3 Introduction Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student learning. The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it provides teaching and learning on a day to day basis. Page 1

4 Description of the School Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include demographic information about the students, staff, and community at large. What unique features and challenges are associated with the community/communities the school serves? The Salt River Pima-Maricopa Indian Community (SRPMIC) is comprised mainly of two Native American tribes, the Pima (O'Odham) and Maricopa (Piipaash). The community was established by Executive Order on June 14, 1879 by President Rutherford B. Hayes. SRPMIC is located in Maricopa County, located in the foothills of the majestic Red Mountain, surrounded by the cities of Scottsdale, Mesa, Tempe, Fountain Hills, and the Fort McDowell Indian Reservation. Today, nearly 9,500 individuals are enrolled tribal members. Comprised of the President, Vice President, and seven elected Council members, the Community Council governs the SRPMIC. Approximately 12,000 acres are under cultivation in a variety of crops including cotton, melons, potatoes, onions, broccoli, and carrots. Commercial development is reserved along the Community's western boundary. The SRPMIC proudly owns and operates several successful enterprises, including, but not limited to, the Salt River Materials Group, Talking Stick Golf Club, Talking Stick Casino and Resort, Salt River Fields at Talking Stick, Salt River Financial Services, Saddleback Communications, Salt River Devco, Casino Arizona at Salt River, and Salt River Landfill. SRPMIC encompasses 52,600 acres, with 19,000 held as a natural preserve. Approximately 650 students are enrolled in the Salt River Pima-Maricopa Indian Community Schools, which includes the Early Childhood Education Center, School (a tribal grant school), Salt River High School (a grades 7-12 public charter school) and the Accelerated Learning Academy (for at-risk secondary students). School was originally a day school operated by the Bureau of Indian Education (BIA). In 1996 the tribe applied for and received new status as a BIA grant school. Since then the Salt River Elementary School has been operated as a grant school by the Community with primary funding coming from the Bureau of Indian Education (BIE) and supplemented by the Community Council. serves a current K-6 enrollment of 336 students, several of whom come from other tribal nations. The majority of the student population resides within the local Community. At School its Culture and Language department has been committed to helping with revitalizing the language, culture and traditions of the O'Odham and Pippash. The school has also been committed to helping its students achieve high academic standards. Staffing as far as administrators, teachers, instructional assistants (or paraprofessionals) and office staff is currently at 70. All teachers and instructional assistants are highly qualified with the exception of one teacher who is serving as a long-term substitute and who is completing his certification and has a master's degree. Maintenance and grounds are part of the SRPMIC Government's Public Works department and do not fall under the Education Division of SRPMIC Schools. Other human resource staff is available to, such as the Education Division psychologist, contracted OT services, an SRPMIC Social Services facilitator, a School Resource Officer, and high school tutors and temp employees. According to a First Things First report provided to the Arizona Early Childhood Development & Health Salt River Pima-Maricopa Indian Community Regional Partnership Council on April 16, 2013, the unemployment rate has been declining since 2010 but remains nearly double the statewide rate - 5.1% unemployment in SRPMIC in January 2012 compared to 8% for Arizona. One in four households with children lives in poverty. Nearly one in three women who gave birth in SRPMIC during 2012 had less than a high school education compared to less than one in four women giving birth county-wide and statewide. Young children in SRPMIC are much more likely to live with single moms or grand-parents than young children in the rest of the county and the state. The need for high quality, affordable child care is strong. Two out of three households with children in SRPMIC have all caregivers in the labor force. We have challenges not unlike other reservation communities but we also have a lot of resources and outside agencies that help us in meeting the various needs of our students and population. One unique feature of our school is that we are a Helios Science Foundation Page 2

5 supported school, having received a highly competitive Helios STEM grant two years ago (we are in Year 2 of our grant). This year with our grant for STEM (Science, Technology, Engineering and Math) we have been focusing on teacher professional development with increased STEM instructional practices. Our future goal is to fully integrate STEM into our teaching and learning across all core content areas. Another unique feature is that we have a Robotics afterschool club. Our school also understands the importance of providing a child a well-rounded education so in addition to the core content area classes we have PE, music, library specials and computers/technology. All students also receive Culture and Language classes. In addition on our campus is the Family Adult Child Education (F.A.C.E.) Literacy Program, which is funded mainly