BACKGROUND INFORMATION ABOUT CAFOD CAFOD is one of the UK s leading development and relief agencies with a reputation for innovative, people-centred international work overseas and creative education, campaigning and fundraising work in England and Wales. We are the official aid agency of the Catholic Church in England and Wales and part of Caritas International, a worldwide group of Catholic aid agencies. We promote human development and social justice in witness to Christian faith and gospel values. We work with the Catholic community in England and Wales to bring about a just world through learning, prayer, action and giving. As an agency of the Bishops Conference of England and Wales, this partnership is central to our identity and underpins our mission. Our relationships with our partner organisations overseas play a central role in shaping our vision, culture, mission, identity and ways of working. Our approach to our development and relief work overseas as well as our education and advocacy work here in England and Wales are also based on partnership. ABOUT OUR EDUCATION PROGRAMME We raise funds from Catholic community in England and Wales, the UK government and the general public so that we can: Work alongside people in need to reduce poverty and bring about sustainable change through development and humanitarian programmes. Increase understanding of the causes of poverty and injustice and encourage the Catholic community to embrace values, attitudes and lifestyles that are rooted in the Gospel. Challenge governments and international bodies to adopt policies that promote social justice and end poverty. This is done both directly and by rallying the Catholic community. Our Development Education Fund is one tangible aspect of our engagement with global justice education and campaigning issues. The Fund provides support for groups and organisations involved in global justice education work in England and Wales in order to further CAFOD s strategic goals and education priorities. The Fund: a) Supports education and campaigning work where CAFOD has not the resources to reach. b) Funds innovation and risk. c) Is building a portfolio of good practice so that CAFOD and its networks can learn, share and hone competencies in delivering education work.

FUNDING CRITERIA We only consider funding applications for projects and programmes that: Can demonstrate that their goals and outcomes are in line with CAFOD s Vision, Mission and Values, educational aims and priorities. Have clearly defined and deliverable outcomes. Have a commitment to equal opportunities and have sound (ethical) employment practices, i.e. staff involved in the project or programme are paid at least the national minimum wage and have acceptable standards and conditions of employment. Demonstrate the involvement of beneficiaries in the project or organisation. Can provide evidence that there is demand or need for the work and it is not duplicating the efforts of other groups or organisations. Where there is a local focus, have discussed the project s aims, outcomes and activities with a CAFOD Diocesan Manager. We do not fund: Organisations that cannot demonstrate charitable status. Organisations or projects whose primary purpose is political. Organisations or projects in the formal sector for which there is official funding including core-funding for Development Education Centres. Provision of buildings or vehicles. Projects that are normally funded from commercial sources. Organisations from Scotland or Ireland or outside England and Wales. Funding for individuals (for assistance with studies or for overseas visits). Groups or organisations whose primary role is to raise funds. Groups which are seeking funding for international links or twinning (e.g. of parishes/schools/towns). 3

4 3. FUNDING TYPES AND STREAMS 3.1 Funding Types Core funding (for organisations that have a long-standing core relationship and a very close synergy with our work). Core funding tends to be recurring and application is accepted on an annual and 3-yearly basis. We believe that established organisations should build up a small reserve of funds in their account to cover them in times of emergency. The reserves should be approximately three months running costs. We will only offer core funding to organisations with sufficient reserves. Project funding (for work with a timeframe of one to three years with a clearly defined beginning and end points). Currently as we are operating in an uncertain economy, we are committing to one-year funding support only and welcoming new application in subsequent years subject to our funding capacity as applicable. 3.2 Funding Streams 1) Justice and Peace (J&P) Funding is for Catholic diocesan Justice and Peace Commissions/Networks and local groups only. Our core funding support is given to dioceses for Justice and Peace programmes. CAFOD always welcome applications as long as matched funding is being provided with a long-term view for Commissions/Networks and groups to become self-sustaining. 2) National Programmes Funding is for national Development Education organisations and small one-off projects often operating at the local level. 3) Justice and Spirituality Funding is for groups or organisations involved in projects that deepen or broaden an understanding of global issues specifically from a faith perspective as well as for those seeking to work ecumenically or fostering an interfaith approach. 4) Youth Funding is for youth groups and organisations working to develop creative approaches to global learning in partnership with CAFOD. 4

5 OUR GRANT AMOUNT The amount available relates closely to CAFOD s year total income. Typical grants range from 200 up to 10,000. We consider larger grants only in exceptional circumstances. The average grant is usually around 3,000-6,000. UNUTILISED GRANT Full or part grant not used for a particular project or programme should be returned to CAFOD. Please notify the Dev Ed Fund Coordinator if you wish to use your grant for any other purpose than was originally given. We will consider your proposal as a new funding application. 5

APPLICATION PROCESS 4.1 Application Cycle New process at start of financial year (1 st April 2013 to 31 st March 2014) Application Cycle January 1 st through to September 30 th (closing deadline). Decision Month October or November We accept applications during these times. In addition to sending us a signed application by post with supporting documents, we will also appreciate an e- mail copy to help with our administration. Applications must be submitted by the advertised closing date above. We will not consider applications received after this date. 4.2 Application Decision Time-Table October - December October November Processing applications for decision meetings. Decision meetings December Informing projects of applications outcome 4.3 Writing your Application Grants Payment Processes We use an outcomes based approach to our funding. Outcomes are the positive changes that will come as a direct result of your work. This means that we are more interested in the difference a project or organisation will make rather than the choice of activities undertaken. Our assessment of your application is based around: How well your outcomes addresses an identified need How likely you are to achieve them How well they fit with the aims of our funding 6

7 5. REPORTS AND EVALUATIONS CAFOD generally request annual progress reports from all grant recipients. This means a year must have elapsed since payment of one grant to re-apply for another. 1) Core funded Programmes and Projects Annual Report Form This is for our annual core funded organisations as well as those applying for the second or third year of a three-year project. Use this form to report back on your (previous year's) core funding and/or to seek continued funding in the second and third year of a 3-year project when applicable. 2) Evaluation Form Submit an evaluation form at the completion of your one-year project. Annual core funded organisations are expected to submit an evaluation form instead of a Report Form every third year of continuous funding support. 3) Review Form Submit a review form at the completion of your three-year project/programme. Review and evaluation are important learning processes. Learning is about what has worked well and also what has worked less well. A review or evaluation report is one way of sharing learning, to help improve the quality of our work and of other partners work. 6.
