1 Creating a Vibrant, Inclusive and Sustainable Community Together The Phoenix Society The Phoenix Society has over 20 years of experience assisting citizens with complex and multi-layered needs to achieve fulfilling life goals and full participation in the social, economic and cultural life of the community. The Society s increasing collaboration with the city of Surrey, with the business, development and financial sectors has demonstrated that innovative partnerships based on shared goals of accessibility and social inclusion, not only assist vulnerable citizens, they multiple community benefits by reducing crime, substance misuse and homelessness while increasing employment and participation in the community and the economy. The Phoenix Society: is a community-based, not for profit and registered charitable organization established in 1989 has an annual budget of $4.9 M and a staff of 60 employees focuses on partnership development and community capacity building to develop a meaningful and sustainable response to the problems of addiction and homelessness in the community The Phoenix Centre Creating a Space for Community Change The Phoenix Centre, an innovative integrated addiction services facility opened in March The result of creative community partnerships with three levels of government, community foundations and private donors sharing a common vision of a safer, healthier community, the centre creatively integrates services that cost effectively helps citizens achieve long term stability in the areas of housing, income, employment and quality of life. The Centre provides: 28 early stabilization addiction services beds for adult men 36 furnished studio units in a transitional housing program for adult men Phoenix Kwantlen Adult Learning Centre a full service employment assistance program helping adults achieve and maintain employment a community centre providing opportunities to improve health, develop skills and interests that contribute to healthy lifestyles, and opportunities to participate more fully in the community through unique financial literacy, leadership development, volunteerism, leisure and recreation programs Quibble Creek Health and Phoenix Transition Housing Centre Short Transitional Access to Recovery beds provide a safe, structured short stay transitional recovery program to improve participants access to and integration into the service continuum 52 furnished studio apartments provide safe, structured affordable post-treatment housing programming for men and women 19 years and older who have initiated lifestyle change and require ongoing social supports and access to employment and/or educational services to consolidate positive lifestyle change goals

2 Rising Sun Villas, Social Innovation Centre & Gallery The Rising Sun Project is the Phoenix Society s third socially innovative project that situates arts and culture within an ecology of affordable housing, community gardens, and university community city partnerships that develop a community engagement hub featuring formal and informal learning opportunities and applied community-based research, a Social Innovation Centre and an Innovation Café. Social Innovation Hub for Interdisciplinary Applied Social Research incubation space engaging community partners in developing and implementing applied research that addresses community needs; Community Engagement Hub development of Community Centre of Applied Learning and Social Innovation a dynamic interdisciplinary space university faculty, students and community members to develop and deliver educational and community based programs; Fine Arts Studio and Gallery with All-Nations Design space for the development and celebration of community fine arts with emphasis on Aboriginal artistic expression; linking global and local artisans to celebrate the diversity that defines Surrey; Innovation Café community meetings and celebrations of artistic and socially innovative works with coffee house talks by visiting artists and innovators; Community Garden partnership with Pos-Abilities Can You Dig It, a space for residents to participate in sustainable community gardens, produce shared and showcased at events at the Centre; Housing Continuum Supportive Housing. Transition Housing. Shared-equity Market Housing (new design prototype) The Rising Sun housing components expand the continuum of housing supports and provide an increasing stock of affordable home ownership options in perpetuity for low and moderate income home buyers.

3 Building Healthy, Strong and Sustainable Communities Arts and culture and applied research to improve community health and well-being are at the center of the Rising Sun project. The Social Innovation Centre establishes an exciting incubation space for creative innovative ideas that enhance the social, economic and environmental sustainability of the community. The All-Nations Gallery and Studio spaces are meant to attract global and local artisans to the City Centre. Supported housing, education and employment assistance, and First Nations approaches to individual, family and community health improve affordable housing options for low income citizens in an empowering community space. Unique affordable shared-equity market housing is designed to attract global-local artisans to live and work in the City Centre, and students and citizens needing access to affordable market housing. The Rising Sun Project initiates a creative and widely welcoming community-based project to celebrate the wonderful diversity and creativity that defines this rapidly growing city. Fine Art Studio and Gallery Space The Phoenix Society and partners will develop the studio and gallery as a space for faculty, staff and students to work with community-based artists, especially artists working in Aboriginal mediums of expression. A particular effort will be made to link art to social justice and other community-based issues. Fair trade will be a cornerstone value in the operation of the studio and gallery space. Community artists will be provided a safe space for artistic selfexpression and will control their own destiny in terms of the treatment and sale of their work. In the dynamic space of the studio and gallery, strategic efforts will be made to link artistic expression from around the world to identify common themes of interest and expressions and to celebrate the diversity that defines the Surrey community. The studio and gallery will be an open space for community members to roll up their sleeves and actively participate in the dynamic activities that will define the space. Community celebrations of artistic works with coffee house talks by artists will be regular events.

