4 HABC Level 2 Award in Emergency First Aid at Work (QCF) This qualification is accredited and currently sits on the Qualifications and Credit Framework (QCF). It is supported by Skills for Health, the Sector Skills Council for Health and aligns with the requirements set by the HSE GB and HSE NI. This accredited qualification is ideal for those already working or preparing to work within industry wishing to become an Emergency First Aider in the workplace for the purposes of the Health and Safety (First Aid) Regulations How is this Qualification Structured? This qualification is made up of one mandatory unit, which learners must complete successfully in order to achieve the qualification. This is as follows: Emergency First Aid in the Workplace [A/504/4517] How is this qualification delivered? It is recommended that the qualification should operate on a ratio of (a maximum of) 12 learners to 1 tutor and the qualification has a minimum of 8 guided learning hours. The minimum contact hours of this qualification, excluding breaks, should be for a minimum period of 6 hours over 1 day. Topics covered by this qualification include: the roles and responsibilities of the Emergency First Aider, assessing an incident, recognising signs and symptoms of injury and illness and assisting a casualty who is suffering from injury and illness. How is the qualification assessed? We have worked with subject matter experts in first aid to develop a robust, yet streamlined HABC assessment pack which includes: Practical demonstration: This ongoing assessment will involve learners demonstrating practical first aid skills across a number of areas. Oral Examination: This will be completed via ongoing questioning with learners on the course and will require learners to demonstrate their knowledge and understanding in a number of first aid related areas. Certification: All successful students will be issued with an Emergency First Aid at Work certificate, along with a wallet-sized plastic card. This qualification is valid for a period of 3 years, at which point learners will need to re-sit the course. However the recommendation is that learners refresh their knowledge annually. 5 How can I become a Trainer/Assessor to deliver this qualification? Those involved in the training and assessment of this qualification must meet the following two criteria: 1. be occupationally competent in the area of first aid. This can be evidenced in any of the ways listed below: holding a valid and current FAW certificate issued by either HSE or an awarding organisation/body registration as a doctor with the General Medical Council (GMC) registration as a nurse with the Nursing and Midwifery Council (NMC) registration as a paramedic with the Health and Care Professions Council (HCPC) 2. be occupationally competent in the area of training and/or assessing in line with the Learning and Development NOS 9 Assess Learner Achievement. This can be evidenced in any of the ways listed below: Level 3 Award in Assessing Competence in the Work Environment (QCF) Level 3 Award in Assessing Vocationally Related Achievement (QCF) Level 3 Award in Understanding the Principles and Practices of Assessment (QCF) Level 3 Certificate in Assessing Vocational Achievement (QCF) A1 or D32/D33 A2 or D32 Further and Adult Education Teachers Certificate Cert Ed/PGCE/B Ed/M Ed PTLLS/CTLLS/DTLLS S/NVQ Level 3 or 4 in Training and Development IHCD Instructional Methods IHCD Instructor Certificate English National Board 998 Training Group A22, B22, C21, C23, C24 TQFE (Teaching Qualification for Further Education) NOCN Tutor Assessor Award First Aid Instructor Level 3 International Award in Delivering Training Note: This list is not exhaustive and HABC will review applications from individuals who have qualifications/experience not contained on the above list. In addition, it is important that tutors/assessors maintain an up-to-date knowledge of first aid to ensure their delivery and assessment is in line with current practice/guidelines. 6 How will Internal Quality Assurance Work for this qualification? HABC centres will be required to have in place a robust mechanism for internal quality assurance. Internal quality assurance must be completed by an appropriately qualified person and that person must not have been involved in any aspect of the delivery or assessment of the course they are quality assuring. Internal quality assurance should monitor both the delivery and assessment of the qualification and can involve a number of different methods of monitoring e.g. observation of course delivery/assessment, sampling of course assessment material, learner interviews etc. For HABC centres new to internal quality assurance we have developed a free Tutor, Assessor and Internal Quality Assurance Guidance Pack which provides comprehensive guidance and examples of how this system can be implemented and managed simply. What are the criteria for Internal Quality Assurance? HABC requires those involved in the internal quality assurance of the qualification to meet the following four criteria: 1. be occupationally competent in the area of first aid. This can be evidenced in any of the ways listed below: holding a valid and current FAW certificate issued by either HSE or an awarding organisation/body registration as a doctor with the General Medical Council (GMC) registration as a nurse with the Nursing and Midwifery Council (NMC) registration as a paramedic with the Health and Care Professions Council (HCPC) 2. have working knowledge of the requirements of the qualification at the time any assessment is taking place. 