3 LICENCE UNDER SECTION 6 OF THE NATIONAL LOTTERY ETC. ACT 1993 (AS AMENDED) The Gambling Commission ( Commission ) in exercise of the powers conferred on it by Section 6 of the National Lottery Act hereby grants to Camelot UK Lotteries Limited a licence to promote a lottery of the description specified in Schedule 1 hereto subject to the conditions contained in Schedule 2 hereto. This licence shall have effect from 15 July 2015 and (unless suspended or revoked pursuant to the provisions of the National Lottery Act and/or the Third Licence) shall have effect until whichever is the earlier of (i) 14 January 2017 or (ii) the date on which the Third Licence determines for whatever reason.. 4 SCHEDULE 1 DESCRIPTION OF THE LICENSED LOTTERY 1. Name A lottery may be promoted under this licence which shall be known as the 2 Monopoly (Second Chance Draw) game. It shall have Game Number Play Style The play style of the Licensed Lottery shall be as set out in the Game Procedures at Appendix 1 to this licence. 3. Game Structure 4. Price The number of Scratchcard Tickets in the Licensed Lottery, and in each pool and each Pack, the expected prize payout percentage and the number of prizes at each level shall be as set out in Appendix 3 to this licence. The distribution of symbols between Scratchcard Tickets shall be as set out in the Technical Appendix to this licence (the details of which shall remain confidential). The price of each Scratchcard Ticket in the Licensed Lottery shall be 2 (two pounds sterling). For the avoidance of doubt it is not possible to enter into the Second Chance Draw if a prize is won in a Scratchcard Ticket. 5. Second Chance Draw registration 6. Area Registration and entry into the Second Chance Draw shall be set out in the Game Specific Rules as set out in Appendix 2. Scratchcard Tickets in the Licensed Lottery shall be offered for sale on a national basis throughout the United Kingdom and the Isle of Man. Tickets shall be available in Retail Outlets.

5 SCHEDULE 2 : PART I - INTERPRETATION 1. In this licence (including the Schedules): Complex Lottery has the meaning given to it in Section 14(3) of the Gambling Act 2005 (as amended from time to time); "Entry" means a chance or entry in a lottery; Game Closure means the date after which the Licensee will make reasonable endeavours to prevent the sales of Scratchcard Tickets for the Licensed Lottery at Retail Outlets and to ensure that no Player is disadvantaged in the event that such sales occur; Game Number means the four (4) digit number on the back of a Scratchcard Ticket, which refers to the number associated with and identifying a particular Licensed Lottery and which is specified in the Game Procedures; "Game Procedures" means the procedures to which this particular Licensed Lottery is subject as set out in Appendix 1 to this licence. Game Specific Rules means the rules to which the Second Chance Draw element of the Licensed Lottery is subject as set out in Appendix 2 to this licence "Licensed Lottery" means the lottery (specifically a Complex Lottery) the promotion of which is authorised by this licence; Name means that included at Condition 1 of Schedule 1; "Pack" means a package of Scratchcard Tickets each with a different Scratchcard Ticket number;

6 "Play Symbols and Captions" means the symbols and the corresponding captions which appear below those symbols in the play area on a Scratchcard Ticket; Prize Structure means the number and value of the prize tiers within the Licensed Lottery and the odds of winning a prize at each tier; Prizewinner means a person who has won a prize in any Licensed Lottery; "Scratchcard Ticket" means any ticket in the Licensed Lottery in the form of a Scratchcard; Second Chance Draw means the Draw to be held on 2 February 2016, for non winning Scratchcard Ticket players who have made an entry into that Draw as set out in the Game Specific Rules in Appendix 2. Third Licence means the licence granted to the Licensee on 1 February 2009 by the Commission in exercise of the powers conferred on it by Section 5 of the National Lottery Act; 2. Unless the context otherwise requires the interpretation provisions contained in Condition 2 to the Third Licence shall apply to this Licence as if that Condition were incorporated in this licence. 3. So far as not inconsistent therewith, words and expressions defined in the Third Licence shall bear the same meaning in this licence as they have in the Third Licence. 4. Nothing in these conditions shall in any way limit or prejudice the effect of or any obligation of the Licensee to comply with any regulations which may be made by the Secretary of State under Section 12 of the National Lottery Act, whether made before or at any time after the date of this licence. 5. Unless the context requires otherwise, a Scratchcard Ticket or Entry in the Licensed Lottery shall be treated as sold when it has been sold by or on behalf of the Licensee (whether or not it has subsequently been sold by a retailer or other agent or intermediary to any person who participates or intends to participate in the Licensed Lottery).