by the BIE. F.A.C.E. includes three components: Homebased (home visits to service families from prenatal to age 3 with information provided on child's development plus parent and child activities); Centerbased - Early Childhood (for children ages 3 to 5 and includes one hour of parent and child together time); and Centerbased - Adult (for adult participants of homebase and centerbase and providing such services as Adult Basic Education/GED preparation, life skills, computer literacy, parenting skills, and culture and language activities). We have gone through some changes the past three years. The current principal started two weeks into the school year, taking over for the previous principal who had been at Salt River as a teacher then assistant principal and then principal for 25-plus years. As for other staffing trends, As for staffing, we began the current school year with five new teaching hires, all with previous teaching experience. Our new 5th grade teacher left after three months for personal reasons and we have been trying to fill that position since (we do have a highly-skilled individual who has been long-term subbing). Looking back at school year , we also hired five new teachers. All are still here. Two teachers at the end of SY were not rehired. As for teacher experience, at the start of SY there were 15 certificated teachers with under three years of experience; and 18 with over three years at our school (14 of these over five years). We have 18 Native American teachers. As for student counts, after a steady climb in enrollment the student numbers dropped this school year as some 70 students enrolled in a brand new charter school that was built on the SRPMIC grounds. Our attendance rate has steadily climbed over the past five years, going from 93% in SY to 96% in SY and maintaining around 96% this school year. One unique challenge is that despite being located in Arizona we are still under the BIE's accountability system of needing to make Annual Yearly Progress (AYP) instead of the A-F letter grading system based on student growth used by Arizona public schools. The AYP Annual Measureable Objectives (AMOs) for 2015 are these proficiency targets: 3rd (83% Math, 87% Reading); 4th (81 Math, 87 Reading); 5th (80 Math, 89 Reading); 6th (78 Math, 90 Reading). Like all schools in Arizona though we take the same standardized test required by the state. This year we face the challenge, as do many Arizona schools, of performing well on a new and more rigorous assessment called AzMERIT. Page 3

6 School's Purpose Provide the school's purpose statement and ancillary content such as mission, vision, values, and/or beliefs. Describe how the school embodies its purpose through its program offerings and expectations for students. Our purpose or mission statement was revised this school year with feedback from staff, students and parents. Our new mission statement is similar to the old mission statement but shorter and clearer. Below is our old vs. our new SRES Mission Statement: Old Mission Statement: "In partnership with family and community, School will provide our students with a dynamic learning environment where all individuals can successfully master academic standards to enable them to become responsible Onk Akimel O'Odham and Xalychidom Piipaash citizens and to reach their full potential." Current Mission Statement (as of February 2015): "In partnership with family and the O'Odham and Piipaash community, SRES will provide all students with an innovative learning environment to master academic standards, to reach their full potential, and become productive lifelong learners." We have not revised our SRES Vision Statement yet. It reads as follows: "To create a community of learners who work together to meet the challenges and take advantage of the opportunities that exist within both the Native Community and in our ever-changing global society." We work hard to embody our mission and vision. STEM learning and opportunities to participate in clubs such as Robotics and programs such as band and choir all add to an innovative learning environment. We have been working together with the Scottsdale Philharmonic Orchestra who have been providing violin classes to our afterschool students the past two years. Our partnership with Scottsdale Community College allows for 5th and 6th grade students to apply for the Salt River Junior ACE Program, which is a new collaborative venture involving SCC and SRPMIC. The project engages SRPMIC 5th, 6th, 7th and 8th grade students in a bridge program that benefits them with college related experiences. Its mission: "Working collectively and responsibly, we help our students recognize and become prepared for postsecondary opportunities." Another partnership with SCC is the Arizona Mathematics Partnership (AMP). Here at SRES, teachers in 5th and 6th grade are trained in innovative best teaching practices that lead to students working together to problem solve, justify and explain their thinking as well as draw and label their work in mathematics. In addition, we have had a partnership with the Rodel Foundation, first through MAC-Ro Math, and now in 4th grade with Math 20/20, an initiative similar to AMP that trains teachers on how to best teach the Arizona College & Career Ready Standards in math. In addition every K-6 student at receives Culture and Language. We go beyond just that. Our music teacher works closely with our culture teachers to incorporate the native language into songs. This year we took first place in the annual Native