4 Community Innovation Hub for Interdisciplinary Applied Social Research The Phoenix Society envisions the Social innovation Centre as an exciting interactive incubation space for the exchange of ideas that enhance the social, economic and environmental sustainability of the community. The Social Innovation Centre creates space for a community engagement hub featuring formal and informal learning opportunities and applied community based research dedicated to knowledge mobilization at the community level with opportunities to scale up the impact of communitybased knowledge produced here in Surrey. Innovation Café Developed as a social enterprise in partnership with local social innovators, the Innovation Café will host community meetings, celebrations of artistic works by community artisans and coffee house talks by artists and global-local innovators. Community Garden A large community garden has been strategically designed as a community engagement space promoting social inclusion and participation. A large harvest table is the site for a variety of community celebrations and events. Other spaces within the garden provide unique interactive spaces for formal and informal learning opportunities provided by local universities and the City s Parks, Recreation and Culture department The community garden will give Rising Sun residents a chance to participate in a sustainable community garden, the produce from which will be showcased at various events that are held in the Social Innovation Centre and Gallery.

5 Rising Sun Affordable Home Ownership Units This new design prototype of Shared Equity Home Ownership at Rising Sun represents a lifestyle community focused on inclusive access to home ownership entry into the real estate market and a community of individuals making positive changes in their lives who value participation in their community. Rising Sun boasts an exceptional location within the Surrey innovation corridor of civic, university and transportation development. The Rising Sun development is a 6 story residential building located at the corner of 140th St. and 100th Avenue, Surrey. A Social Innovation Centre housing a gallery space, café and an adjacent expansive community garden area bordering existing walking pathways is included in the development. The Homeownership Villas comprise 23 studio apartment units on the 5th and 6th floors of the building. With an average floor area of 346 square feet, these studio units are aligned with the emerging micro-condo market. The units feature a larger floorplan than many micro condo developments, a separate entrance for the elevator serviced units on floors 3 6, abundant amenity space throughout the building and affordability conditions to support purchase. A typical unit at Rising Sun is designed with interior features such as quartz countertops, upgrades to flooring and boasts unobstructed views from the unit balcony to the north or south. 8 foot ceilings give the units a bright openness with double glazed energy efficient windows and doors. The spacious bathroom in each unit is equipped with stylish bath, cabinetry and tiling accents. Access to transportation (Surrey Center skytrain), amenities, shopping, hospital, and the SFU Surrey campus, City library and Surrey City Hall is excellent with bike pathways routed through the expansive green way adjacent to the Rising Sun site. The development also includes a community garden and urban farming site with access to residents. Bordered by a large greenbelt (BC Hydro right of way) to the west and the Green Timbers urban forest lands to the southeast, Rising Sun is ideally situated in central Surrey for long term suitability as a residential location.

6 Affordability In response to continuous interest being expressed from their residents about the opportunities to purchase property, the Phoenix Society, in conjunction with Vancity, have created an appropriate mechanism to offset many of the usual barriers to home purchase. Subsidized cost for Rising Sun units will range from $70,000 to $80,000 which represents a significant discount to market value. In addition to the smaller footprint of the units, modest finishings and a managed below-market approach to pricing is incorporated to allow prospective home buyers with lower income and limited down payment savings the opportunity for home purchase. The Phoenix Society will retain a majority interest in the overall strata corporation and will manage the operation and care of the building and ensure adherence by the residential owners to strata council by-laws. Target Purchasers The initial target home buyers for Rising Sun Shared Equity Home Ownership units will be individuals who have successfully completed the Phoenix Society s integrated addiction services programs combining residential addiction services, employment and educational assistance and transitional housing to support positive, sustainable lifestyle change. Employed and living in the Society s post-treatment transitional housing, these prospective home buyers can demonstrate consistent rent payment over time, a stable employment history since returning to the labour market, a desire for continued self-improvement and a passion for community-mindedness. In keeping with the affordability goals of the development, buyer eligibility will be aligned with established criteria. The units must be occupied by the owner as a primary residence with no rental of the units permitted. The home purchase process will include participation in an educational workshop for interested individuals. Purchaser eligibility criteria include: completion of application to purchase a unit attendance at a Phoenix Society workshop on homeowner education individual net worth maximum of $120,000 purchaser household income not to exceed 300% of minimum wage on an annualized basis (currently indicates annual salary maximum of $60,762) not currently an owner of another property evidence of sufficient funds for down payment and purchase transaction closing costs approval by the Phoenix Society as Covenant holder to ensure alignment with the objectives of the housing program approved for mortgage financing preference will be given to purchasers who have participated in Phoenix Society programs To ensure long term affordability for future purchasers of these units, a specific resale framework is in place which limits the maximum allowable selling price. Through this mechanism, equity in the unit is shared between the seller and the community. This is referred to as Shared Equity Affordable Home Ownership. In the shared equity model, homeowner participation in equity gains is defined by the Option to Purchase in place guiding future resale of the unit. By retaining a portion of the equity value in the housing unit, Phoenix Society creates the platform for a subsequent purchaser to also access the home at a price below future market price thus continuing accessibility for future home purchasers.