7 SCHEDULE 2: PART II - CONDITIONS 1. The Licensee shall comply with Schedule 1 of this licence. 2. Legality The Licensee shall ensure that this Licensed Lottery operates as a lawful lottery and that no Player is misled as to the nature of the Licensed Lottery 3. Suspension Of The Third Licence If the Third Licence is suspended under paragraph 7 of Schedule 3 to the National Lottery Act the Licensee shall not promote any Licensed Lottery pursuant to this licence (and in particular shall not permit any Scratchcard Tickets to be sold, and shall use all reasonable endeavours to ensure that no retailer shall sell any Scratchcard Tickets, in any Licensed Lottery) without the prior consent of the Commission. 4. Public Announcements The Licensee shall make such public or other announcement as the Commission shall direct with a view to remedying any failure by the Licensee to comply with the terms of this licence or (whether or not any such failure shall have occurred) if the Commission reasonably believes that such announcement is appropriate or necessary in order to protect the interests of participants in the Licensed Lottery or any other lottery the promotion of which is authorised by licence under Section 6 of the Act under the same Name. Any such announcement shall be made at the expense of the Licensee and may be required to be made by way of paid advertisement in such number of national or regional newspapers as the Commission may specify or by way of circulars posted to participants in the Licensed Lottery or any such other lottery as aforesaid or in such other manner (including by paid television or radio advertisement) as the Commission may reasonably require. 5. Artwork/Design Of Scratchcard Tickets The artwork and design for the Scratchcard Tickets (including in particular but without prejudice to that generality all instructions and other wording to be printed on the reverse of any Scratchcard Ticket) shall be as attached at Appendix Distribution Of Symbols On Scratchcard Tickets

8 The Licensee shall use all reasonable endeavours to ensure that the distribution of symbols (including matching pairs of symbols) between Scratchcard Tickets in the Licensed Lottery (whether winning Scratchcard Tickets or not) shall conform with those specifications contained in the Technical Appendix to this licence. 7. Launch of the Licensed Lottery (1) The Licensee shall not sell any Ticket or Pack for the Licensed Lottery until it has: (a) (b) (c) (d) (e) confirmed that all charity and trade mark searches have been completed in respect of the Licensed Lottery and that it has the necessary legal authority to exploit all intellectual property used in such Licensed Lottery; confirmed that an independent auditors report confirms that the Scratchcard Tickets have been printed in accordance with the printing instructions set out in the Technical Appendix to this licence; confirmed that an internal audit report confirms that the Prize Structure and number of prizes in each prize tier, the number of Tickets to be sold, and the proportion which the total value of prizes represents as a percentage of the total face value of the above mentioned number of Tickets to be sold in the Licensed Lottery accords with Appendix 3 to this licence; confirmed that laboratory reports confirm that the Scratchcard Ticket design and constructional features of the Licensed Lottery provide an adequate level of security against methods that may alter or counterfeit losing tickets into apparent winning tickets; provided any information that the Commission has specified that it requires in respect of the Licensed Lottery. (2) The Licensed Lottery may not be promoted under this licence unless and until: (a) the Commission has confirmed that it is satisfied that any matters necessary or appropriate for the launch of the lottery have been adequately dealt with; and

