Back drafting appliances that may be sending carbon monoxide into the home, unsafe levels of formaldehyde from building materials, are all potential safety issues that a home performance contractor is trained to address. Health Indoor air quality is listed by the EPA as one of the top environmental threats to human health. 22 New York State Energy Research Development Authority (NYSERDA) Incentives Homeowners may be eligible to receive 10% of the cost of energy efficiency improvements, up to a maximum cash back of $3,000, directly from the program. NYSERDA provides assistance to lower income eligible households. Households are eligible for a 50% cash incentive on the cost of approved energy efficiency measures. LOW INTEREST LOANS Green Jobs - Green New York Loans as low as 3.49% up to $25,000 through Home Performance with ENERGY STAR program. On-Bill Recovery Loans as low as 3.49% up to $25,000 through NYSERDA. Provides the convenience of repaying energy improvements through an installment charge on their utility bill.
23 LOW-INTEREST ENERGY EFFICIENCY LOANS Energy efficiency loans as low as 3.49% up to $25,000. WHO IS ELIGIBLE? Green Jobs - Green New York Residential Loans are available to owneroccupied 1-4 family homes only and is offered through the Home Performance with ENERGY STAR program. WHAT ARE THE LOAN GUIDELINES? A rate of 3.49% is available to homeowners opting for direct payment. This is an unsecured loan, not a second mortgage or equity loan. The limit on the loan is up to $25,000 per homeowner. You can select a term of 5, 10, or 15 years. Financing is available to owner-occupied 1-4 family homes.
24 NYSERDA ASSISTED HOME PERFORMANCE WITH ENERGY STAR Assisted Home Performance with ENERGY STAR provides additional financial assistance for income-eligible households that live in 1-4 family home and participate in Home Performance with ENERGY STAR. If your total household income is less than 80% of the State Median Income for your household size, you fall into the eligible income range. In addition to low-interest financing, you may also be eligible for up to 50% job scope incentive on the cost of the energy efficiency work that your home is receiving under the program.
25 NYSERDA ASSISTED HOME PERFORMANCE WITH ENERGY STAR WHAT ARE THE INCOME GUIDELINES? If your income is at or below the income listed for your household size, you may qualify for an Assisted Home Performance with ENERGY STAR subsidy. WHAT JOB SCOPE INCENTIVES ARE AVAILABLE? Households are eligible for a 50% cash incentive on the cost of approved energy efficiency measures performed by BPI certified contractors, up to a maximum of $5,000 for a single family home.
26 ON-BILL RECOVERY LOANS Energy efficiency loans as low as 3.49% up to $25,000. WHO IS ELIGIBLE? Eligible borrowers include someone who owns a 1-4 unit residential building, and is named on the utility account of one of the following participating utilities: Central Hudson, Con Edison, Long Island Power Authority, National Grid (upstate), New York State Electric and Gas Corporation, Orange & Rockland, Rochester Gas and Electric.
27 ON-BILL RECOVERY LOANS WHAT ARE THE LOAN GUIDELINES? A Fixed Rate of 3.49% is available. The limit on the loan is up to $25,000 if the financed portion of the project has a payback of 15 years or less. The minimum financing amount is $3,000 for Home Performance with ENERGY STAR and $1,500 for customers who qualify for Assisted Home Performance with ENERGY STAR subsidy of 50%, up to $5,000 of cost. Terms of 5, 10 or 15 years are available. The annual loan payment is calculated to not exceed the anticipated amount of money you save on energy costs. Repayment is through a NYSERDA Loan Installment charge on your utility bill.
28 ON-BILL RECOVERY LOANS HOW DOES IT WORK? Improvements eligible for financing include energy efficient improvements to a 1-4 unit residential building that has been approved by NYSERDA. A participating BPI-accredited Home Performance with ENERGY STAR contractor must implement the upgrades. Upon test-out and approval of the work, the customer and contractor will sign a Certificate of Completion, which is submitted to NYSERDA. Your lender will then make payment to your contractor. The cost of the financed improvements must be less than the estimated energy savings over the anticipated life of the improvements.
33 Home Performance with Energy Star is an energy assessment guided by BPI and Energy Star standards by certified BPI building and envelope specialists.