American Recognition Day (NARD) parade in the Education Division. Our students sang "I Believe I Can Fly" in O'Odham. They showcased this recently when Secretary of the Interior Sally Jewel visited our school. As for academics, we are constantly striving to have our students master the standards and we have shown strong growth in learning the past two years (if we had been under the Arizona A-F letter grade system which is based on student growth, we would've been just four points shy of a B letter grade instead of not making AYP). Our students are reading a lot as evidenced by words read as part of our expanded Accelerated Reader Program. In addition to academics, students in 6th grade can participate in junior varsity sports as part of the high school (which is a grades 7-12 public charter school). This year's message at our school and in our district is built around the word "believe" and the endless possibilities that go with this word. We believe that all kids can accomplish great things! 8 Notable Achievements and Areas of Improvement Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for improvement that the school is striving to achieve in the next three years. We have seen notable achievements the past three years in AIMS reading results. In Grade 3 Reading, students have gone from 59% in SY 11-12% to 70% in SY to 78% proficiency in SY Grade 4 has seen proficiency scores of 59, 50 and 67; Grade 5 scored at 57, 65 and 69%; and Grade 6 has gone from 67 to 62 and then up to 74% on the Spring 2014 AIMS test. As for math, which has been our biggest challenge, 3rd grade has done well the past three years, going from 57 to 60 to 72% proficiency overall. As for student growth, we performed very well last school year. If growth measures were factored in and we were under an A-F letter grade system like most public schools in Arizona are, we would've just missed being a "B" school instead of not making AYP. Looking at Galileo assessment scores, we have shown strong gains when comparing SY to SY the overall proficiency of K-6 students combined (we are only in our 3rd year of Galileo and will be analyzing post-test results soon for SY 14-15). In SY 12-13, just 48% of our K-6 students mastered the Galileo math standards compared to 76% in SY In reading, for SY 12-13, 60% of K-6 students met proficiency compared to 75% for SY In addition, with the awarding of the Helios STEM three-year grant (we are year 2) we have seen improvements in the teaching of science and STEM learning, including the use of focus questions, science word walls and language, hands-on and inquiry (in science classes we are starting to see more higher order thinking and learning). Our ultimate goal, as noted is to fully integrate STEM across the curriculum. We have seen improvement in school climate over the past three years, having implemented PBIS approaches as well as Character Counts. We have also seen improvement in our teachers looking at data, discussing and analyzing it and assessing student learning frequently with more standards-based assessments. The principal and assistant principal are both seen as instructional leaders and working with teachers and instructional assistants to improve instruction, including doing walkthroughs and observations. Math is an area we have struggled in. We had a math specialist last year and saw gains in math. She left to go overseas and we have not been able to find a replacement yet. We have just begun using programs such as ALEKS and have had trainings on using math manipulatives and the "Singapore" method (concrete to pictorial to abstract) as part of our Math In Focus curriculum. In addition we hope to see gains eventually in the more problem-solving "Common Core" approach to math. To this end we have partnered with Scottsdale Community College (as noted) with the AMP approach for Grades 5-6 teachers and The Rodel Foundation with Math 20/20 for Grade 4 teacher. The principal has also received professional leadership development this year in Math 20/20 and what to look for in regards to strong math teaching. He has also received professional leadership development in "look-fors" in STEM teaching and learning. We are heading toward integration of STEM across our curriculum and have created a STEM Specialist position that we hope to fill before the end of this school year. While the number of our special education population does not constitute a subgroup in regards to AYP, we know that these students overall are not achieving at the levels we want and expect. This year we have begun the journey of co-teaching, which is a full inclusion model. We believe this will eventually lead to greater student gains not only among our Special Education students but also all our students in co-teaching classrooms. Another area in need of improvement, based on survey results, is the need to strengthen collaborative and shared decision making. We will be implementing Professional Learning Communities (PLCs) in SY using the DuFour PLC model. We believe that the PLC approach will enhance us in many areas. In addition, while parent and community turn-out is excellent at our math, reading, STEM and culture nights, we need to strengthen our Parent Advisory Committee. We do have one active parent this year who is not only a part of our PAC but also our School Leadership Team. We will be continuing to work on our PAC. Finally we will be working on Page 6

9 establishing a formal structure where every student has an adult advocate. We will be looking into such approaches as Kids At Hope. Page 7