3. have a thorough knowledge and understanding of the role of tutors/assessors and internal quality assurance. 4. conduct a visit and observe assessments, supporting tutors and assessors in their delivery and assessment. 7 HABC Level 3 Award in First Aid at Work (QCF) This qualification is accredited and currently sits on the Qualifications and Credit Framework (QCF). It is supported by Skills for Health, the Sector Skills Council for Health and aligns with the requirements set by the HSE GB and HSE NI. This accredited qualification is ideal for those already working or preparing to work within industry wishing to become a First Aider in the workplace for the purposes of the Health and Safety (First Aid) Regulations The recommended course duration is 3 days; however the course duration may be increased to meet additional learning needs if required, but may not be reduced. How is this qualification structured? This qualification is made up of two mandatory units, which learners must complete successfully in order to achieve the qualification. These are as follows: Emergency First Aid in the Workplace [A/504/4517] Recognition and Management of Illness and Injury in the Workplace [F/504/4518] How is this qualification delivered? It is recommended that the qualification should operate on a ratio of (a maximum of) 12 learners to 1 Tutor/Assessor. The qualification has a minimum of 24 guided learning hours. In addition to this guidance, the HSE have stipulated that the contact time for this qualification, excluding breaks, should be for a minimum period of 18 hours over 3 days and for requalification 12 hours over 2 days. How is the qualification assessed? We have worked with subject matter experts in first aid to develop a robust, yet streamlined assessment pack which includes: Practical demonstration: This is completed throughout the course. This ongoing assessment will involve learners demonstrating practical first aid skills across a number of areas. Oral Examination: This will be completed via ongoing questioning with learners on the course. This will require learners to demonstrate their knowledge and understanding in a number of first aid related areas. Certification: All successful learners will be issued with a First Aid at Work Certificate, along with a wallet-sized plastic card detailing their qualification which is valid for a period of 3 years. What about requalification? The cost per learner registration for this qualification, including certification card and results is just 9.25+VAT. The qualification is valid for 3 years. Prior to the expiry of the award, learners must be assessed against all learning outcomes and assessment criteria in the units. Requalification has a recommended course duration of 2 days. However, the course duration may be increased to meet additional learning needs if required, but it cannot be reduced. In order to be eligible to receive requalification training, learners must present a valid FAW certificate at the start of the course. This qualification is valid for a period of 3 years, at which point learners will need to re-sit the course. However, the recommendation is that learners refresh their knowledge annually. 10 HABC guide to Internal Quality Assurance (IQA) for a First Aid Centre Centres delivering the HABC Level 2 Award in Emergency First Aid at Work (QCF) and/or the HABC Level 3 Award in First Aid at Work (QCF) are required to have a robust internal quality support system in place. The information below acts as guidance on how an IQA strategy can be implemented, however centres are able to implement their own strategies where available. Minimum Centre Workforce Requirements An IQA Officer is responsible for the quality assurance of the delivery and assessment of the qualification. They are required to: 1. be occupationally competent in the area of first aid 2. have working knowledge of the requirements of the qualification they are quality assuring at the time any assessment is taking place 3. have a thorough knowledge and understanding of the role of tutors/assessors and internal quality assurance 4. visit and observe assessments supporting tutors and assessors in their delivery and assessment 5. ensure the delivery and assessment meets qualification requirements 6. ensure all assessment paperwork is completed accurately 7. ensure all tutors/assessors IQA d 8. support/develop tutors/assessors 9. provide an audit trail of IQA In addition to the above, IQA s could look to complete a recognised qualification in internal quality assurance which would look to support their knowledge and understanding of the role. The IQA Officer should not: 1. be involved in the delivery of the course they are quality assuring 2. be involved in the assessment of the course they are quality assuring 10 First Aid: The Essential Guide

