2 About the service Moredun Young People's Centre (Moredun YPC) was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Moredun YPC is operated by City of Edinburgh Council Social Work department. The home is a purpose built property situated within a housing estate on a main route to Edinburgh. The home provides care for a maximum of eight young people who are aged from 12 to 18 years, who for a variety of reasons are unable to reside with their families. The home is within close proximity to local amenities and public transport. What people told us During this inspection we spoke with 3 of the young people who were living at Moredun Young People's Unit. They told us that they got on with some of the staff and all of them could identify staff that they could talk to. In situations where they did not get on with staff they were able to speak to the manager about that and she tried to help them resolve their differences. Comments included: "It can be a bit intimidating" "I like going fishing and camping" "I don't know the rules and it's a bit boring" "I'm not sure if the staff listen to me" "Some of the staff are cheeky and wind me up" "Would like a foosball table" Self assessment The Care Inspectorate received a fully completed self assessment from the provider. The provider identified what it thought the service did well and gave examples of improvement. The self assessment clearly identified some key areas that the provider thought could be improved and showed how the service intended to do this. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership not assessed not assessed What the service does well Recently some of the young people living at Moredun had been unsettled and had become involved in unsafe behaviour. At the time of the inspection we heard that young people and staff were more relaxed. We saw that page 2 of 7

3 there were some very strong relationships between staff and some of the young people. Staff were trying very hard to establish positive relationships with all of the young people. We saw that they spent quality time with young people, taking an interest in the things that were important to them and inviting them to try new activities. Young people benefited from the wide range of interests and knowledge within the staff group. They enjoyed activities such as fishing and camping, alongside craft projects. Young people were well prepared for independence and we saw that there had been some success for young people in the transition into adulthood. Young people were encouraged to maintain relationships and return to the home for informal visits. In this way staff provided support to help young people manage in their own tenancy or maintain relationships within their family home. All of the young people had care plans which identified their goals and areas where they would like to make changes in their lives. Some of the plans clearly identified strategies to help young people achieve their ambitions and keep themselves safe. Incident records were sufficiently detailed and included management reflection to identify how incidents could be minimised. Staff continued to try to engage all of the young people to help them express their views. The 'Moredun Mumbler' was a very established newsletter produced by staff and occasionally young people. The newsletter offered a light-hearted way to involve young people in changes within the home and encourage participation. All of the staff were registered with an appropriate professional body and had or were working towards achieving a relevant qualification. Staff were aware of current practice themes and had taken up opportunities to attend conferences and had participated in some core training for example, child protection and awareness of child exploitation, which helped them in their work with young people. The staff told us that they felt very supported by their managers. They said that some informal supervision had taken place and that they were always able to speak to a manager if they needed support. Most staff had received an annual professional development review where they identified their skills and considered areas for development. In discussion with the manager we assessed that she had a clear vision for the future of the service and the type of culture and ethos she wanted to establish. She had a very positive approach to problem solving and had established plans to drive forward improvement. What the service could do better We heard that there had been some disruption to the staff team. Sickness and staff vacancies meant that staffing had been substantially covered by locum and temporary staff. This had impacted on the consistency of care for the young people and on opportunities for staff supervision and team meetings. At the time of feedback we were told that this was being addressed and permanent staff had been recruited. At the last inspection we made a recommendation. We said that the service provider should continue to monitor and review the new care plans and risk assessments and ensure they clearly identify young people's targets and strategies. They should evidence progress and next steps. We said that care plans also need to be more accessible to young people. At this inspection we found that, whilst all of the young people had care plans, they varied in quality of information and some were not up to date. We recognised that this had happened as a result of staffing issues and the unsettled nature of the home. However we stressed that care plans needed to clearly page 3 of 7

4 reflect young people's goals and identify agreed strategies for staff to help them achieve. The care plans were important in order to provide consistency of care for young people and to recognise success or changes in approach. This is particularly important in times of significant changes in staffing. We have made a recommendation about this. (see Recommendation 1) The programme of formal staff supervision had been disrupted and some staff had not received formal supervision for some time. In addition team meetings had not taken place. We stressed the importance of formal supervision and team meetings in order to support staff and provide opportunity to reflect on practice. We have made a recommendation about this. We recommend that the management team at Moredun develops a system to audit care plans to ensure that they are up to date and relevant. This is in order to provide staff with guidance about the strategies they should use to help young people to achieve their goals. The manager should ensure that all staff receive formal recorded supervision on a regular basis in order to support them in their work with young people. Regular team meetings should be re-established to provide a forum for staff to discuss practice themes.
