6 RICE-NESHAP March 5, 2009 EPA published the Proposed RICE-NESHAP Rule EPA proposed requiring advanced exhaust emissions control equipment AND annual source testing SOA and other entities responded with comments indicating the costs to comply were prohibitive.
7 RICE-NESHAP March 3, 2010 EPA published a Final Rule EPA provided relief for Rural Alaska = Not Accessible by the FAHS RELIEF = ACTIONS NOT REQUIRED Advanced emissions control equipment Source testing ULSD fuel Closed crankcase ventilation/open crankcase filtration
8 RICE-NESHAP Relief for Rural Alaska = Not Accessible by FAHS REQUIRED ACTIONS Minimize time at idle and engine startup <30 minutes Operate & Maintain engine IAW manufacturers instruct s Must comply with EPA Management Practices Oil changes every 1000 hours or annually, or use oil analysis plan Inspect air cleaner every 1000 hours or annually Inspect hoses and belts every 500 hours or annually Must maintain maintenance records that document Management Practices
9 RICE-NESHAP January 14, 2013 EPA signed final revisions Expanded definition of Rural Alaska, in addition to Not accessible by FAHS, RICE meeting ALL of the following: Not connected to Railbelt Grid, or only connected to FAHS through the Alaska Marine Highway System At least 10% of power generated is for residential use RICE is less than 12 MW or used exclusively for backup power for renewable energy Compliance Date: May 3, 2013

11 NSPS - New Source Performance Standards July 11, 2006 EPA published the original Final NSPS Rule for stationary diesel engines October 31, 2008 Alaska submitted its Alternative Implementation Plan for Rural Alaska June 28, 2011 EPA published the Final NSPS Rule
12 NSPS - New Source Performance Standards The EPA agrees that the circumstances in remote Alaska require special rules: Exempting all pre-2014 model year engines from diesel fuel sulfur requirements (no ULSD); Allowing owners and operators of stationary CI engines located in remote areas of Alaska to use engines certified to marine engine standards, rather than land-based nonroad engine standards; and Removing requirements to use after treatment devices for NOX, in particular, SCR, for engines used in remote Alaska; Removing requirements to use after treatment devices for PM until the 2014 model year; and Allowing the blending of used lubricating oil, in volumes of up to 1.75 percent of the total fuel, if the sulfur content of the used lubricating oil is less than 200 ppm and the used lubricating oil is on-spec

Final Tier 4 engines not applicable to rural AK EPA has authorized continued use of Marine engines EPA has authorized use of Stationary engines certified to Emergency Engine emission standards (Tier 2 & Tier 3) RICE NESHAP engine Modified or Reconstructed is subject to NSPS Tier 1 requirements
14 NSPS Issues Emergency Engine emission standards (Tier 2 & Tier 3) poor fuel economy Effective January 1, 2014: will require installation of third party diesel particulate filter Installation cost and operational reliability / cost concerns Dual definitions of Rural Alaska Tok, Glennallen, Chitina, Northway, Minto, Manley HS, Chena, Circle, as well as Sitka, Juneau, Ketchikan, Kodiak
