1 Department of Health Disability Access and Inclusion Plan Department of Health (Royal Street) Strategies to Improve Access and Inclusion July June 2015

2 Outcome One: People with disabilities have the same opportunities as other people to access the services of, and any events organised by the Department of Health (DoH) (Royal Street). Ensure that the objectives of the Disability Services Plan are incorporated into strategic business planning and budgeting processes. Disability Services Coordinator will liaise with Executive groups and Facility Management and provide advice as appropriate. Disability Services Coordinator Ensure that all events organised by the DoH (Royal Street) are accessible to people with Disability access needs at these events will be accommodated on an as-needs basis. All community groups are advised of the facilities available at DOH (Royal Street) for people with All DoH (Royal Street) areas Ensure all administration staff are aware of the facilities available to people with Page 2 of 8

3 Outcome Two: People with disabilities have the same opportunities as other people to access the buildings and other facilities of DoH (Royal Street). Ensure all buildings and facilities are physically accessible to people with Survey access to the external and internal of the building to ensure that easy access for people with Annually Central Services Audit and identify access barriers to buildings and facilities using the Access Resource Kit checklists and Disability Access Consultants: Annually prioritise and make submissions to rectify identified barriers identify access complaints to support submission. Monitor State Government Guidelines for Information, Services and Facilities, and incorporate into Royal Street Operational Instructions. Monitor access to the building and individual areas within the building to ensure that these are suitable to allow easy access for people with Page 3 of 8

4 Ensure that all new or redevelopment works provide access to people with disabilities, where practicable. Implement procedures to enable the Disability Services Coordinator to review proposals for redevelopment and new work projects. Central Services Apply the Building Code of Australia, Australian Standards on Access (mandatory and recommended) and the Advisory Notes on Access to Premises prepared by the Human Rights and Equal Rights Commission when new works to buildings and facilities are undertaken. Include appropriate specifications in tender documents. Ensure physical access for people with disabilities is available at Grace Vaughan House (GVH). Review physical assess for people with disabilities eg: number of ACROD parking bays, ramp access, toilets for people with disabilities and appropriate access and signage. Environmental Health & CDCD Management & Staff Ensure fire wardens are trained in the evacuation procedures for people with Conduct training courses on a regular basis in procedures for people with disabilities DOH (Royal Street). 5 Outcome Three: People with disabilities receive information from DOH (Royal Street) in a format that will enable them to access the information as readily as other people are able to access it. Improve accessibility of WA Health internet and intranet websites to meet W3C Web standards. Redesign WA Health internet website to comply with WA State Government Web Governance Framework guidelines for accessibility and meet a minimum level of a Level of W3C Web Content Accessibility Guidelines. This includes development of accessible web templates to be used across the organisation. Redesign or redevelop WA Health intranet to include review of the web pages accessibility. New web templates developed to meet with accessibility guidelines (as per above, for Internet website) and Communications Directorate Page 5 of 8

6 Improve accessibility of WA Health Communication Style Guide. Reviews WA Health Communication Style Guide and templates etc. to address accessibility issues including watermarks, colour contrast etc. Provide links to WA Health Disability Access and Inclusion Policy and relevant documents and include Disability Services Commission Guidelines for accessible printed information : in WA Health Communication Style Guide document in WA Health Writing Style Guide on Communication Style Guide intranet website and ongoing Communications Directorate Improve staff skills in writing clearly and concisely (in plain English) and writing accessible content for the web. Training courses to be run: Writing for the Web Writing in Plain English and Communications Directorate Improve staff awareness of accessibility issues when creating/writing publications and content for the web. Ensure all WA Health publications are able to be provided in alternative formats on request. DoH (Royal Street) to adopt the use of the statement in all publications: This document can be made available in alternative formats on request from a person with a disability Communications Directorate in conjunction with DAIP Coordinator, Royal St Page 6 of 8

7 Outcome Four: People with disabilities receive the same level and quality of service from the staff of DOH (Royal Street) as other people receive from staff of DOH (Royal Street). To provide disability awareness training for all staff. Provide information and training to staff on disability and access issues through: Staff induction and Staff newsletters. Adopt State Government Guidelines for Information, Services and Facilities, and incorporate into Department of Health (Royal Street) policy. Develop DAIP ELearning Module with Area Health Services. Human Resources To ensure that all internal and external training consultants conform with and further the principles of the Disability Services Act Inform all internal and external educators of the requirements and principles of the Disability Services Act Human Resources Include an awareness session in the standard induction and orientation process for all EH staff. 8 Outcome Five: People with disabilities have the same opportunities as other people to make complaints to the Department of Health (Royal Street). To ensure complaints related to access to participation in public consultation, decision making and grievance procedures are resolved to the negotiated satisfaction of the complainant. Register, record and respond to all compliments and complaints in accordance with health department policy and procedures.
