1 Recovery Devon Background and Structure Recovery Devon believes that with the right support and help people with mental health issues can and do recover and live meaningful and purposeful lives of their own choosing. Since 2003 we have actively promoted this idea and sought to put recovery and wellbeing at the heart of mental health provision. From its inception, Recovery Devon has been a community of people of goodwill, supporting mental health recovery and well being. It is also now a Community Interest Company (CIC), with a specific constitution. This dual nature has given rise to both informal and formal structures. Background and History of Recovery Devon Recovery Devon began in 2003 when people in Devon, who had been influenced by the emerging stories, philosophy and practices supportive of mental health Recovery, gathered to plan a major local conference, 'Partnerships for recovery and self management'. Earlier that year several people from the South West were sponsored by SW NIMHE (which became the SW Development Centre) to attend a 5- day national residential training course on WRAP (Wellness Recovery Action Planning) led by Mary Ellen Copeland, on the condition they then shared it locally. Mary Ellen then travelled down to Devon to be our key note speaker. This inaugural conference ignited our passion for Recovery and was a great success. It was set up, as have been all subsequent meetings and events, to give equal prominence, in leading, presenting and attending, to people with personal and professional experience. Before it was even over there was a groundswell of enthusiasm for continuing to meet, listen, learn and work together for positive change, as a partnership based on equality and good will and guided by an ambition of putting recovery values into action. Recovery Devon arose as an expression of this energy, enthusiasm and commitment and hope. From the outset we sought to welcome all - those with experience of mental health issues; their families, friends and supporters; and mental health practitioners. There was an acknowledgement that some people might fit more than one of these categories. We have always tried our best to be a democratic organisation, including putting any important decisions to our members for their approval. In those early days, there was little or no structure, no formal membership and most of its financial support came through voluntary donations with additional support for specific events from DPT, local commissioners and the SW Development Centre. The group was largely led by Laurie Davidson and Glenn Roberts, both of whom worked for Devon Partnership NHS Trust (DPT). The Trust enabled them to spend some of their work time on Recovery Devon activities. These included a cascade of WRAP training throughout Devon which, by 2005 had led to an estimated 100 courses, open meetings, a number of significant training courses and further inspirational conferences. Recovery Devon's first 'home' came through creation of its website, set up by Richard Brabrook and launched at the 2006 conference at which Shery Mead was our inspiration, focusing on Intentional Peer Support. By then 'Partnerships in mental health recovery' had become, by common consent, 'Recovery Devon' and suggestions for our logo were submitted to an open competition and decided through a vote at the conference. Recovery Devon supporters became closely involved in a variety of local and national initiatives such as the 'Recovery and Independent Living PEG' in Devon and the Sainsbury Centre's ImROC programme. Following a 5 day residential course on Intentional Peer Support in Devon led by Shery Mead and Chris Hansen (2007) we have vigorously advocated for developing peer support. 1
2 Recovery Devon recruited expert reviews of Recovery in Devon from Mary O Hagan and Mike Slade who visited in 2008 and subsequently responded to the Commissioners request to review their reports on what they found and prioritise the top 3 prioritised recommendations: 1. Alternative resources to hospital for respite in crisis 2. Support for self management through personal recovery plans 3. Developing peer support They also began what has been a highly valued production of supportive materials such as the 'Daisy pages' and Beyond the Storms, Reflections on Personal Recovery in Devon (2009). Organisationally they have been active in offering regular recovery- oriented perspectives to DPT's staff selection, induction and training. When Laurie retired in 2009 it was difficult to sustain leadership and associated administrative support. Rethink Mental Illness had been associated with Recovery Devon from the beginning and responded to this need through their area manager, Chris Long. He organised events, kept up the list and chaired a small task group to plan for the future. When Chris left the area his successor, Dan Towse, stepped in, supported by a small group including Linden Lynn, Russ Drayton, Ann Ley and Geof Lynn. It became increasingly difficult to keep Recovery Devon afloat at that time, as it was largely running on the goodwill of a small group, with little or no external funding. By 2011 Recovery Devon was struggling to sustain itself and, faced with the possibility it would cease, advocacy for its needs was met by DPT who offered an annual grant for 3 years, managed by Rethink. This was intended to cover running costs and developments and for the first time enabled employment into a part time paid leadership role. The offer included an ambition that during this time Recovery Devon would seek to become an independent, properly constituted and self funding organisation. Linden Lynn was appointed as Lead for Recovery Devon and having achieved the 'task' of securing a future for