11 How to implement an IQA process? Step 1 Tutor/Assessor Grading: First of all agree an initial grade for tutors/assessors to begin to identify how much support they will require form the IQA Officer. This initial grading is not permanent and can change based on tutor/assessor developments. A suggested grading method is shown below which uses a traffic light system. RED: Tutors/Assessors who have little or no experience in the delivery and/or assessment of the qualification. AMBER: GREEN: Tutors/Assessors who have a moderate amount of experience and competence in the delivery and/or assessment of the qualification. Tutors/Assessors who have a significant amount of experience and competence in the delivery and/or assessment of the qualification. Step 2 Sample Strategies: Once you graded you are then able to identify the volume or the amount of internal quality assurance support needed as identified in the sample strategy below: Grade RED Sample Volume (figures provided are used as an example) Tutors/Assessors would require the following IQA support: 1 observation visit for every course registered, and 1 desk-based review for every course registered AMBER GREEN Tutors/Assessors would require the following IQA support: 1 observation visit for every 10 courses registered, and 1 desk-based review for every 10 courses registered Tutors/Assessors would require the following IQA support: 1 observation visit for every 20 courses registered, and 1 desk-based review for every 20 courses registered PLEASE NOTE: For Tutors/Assessors that do not achieve the above guided amounts, a minimum of one annual observation visit is recommended. 12 Step 3 Sample Plan: Once you have created your sample strategy, you will then be required to put together a sample plan for your IQA. This should provide the following: an audit trail of all courses delivered a sample plan for IQA an outcome for each sample Step 4 Sampling Report: You should complete an IQA Sample Report for each of your checks e.g. observation, desk based etc. This sample report can look at any of the following: the delivery of the qualification the assessment of the qualification the completion of the assessment paperwork Step 5 Keep an Audit Trail of IQA: In order to help you keep an audit trail of your IQA, we d suggest keeping a folder of all your paperwork, which can be made available for external quality assurance. These three folders should include the following: Folder 1 - all completed EFAW Assessment Packs Folder 2 - all completed FAW Assessment Packs Folder 3 - all IQA Packs (including plans and reports) External Quality Assurance (EQA) HABC is required by Ofqual, the HSE and SfH to quality assure our approved centres. EQA is a support mechanism for our centres and their workforce. The EQA officers that complete your visits will be employed by HABC their audits will include: A Desk Based Review Engagement Visits All assessment and internal quality assurance paperwork must be maintained for a minimum period of 3 years. 12 First Aid: The Essential Guide

13 HABC Level 2 Award in Cardiopulmonary Resuscitation and Automated External Defibrillation (QCF) This qualification is accredited and currently sits on the Qualifications Credit Framework (QCF). It is supported by Skills for Health, the Sector Skills Council for Health and aligns with the requirements set by the HSE. This accredited qualification is ideal for those who require further training or are looking to develop their knowledge and/or skills in this subject area. It is recommended as training for first aiders in the workplace environment who have access to a defibrillator. Learners gaining this qualification will know that Cardiopulmonary Resuscitation and Automated External Defibrillation form an essential part of the chain of survival. How is this Qualification Structured? This qualification is made up of one mandatory unit, which learners must complete successfully in order to achieve the qualification. This is as follows: Cardiopulmonary Resuscitation and Automated External Defibrillation Skills [J/503/1186] How is this qualification delivered? We have worked with subject matter experts in first aid to develop a robust, yet streamlined assessment pack which includes: Practical demonstration: This is completed throughout the course. Learners must practically demonstrate the application of the correct techniques in all the areas indicated within the learning outcomes of the unit. Oral examination: This will be completed via ongoing questioning with learners on the course. This will require learners to demonstrate their knowledge and understanding in a number of first aid related areas. Certification: The cost per learner registration, including certification and results is 4.75+VAT. All successful students will be issued with a CPR and AED Certificate. This qualification is valid for a period of 3 years, at which point learners will need to re-sit the course. However, the recommendation is that learners refresh their knowledge annually. 