9 (b) the date of its launch has been notified by the Licensee and approved by the Commission. For the avoidance of doubt, this shall not prevent the Licensee from making public anything within this licence which is not subject to prior approval from the Commission and the Licensee may issue details of the proposed launch date to retailers, provided it makes clear, where launch approval has not been obtained, that the launch is dependent on the Commission giving such approval. Should the Licensee wish to make public before such approval anything within this licence which requires prior approval from the Commission, then the Licensee shall first seek prior consent from the Commission. 8. Distribution of Licensed Lotteries Following launch, the Licensee shall ensure that any distribution of Scratchcard Tickets in the Licensed Lottery is continuous. 9. Withdrawal of a Licensed Lottery The Licensee shall forthwith withdraw the Licensed Lottery when so required by the Commission at its sole discretion. 10. Scratchcard Game Closure Save with the prior written consent of the Commission, the Licensee shall ensure that Scratchcard Game Closure is effected prior to the expiry of this licence. 11. Applicability Following Expiry Or Termination For the avoidance of doubt the provisions of Conditions 4 and 12 of this licence shall continue to apply following its termination or expiry for so long as any prizes shall be capable of being claimed in respect of the Licensed Lottery. 12. Privacy 1. Save as required by law, the Licensee shall not disclose the identity of: (a) any Player or Prizewinner without prior consent of that Player or Prizewinner; or (b) any other person or persons identified by a Prizewinner (a) as a member of the Prizewinner s playing group (being any group who have

10 agreed to contribute to a pool of funds for the purpose of playing the Licensed Lottery) and (b) as thereby entitled to a share of the Prizewinner s prize (provided that the Licensee shall be entitled, for the purposes of this condition, to rely, without further enquiry, on the accuracy, completeness and comprehensiveness of any such identification). 13. General 2. For the purposes of this Condition 12(a), a sound made by a lottery terminal to indicate that a winning ticket has been presented for a Licensed Lottery and / or the presentation of a prize entitlement message, shall not of itself constitute disclosure of the identity of a Player or Prizewinner (or any other person referred to in Condition 12 (1) (b) above). (1) Any Condition contained in the Third Licence that is relevant to or bears upon the promotion of the Licensed Lotteries by the Licensee pursuant to this licence, including, but without limitation, Condition 7, shall, so far as is not inconsistent with this licence, apply to this licence as if that condition were incorporated in this licence. (2) The Commission s rights and remedies pursuant to this licence in relation to a breach of any condition that has been incorporated into this licence by virtue of Condition 13(1) shall be restricted to the revocation of this licence. (3) Nothing in this Condition 13 shall restrict the Commission s rights or remedies pursuant to the Third Licence that is also a breach of this licence by virtue of Condition 13(1).

11 APPENDIX 1 GAME PROCEDURES FOR THE LICENSED LOTTERY 2 MONOPOLY (Second Chance Draw) Scratchcard GAME 0669 Game Procedures MONOPOLY Introduction These are the Game Procedures for MONOPOLY (the Game ). When the Game is played, the Rules for Scratchcard Games ( the Rules ), the Game Specific Rules and these Procedures apply. The Rules can be viewed at Retailers and on the National Lottery website at national-lottery.co.uk. The Game Specific Rules can be viewed on the National Lottery website and on the Second Chance Draw website at Any word or term in these Procedures that has a specific meaning will have the meaning given to it in these Procedures or the Rules (unless the context clearly indicates otherwise). Game details Game Name: MONOPOLY Game Number: Game 0669 Retail Sales Price: 2 per Scratchcard There is a 1 in [ ] overall chance of winning a Prize on each Scratchcard. There are [ ] Scratchcards in the initial print run of this Game. As the Second Chance Draw (the Draw ) is a raffle, the odds of winning a Prize will vary depending on the number of entries in the Draw. How to play and win Main Game The Play Area contains two sections, one headed WINNING NUMBERS (the WINNING NUMBERS Section ) and the other headed YOUR NUMBERS (the YOUR NUMBERS Section ). There are two motifs in the WINNING NUMBERS Section and eight motifs, one of each of the following;,,,