Recovery Devon a steering group was convened to steer the organisation and attend to specific projects. Geof Lynn led on development of the Website which has achieved national and international appreciation. The steering group was enlarged to about ten people with a diversity of skills, all the time trying to maintain approximately experts by experience alongside experts by training. In 2013, Linden was succeeded as Lead by James Wooldridge. In June 2012 we fulfilled the aim of becoming an independently constituted organisation and were registered as a Community Interest Company. To become a company entailed producing a set of Articles of Association its constitutional rules, including its Objects (Aims and Objectives). To become a Community Interest Company meant that we also had to submit a form (Form CIC36) detailing our activities and how they would benefit the community. Our activities have continued to expand and members of our Steering Group have been influential in promoting Recovery in many forums across Devon, including the DPT Recovery Strategy Steering Group, the Devon Recovery Research and Innovations Group (DRRIG) and the Devon Recovery Learning Community. The Steering Group now feel that the time is right to take the next step and become the management board of a fully independent organisation, with our own employees and to achieve financial stability through contracting for what we will provide. The structure we propose is as follows. 2
3 Formal Structure of Recovery Devon Community Interest Company This is governed by our Articles of Association, the rules of the company. Recovery Devon is a company limited by guarantee. Nobody owns shares in a company limited by guarantee, so in that sense it is a non- profit company. However, as a community interest company, it can make a surplus. But if it does so, this must be used for furtherance of the Objects (aims) of the company, to the benefit of the community. If it were wound up, any residual assets would be given by the CIC Regulator to another similar body. Our Articles and Objects are available at As a company, we already have a Board of Directors, who have day to day responsibility for ensuring the company is properly run. The directors can set up any committees they wish to help with running the company. Thus, we have our Steering Group, most of whom are also directors. The directors are answerable to the Members of the company. The first members were the people who signed the Memorandum of Association, setting up the company. It is for the directors to decide how other people can become members. In our case they have decided that membership is free, on submission of our Membership Form. This form includes a commitment to support and promote the Objects of Recovery Devon, which are stated in brief on the back of the form. Membership carries both rights and responsibilities. As Recovery Devon is a company limited by guarantee, each member would be liable to the tune of 1 each if the company were to become insolvent. However, the members ultimately own the company. They have the final say on its policies and activities. For instance, Article 9.1 states, The members may, by special resolution, direct the directors to take, or refrain from taking, specific action. The members can also remove a director from office (Article 24 (g)). The Articles include rules governing how (formal) Meetings of members should take place, e.g. the notice required, the quorum, how resolutions can be proposed, etc. Note that these are formal meetings, such as the AGM, rather than the Open Meetings we normally hold. There are also rules on many other aspects of the running of the company. Informal Structure Alongside the formal structure, we have an informal structure, set up by the directors, in order to run the company effectively. Thus we have a Steering Group, most of whom have also become directors, which actually provides the day- to- day management of the company. The Steering Group proposes that when Recovery Devon becomes fully independent, the Steering Group should be renamed the Management Board. We have a paid part- time Lead for Recovery Devon, currently James Wooldridge. The Steering Group proposes that when Recovery Devon employs this person directly, they should be known as the Managing Director. We hold monthly Steering Group meetings and bi- monthly Open Meetings, plus occasional other meetings. These are part of the informal activities of the company, except for the AGM or any formal Members Meetings the directors or members may call in the future. Alternative resources to hospital for respite in crisis 2. Support for self management through personal recovery plans 3. Developing peer support. 2008: Publication of the Daisy Pages: Putting Recovery at the Heart of All we do : Close links and membership of the Recovery and Independent Living Professional Expert Group (R&IL PEG) and many projects and advisory papers : Development and publication of Beyond the Storms: reflections on personal recovery in Devon. Continuing work: Open meetings, newsletters, website and recovery- oriented perspectives to DPT's staff selection, induction and training. 2009: Close involvement with Devon 'Recovery Rocks' conference. 2009: Laurie retires and support for leadership taken up by Rethink - firstly Chris Long then Dan Towse, along with a task group working to design and secure the future of RD. 2010: Publication of 'Putting Wellbeing at the Heart of Recovery' onwards: RD website is redesigned by a small group including Geof Lynn, Linden Lynn, Ann Ley and Glenn. The new design is implemented by Ben Roberts and the website is further developed by Geof. 2010: Autumn Festival of Recovery - 2 day celebration at Exeter Castle. 4
