We also lead the Official Statistics System (OSS), which coordinates all statistics produced by government departments. Our aim is to inform society. Official statistics are used by government, local authorities, businesses, community groups, and individuals. They are useful for: keeping track of and understanding the state and progress of New Zealand steering the economy to improve the prosperity, security, and opportunities of New Zealanders informing debate and making decisions. We are embarking on a 10-year programme called Statistics 2020 Te Kāpehu Whetū. This will change the way we work, who we work with, and the tools and processes we use. These changes will create the flexibility and sustainability we need to succeed in the future. Statistics New Zealand is a department of the New Zealand Public Service. Our duties and responsibilities are set out in the Statistics Act What we want to achieve The work we do contributes to creating an informed society using official statistics. The impact of our work and activities is that New Zealand gets the statistical information it needs to grow and prosper. Our roles in the Official Statistics System

2 As the leader of New Zealand s Official Statistics System we: ensure that New Zealand gets the information it needs advise the government on the policies, priorities, costs, and benefits of statistical activities coordinate statistical activities across government encourage other government departments to share ownership of the OSS and to re-use data define the objectives that different departments will focus on together ensure that official statistics provide value for money. As the country s main provider of official statistics we: report on trends, patterns, and changes to New Zealand s population, economy, society, culture, and environment ensure our statistics are relevant for our customers continually improve what we do and how we do it set an example for other government departments to follow ensure complete confidentiality for all our data maintain the highest level of credibility and integrity in our statistics. Our commitment to the Treaty of Waitangi Statistics New Zealand works to ensure that the statistical needs of Mäori are identified and progressively met. This complies with the principles for government action on the Treaty of Waitangi.

3 Summary of your role As a Manager, Project Management Office (PMO) you will be accountable for ensuring that transformation and change is delivered consistently through the provision of standard tools and practises and trained competent staff. The PMO is the first place to go to get best practice methods, tools, training, or advice, on project management and to seek guidance on any lessons learned on previous similar changes. Your broad role as a manager, project management office will be to: provide a centre of excellence in defining and promoting project management practices and improving the consistency and effectiveness of how projects are managed within Statistics NZ improve the competencies and skills of individual project managers through the provision of learning initiatives, coaching and mentoring provide corporate tools, systems and processes that support project management culture provide input into the Transformation Office's reporting and monitoring of progress on projects as well as into the strategic overview of project/programme status. You will be accountable for the work you do, and contribute positively to the values and outcomes outlined in our strategic plans, including Statistics 2020 Te Kāpehu Whetū, and our Statement of Intent. You will report to the Statistics transformation manager and be a member of the Statistics transformation office. The transformation office provides the oversight of the implementation of the Statistics 2020 programme and is part of the Organisation Development business unit. The role of the organisation development business unit is to support the organisation's vision by assisting Statistics NZ to become a more responsive, customer focused, influential and sustainable organisation. The organisation development business unit is made up of a number of support services including human resources, culture and change team, IT, finance and corporate support.

4 Detailed description of your role You will be expected to: To achieve this you will need to: As a result, we will see you: define and implement best practise standards and methods in project management develop and implement methods and approaches in best practise standards in project management and provide guidelines to project managers advise on best practise tools, methods and frameworks and their use improve efficiency across the business through effective project and programme methods and their implementation. provide advice and guidance identify and support projects/programmes at risk around business project and through regular reviews and analysis programme management provide project and programme guidance through all stages of project management to project leaders or project managers across Statistics NZ or bring in external expertise promote good project and programme management practice and support this through organisation wide training provide or organise facilitation services for project management techniques including Investment Logic Mapping. facilitate organisational learning and knowledge management in programme and project management assist the capability development of project and programme managers influence and build positive relationship hold, manage and archive the master copies of all portfolio, programme and project information for Statistics NZ develop and maintain good practice repository provide guidance around post project and programme reviews, drawing on lessons and identify ways to mitigate these in future projects share this information with relevant parties and run lessons learned workshops. identify portfolio/programme/project management skills and competency shortages across Statistics NZ establish strategies for programme and project management training and development and deliver the training where appropriate take an active role in the training and development of programme/project staff to increase the available skills, capability and capacity within the business organise skills assessment and enhancement services organise mentoring and coaching. develop and maintain strong working relationships with programme/project managers assist the transformation manager to develop strong relationships with project sponsors and portfolio chairs maintain relationships internally and externally with experts and good practitioners and share best practice ideas and developments. develop the capability of project management across Statistics NZ lead project management best practice across Statistics NZ, including the use of project management tools and best practice ensure Statistics NZ project management best practice is in line with best practice across the public sector. develop the capability of project management across Statistics NZ work with project and programme leaders to identify and manage risks in a timely way work closely with project and programme managers to enable them to successful deliver projects and programmes on budget and to time. develop the capability of project management across Statistics NZ promote project and programme best practice support the review of projects and programmes, help identify future improvements and potential solutions, and facilitate lessons learned workshops. develop the capability of project and programme managers across Statistics NZ. provide best practice advice to programme managers and transformation office on programme and project management. be the 'go to' person for on best practise programme/project management tools and methodology.

5 provide quality assurance reviews lead people and build capability communicate effectively review project plans with programme/project managers quarterly to ensure they are on track with delivery review business cases and charters prior to the new financial year planning to ensure there is alignment to strategic direction review all programmes/projects every six months to ensure key milestones are being achieved; or, have been delivered; or, are on track to be delivered identify and report on risks and issues facing projects, provide advice on risk resolution provide 'ad-hoc' quality assurance reviews as requested by the transformation manager. ensure the PMO staff member/s has a clear work programme, objectives and milestones, are motivated ensure the team know and understand how they contribute to the goals and direction of the PMO, transformation office and the organisation. communicate ideas and information to different audiences in plain English communicate clearly and concisely in all written and oral communications share information and knowledge with others in a proactive, timely way that fits the purpose seek peer review of written work. meet with the project managers to discuss progress on delivery to ensure key milestones are being delivered report on project key milestones and risks to the transformation manager deliver monthly workshops with key programme/project areas to review all programmes / projects. lead an engaged, competent and productive team lead by example and coordinate the team as champions of the transformation programme and the organisations strategic vision for the future work seamlessly within the transformation office to achieve strategic goals develop individual work programmes to deliver required outputs demonstrate consistent leadership behaviours that support Statistics NZ's desired culture and values. be understood by all internal and external customers in both written and oral communication write clearly and concisely, and follow the Statistics New Zealand plain English standard communicate with peers and manager regularly.