12 ,,,, (each a Monopoly Motif ) in the YOUR NUMBERS Section. The word PRIZE (the Prize Box ) also appears immediately below each Monopoly Motif in the YOUR NUMBERS Section. The owner of a Scratchcard will, providing the requirements of the Rules and these Procedures are met, win a Prize if they reveal a Play Symbol with its matching Play Caption under the coating of the YOUR NUMBERS Section that matches a Play Symbol with its matching Play Caption under the coating of the WINNING NUMBERS Section. The Prize will be the amount of the Prize Symbol (with its matching Prize Caption) shown under the coating of the Prize Box immediately below that Play Symbol. The owner of a Scratchcard will, providing the requirements of the Rules and these Procedures are met, win a Prize if they find a Play Symbol with its matching Play Caption under the coating of a Monopoly Motif in the YOUR NUMBERS Section. The Prize will be the amount of the Prize Symbol shown with its matching Prize Caption under the coating of the Prize Box for that Play Symbol. The owner of a Scratchcard will, providing the requirements of the Rules and these Procedures are met, win a Prize if they find a Play Symbol with its matching Play Caption under the coating of a Monopoly Motif in the YOUR NUMBERS Section. The Prize will be double the amount of the Prize Symbol shown with its matching Prize Caption under the coating of the Prize Box for that Play Symbol. Players can win up to 8 times on a Scratchcard. 16 As Prizes are won, the number of Prizes available in each category will reduce. The Game can remain on sale after the last top Prize has been claimed. Prize Value in The Game The total value of Prizes in the Main Game in the initial print run of Scratchcards for the Game represents [ ]% of the total face value of Scratchcards. The number of Prizes in the initial print run of Scratchcards for the Game relates to the number of Scratchcards recorded on Camelot s central computer and formally notified to the Gambling Commission before any Scratchcards are sold. Please note that a further print run of the Scratchcards for this Game could result in the odds of winning a Prize in the Second Chance Draw reducing if there are more entries into the Draw. General In the event of any conflict between these Procedures and any other information issued by Camelot in relation to this Game, these Procedures will take priority (except if any Game Specific Rules apply to this Game in which case they will take priority over these Procedures).

17 APPENDIX 2 GAME SPECIFIC RULES FOR THE LICENSED LOTTERY 2 MONOPOLY (Second Chance Draw) Scratchcard GAME 0669 Game Specific Rules for the Monopoly Scratchcard Second Chance Draw These Game Specific Rules (the Game Specific Rules ) apply to the Second Chance Draw (the Draw ) on the 2 MONOPOLY Scratchcard with Game Number 0669 (the Scratchcard ) and apply in addition to the Rules for Scratchcard Games (the Rules ) and the MONOPOLY Game Procedures ( the Procedures ). If there is any conflict between these documents, the Game Specific Rules will take priority, followed by the Procedures and the Rules, unless the Rules say otherwise. These Game Specific Rules and all Rules and Procedures are available on the Site, by calling the National Lottery Line on (for Retail Rules and Retail Procedures) (please see the Telephone Enquiries section for call charges), or by writing to The National Lottery, PO BOX 251, Watford WD18 9RN. The Rules and Procedures are also available at Retailers. All words and phrases in these Game Specific Rules that begin with a capital letter and have specific meaning are explained in these Game Specific Rules or have the meaning given to them in the Rules or Procedures. Entry into the Draw 1. If You have not won a Prize in the Match Winning Numbers to Your Numbers main game (the Main Game ) on a Scratchcard You own, You will, providing the requirements of the Procedures, the Rules and these Game Specific Rules are met, be entitled to enter the Draw using that Scratchcard. 2. To enter the Draw, You must follow the instructions on (the Website ) and enter the 7-digit code from Your Scratchcard. The code can be found by scratching off the coating on the SECOND CHANCE DRAW panel on the front of Your Scratchcard. Remember that You cannot enter a code from a Scratchcard if You have won a Prize in the Main Game on that Scratchcard. 3. You must enter Your code(s) before 23:59:59 on 31 st January 2016 to be entered into the Draw. Any entries that have not been received by this time will not be entered into the Draw. You must be physically located in the UK or Isle of Man when entering Your code into the Draw. 4. If You enter 5 incorrect codes in a row in any 24 hour period, You will be prevented from entering any further codes for a 24 hour period. You may also be prevented from entering further codes if Camelot reasonably believes that Your entries have not been made in good faith (including, for