14 HABC Level 2 Award in Cardiopulmonary Resuscitation and Automated External Defibrillation (QCF) How is this qualification delivered? It is recommended that the qualification should operate on a ratio of (a maximum of) 12 learners to 1 tutor and the qualification has minimum guided learning hours of 6. This qualification is typically delivered over 1 day. How can I become a Trainer/Assessor to deliver this qualification? HABC requires that Nominated Tutors have teaching experience and hold a qualification in the relevant subject area. Suitable subject area qualifications may include: holding a current and valid FAW certificate issued by either HSE or an Awarding Organisation/Body registration as a doctor with the General Medical Council (GMC) registration as a nurse with the Nursing and Midwifery Council (NMC) registration as a paramedic with the Health and Care Professions Council (HCPC) Suitable teaching qualifications include: Level 3 or 4 PTLLS or above Diploma or Certificate in Education Bachelors or Masters Degree in Education City and Guilds Teachers Certificate or equivalent Level 3 or 4 NVQ in Training and/or Development Award in Delivering Training (ADT) or Professional Trainers Certificate Proof of at least 30 hours of training in any relevant subject HABC may also accept proof of attendance on an instructor course (or equivalent) together with relevant work experience and a training qualification or training experience. 15 HABC Level 2 Award in Paediatric First Aid (QCF) This qualification has been accredited and currently sits on the Qualifications and Credit Framework (QCF). It is supported by Skills for Health, the Sector Skills Council for Care and Development. This accredited qualification is aimed at those who wish to become a Paediatric First Aider in the workplace with a responsibility for the welfare of infants and children. This qualification is intended for learners already working or preparing to work in a childcare setting. How is this Qualification Structured? This qualification is made up of two mandatory units and learners must successfully complete the assessment for both units to achieve the qualification. These are as follows: Paediatric Emergency First Aid [F/600/2036] Managing Paediatric Illness and Injury [J/600/2037] How is this qualification delivered? It is recommended that the qualification should operate on a ratio of (a maximum of) 12 learners to 1 tutor and the qualification has minimum guided learning hours of 20. 16 HABC Level 2 Award in Paediatric First Aid (QCF) How is this qualification delivered? We have worked with subject matter experts in first aid to develop a robust, yet streamlined assessment pack which includes: Practical demonstration and oral questioning: This is completed throughout the duration of the course. This ongoing assessment will involve learners demonstrating the application of the correct techniques in all the first aid areas indicated within the learning outcomes of the unit. Multiple choice examination: There will be a multiple-choice examination at the end of the course. Successful learners must achieve a score of at least 10 out of 15. All successful students will be issued with a Paediatric First Aid Certificate. This qualification is valid for a period of 3 years, at which point learners will need to re-sit the course. However, the recommendation is that learners refresh their knowledge annually. How can I become a Trainer/Assessor to deliver this qualification? HABC requires that Nominated Tutors have teaching experience and require one subject area qualification and one teaching qualification. Suitable subject area qualifications may include: holding a current and valid FAW certificate issued by either HSE or an Awarding Organisation/Body registration as a doctor with the General Medical Council (GMC) registration as a nurse with the Nursing and Midwifery Council (NMC) registration as a paramedic with the Health and Care Professions Council (HCPC) Suitable teaching qualifications include: Level 3 or 4 PTLLS Diploma or Certificate in Education Bachelors or Masters Degree in Education City and Guilds Teachers Certificate or equivalent Level 3 or 4 NVQ in Training and/or Development Professional Trainers Certificate Proof of at least 30 hours of training in any subject Nominated Tutors should also be able to demonstrate relevant experience and knowledge in a work context and provide evidence of engagement with the subject field and continuing professional development.
