3 NFPA 1072 Task Group Process Structure of NFPA 1072 Included members of both NFPA 472 and 1001; meetings were open to all Developed initial draft JPRs based on NFPA 472 competencies Met weekly via online teleconference Updated drafts were distributed to members after each meeting for comment Emphasizes job requirements (quals) at each level based on NFPA 472 APIE structure Analyzing the Incident What are the AWR/OPS/Tech/IC responsibilities? In what order are they performed? JPRs are presented in performance order, using level-appropriate verbs. Qualifications are not repeated from JPR to JPR or level to level (i.e., may be similar JPRs with different performance expectations). NFPA 1072 Discussion Points General Items of Note AWR and OPS: Presumed responders will be working under the supervision/direction of a higher authority (SOPs, IC, HM Tech, etc.) HMT: Presumed HMT s will be supervising Ops Mission-Specific, must know those skills IC: Presumed IC will be advised by HMT s and /or other knowledgeable HM resources NFPA 1072 Discussion Points Personal Protective Equipment AWR assumes no PPE as minimum standard OPS Core assumes responders will use PPE issued by AHJ for routine duties; AHJ responsible for training Mission-Specific PPE assumes something different is being done/used because it is a HM incident (e.g., following a different doffing procedure while going through decon, or using CPC) and potential for exposure exists 472 / 1072 HMT Core Principles Define operational capability that every HMT should provide. HMT might not be a HMRT member Analyze an incident involving up to 3 hazard classes Focus on TICs, TIMs and common day-today response scenarios (i.e., flammable liquids, compressed gases, corrosives, oxidizers) 472 / 1072 HMT Core Principles Use of multi-gas meter, PID, colorimetric tubes, ph paper or equivalent, basic rad instrumentation Not knowledgeable of CBRN materials and instrumentation 3