18 example, if Camelot believes You have entered codes from Scratchcards You are not the rightful owner of). 5. You are responsible for entering Your code(s) correctly and Camelot will not be liable for any incorrect codes entered. If You enter a code incorrectly and it is subsequently brought to Camelot s attention, any Prize due for the code You have entered may not be payable to You. 6. Camelot will confirm Your entry by ing You at the address You provided during the entry process. The will contain confirmation of code You entered and will be Your proof of entry, so You should keep this safe. The Draw, the Prizes and the Odds of Winning 7. The Draw will take place on 2 nd February The Prizes available to be won in the draw are: one Prize of 100,000, ten Prizes of 5,000, and thirty Prizes of 1, If Your code matches all of the letters and numbers, in the exact order (reading from left to right), chosen in the Draw, You will win a Prize, providing the requirements of the Procedures, the Rules and these Game Specific Rules are met. 10. If Your code matches the first code drawn, You will win the 100,000 Prize; if it matches one of the next ten codes drawn, You will win a 5,000 Prize, and if it matches one of the next thirty codes drawn, You will win a 1,000 Prize, all providing the requirements of the Procedures, the Rules and these Game Specific Rules are met. 11. The odds of winning a Prize will vary depending on the total number of entries in the Draw. Claiming Prizes 12. Camelot will notify You by (using the address You provided when You entered) within 48 hours of the Draw taking place if You have won a Prize. Camelot will send a Prize Claim Form for You to complete with this . If You do not claim Your Prize within 30 days of the being sent to You, Camelot will attempt to call You on the phone number You provided when You entered the Draw. Camelot will not be liable if You suffer any kind of loss as a result of Your contact details, including Your address and phone number, being incorrect or changing. Winning codes will also be displayed on the Website. 13. Prizes must be claimed before the end of the 180th day after the Draw (being 31st July 2016) and within the hours set out in Rule 4.4 of the Rules (the Claim Period ). Your entitlement to a Prize will be lost and the Prize will not be paid if a Prize is not claimed within the Claim Period. Prizes cannot be claimed by phoning The National Lottery Line. 14. You are not required to provide Your Scratchcard in order to claim Your Prize, but may wish to do so. You will be required to confirm the winning code You entered into the Draw and may be required by Camelot to provide the confirmation to prove Your entry. Camelot reserves the right to carry out checks to verify Your age and/or identity (or to ask an authentication agency to carry out such checks) and to ask You for further documentation to verify the same.

If You are claiming a Prize of 1,000 or 5,000, You must send Your completed Prize Claim Form (You will need to include Your winning entry code) by post to The National Lottery, PO Box 287, Watford WD18 9TT, in order to claim Your Prize. The completed Prize Claim Form (with all relevant details) together with confirmation of Your winning entry code must be received by Camelot at the address stated above during Camelot s normal business hours* within the Claim Period for the Draw. *Camelot s Watford Regional Centre s normal business hours are 9am to 5.30pm Monday to Thursday and 9am to 5pm on Fridays (excluding Bank Holidays). 16. If You are claiming the Prize of 100,000, You must claim Your Prize in person. You should phone the National Lottery Line during its normal operating hours (see for these) to arrange an appointment with Camelot, which must take place during the Claim Period. During the appointment, You will be required to complete a Prize Claim Form (and provide Your winning entry code), confirm Your personal information and provide proof of identity and age. 17. Once Your Prize claim has been successfully validated in line with the requirements of the Rules, Procedures and these Game Specific Rules, Camelot will pay You the Prize. For the avoidance of doubt, Camelot may withhold payment of a Prize if it reasonably believes that You are not the rightful owner of the Scratchcard the winning entry code relates to or if the winning code was entered in bad faith. 18. Prizes of 1,000 and 5,000 will be paid by cheque (at Your risk) and the Prize of 100,000 will be paid (at Camelot s option) by cheque, bank transfer or direct credit. General 19. All personal data provided to Camelot (including the Personal Information) will be processed in line with the Data Protection Act 1998 (the DPA ). Personal data will be held and used by Camelot for the purposes set out in these Game Specific Rules.
