24 Background to ELV rules in India SIAM proactive Group devoted to End of Life vehicles as an issue. Collected information on regulations in Europe, Japan and China. Teams visited dismantling units in Germany, Hungary, UK, US, Canada, Japan and China Attended conferences abroad and conducted international seminars to evolve rules appropriate to India. 25 Background Continued Using inputs, a group formed to propose suitable regulations for India After deliberating over eighteen months evolved draft Auto Industry Standards. Rules have three parts (i) relating to vehicle design and RRR ratios, (ii)heavy metals and (iii) a section devoted to facilities for dismantling centers, accreditation and issue of deregistration certificate. 26 ELV standards AIS 129 Standards taken up by regulatory authority- ARAI Pune- taken up by a technical panel set up. Refined and revised draft standard put up in ARAI web site. Put up to Central Motor Vehicles Technical Standards Committee of the Ministry of Road Transport Cleared in January. Due to be published soon. 28 Creation of Infrastructure Huge influx of ELVS; cars, LCVS, buses, trucks, two and three wheelers for scrapping soon. Informal sector has neither the capacity nor the capability. Whole new infrastructure of capable dismantlers using modern technology and systems needed. Despite teething problems, promises to be a thriving and profitable industry.
