3 A message from the Chief Financial Officer Dear Applicant I am delighted that you have expressed an interest in becoming our Chief Information Officer. This is a critical role to the University and will lead significant investment over the next few years but also help position technology at the heart of the transformation of the University. The University had been operating a converged model with IT and the Library services. With the growth of the University both in the UK and overseas we are now moving to two separate services that of course still have close connections; this is now deemed the appropriate model. The has an excellent track record in many areas and is a highly regarded higher education institution. It is arguably the most international of UK universities having substantial campus presence in Malaysia and China; the CIO has responsibility for the overseas campuses as well as the UK. With responsibility for implementing a new IT strategy, supporting the internal functions of the University and our key customers, our students, this role requires a highly competent leader, able to engage with a variety of customers within the University as well as our external customers and stakeholders. The successful candidate will be able to shape and drive the IT agenda in line with the University s overall strategic aims and objectives. 5 IT Services The CIO Office plays a key role in providing the IT and AV facilities to support this world-class institution. Our services range from and internet access in student hall study bedrooms, through state-of-the-art learning and teaching facilities, to software and hardware support in Schools and Institutes. The departments have approximately 210 FTE staff distributed around the University s campuses in the UK and an operational budget of around 15 million. In addition, the CIO Office is responsible for systems and services at the University s campuses in Asia. We currently provide resources and services to around 40,000 students, postgraduates and staff in the UK. These include: around 60,000 live staff and student mailboxes dealing with 1 million messages per day over 2500 computers in libraries and computer rooms - many with 24x7 access In addition, services are provided for about 10,000 students and staff at our campuses in Asia. The departments are responsible for many customer-facing activities, support of the University s business systems and all aspects of managing and delivering the IT infrastructure, including: frontline services in computer and teaching rooms delivering IT helpdesk support and the University s switchboard services delivering local IT support/liaison services to Schools and Professional Services departments providing support for research computing, including the provision of the HPC providing the University s corporate systems to support key business processes planning/co-ordinating the department s development programme, the Connected Campus providing the University s voice and data network, including wireless provision supporting the University s IT Systems infrastructure supporting all University IT services, including web technologies support for teaching room services, including AV, Video-Conference and language labs providing service quality, incident and change management providing support for supplier management 5

6 Job Description Job Title: Chief Information Officer School/Department: CIO Office Salary: APM level 7 Contract Status: Hours of Work: Reporting to: Permanent Full time Chief Financial officer Purpose of the New Role: The Chief Information Officer will have overall responsibility for the development and execution of a strategy focussed on transforming IT capability at the, across all its campuses (United Kingdom, China and Malaysia). The strategy will focus on developing and delivering services and systems that enable excellent teaching and learning, support high quality research and provide a robust, resilient and cost effective infrastructure with applications that underpin the delivery of a high quality experience for all students and staff. The CIO will have overall responsibility for the Directors of IT Services and Corporate Systems and their associated teams (budget of approx. 15 million). The CIO will report into Management Board via the Chief Financial Officer. They will be accountable to the board for the delivery of IT strategy and will act as an advisor to the Board on technology and information related aspects of the University. Main Responsibilities 1. Ensuring the development, execution and leadership of an IT Strategy that is transformational in its ambition and supports delivery of the University plan. 2. Developing IT capability within the University to ensure high performing teams that are able to deliver effective and efficient services and support to users. 3. Monitoring technological and organisational change and advising University Management Board on necessary and appropriate changes to IT strategy 4. Maintaining a constant review of opportunities for the more effective delivery of IT services through out-sourcing or establishment of shared service facilities to ensure value for money and high quality service delivery. 5. Maintaining a high level dialogue with executives at Malaysia Campus and China Campus and to ensure the IT strategies adopted for those campuses remain optimal for the achievement of the University s plan but also recognise relevant critical 6

7 requirements. 6. Ensuring integration between IT Services and Corporate Systems strategy to enable delivery of the overall IT strategy. 7. Holding overall responsibility for the technical architecture that supports University business structures and processes. 8. Leading and supporting the delivery of University wide change projects with a technology component. 9. Leading the development and implementation of clear governance and risk management processes as they relate to IT Services and Systems. 10. The review and implementation of governance arrangements and associated policies in relation to the ownership, security and storage of information and data within the University. 11. Providing relevant management information to University Management Board that enables a clear understanding of performance against strategic KPIs and supports Management Board decision making. 7

Salary Your initial salary will be on a point on the appropriate University Salary Band for this appointment which is Level 7. Holiday entitlement The annual leave year runs from 1 January to 31 December. The annual leave entitlement for a full leave year is 30 days. You will also receive 8 Public Holidays and additional University Days as may be determined each year by the University Council. Pension If you are 18 years of age or over, subject to and in accordance with the rules and terms, as amended from time to time, you are entitled to join the recognised University occupational pension scheme - Universities Superannuation Scheme (USS), immediately on starting your employment.
