10 COA Phases Phase 1 Administrative Review Review for proper attachments and basic compliance (Transponder, night operations, Class of Airspace, etc) When complete, update COA on-line that the Administrative Review is complete. Phase 2 ATC Feasibility Review of operating location, altitudes, routes, etc. When complete, add any provisions requested by the Service Area to the draft COA. Update COA on-line that the Feasibility Review is complete. 10
11 COA Phases Phase 3 Flight Standards Review Phase 4 ATC Review Add mitigations from the Program Letter to the Flight Standards Special Provisions section of the draft COA. Send the draft COA to the appropriate service area with any Special Provisions provided in Phase 2 and Phase 3. This is called the 95%. Include any attachments necessary (ie operating area, Lost Link). The Service Area will return the 95% back with any additional Special Provisions required in red. This is called the 99%. Phase 5 Signature Finalized and sent for signature. 11
12 Streamlined COA s Emergency COA Existing COA Manned flight is not possible due to a hazard, or, the operation cannot be conducted safely with manned flight A situation exists that is defined as a condition of distress or urgency where there is, or has the extreme possibility of loss of life. 12
13 Streamlined COA s Disaster COA Combined Forces Air Component Commander (CFACC) COA Defense Support to Civil Authorities (DSCA) 13
14 Other COA s Class G Notification (DoD, NASA, NOAA, DOI) DoD UAS that weighs 55/20 pounds or less. Operating in Class G airspace below 1200' AGL (not applicable to airspace identified by 14 CFR (b)(2)) (Mode C Veil) over military bases, reservations or land protected by purchase, lease or other restriction. No closer than 5nm miles from any civil use airport or heliport. The UAS remains within clear visual range of the pilot, or a certified observer in ready contact with the pilot, to ensure separation from other aircraft. No COA is issued. An is generated when the proponent commits the application in COA On-line s DoD Notifications section. 14
15 Other COA s Class D All categories of DoD UAS operations conducted wholly within Class D airspace that has an associated DoD-controlled, nonjoint-use airfield Issued to the air traffic control tower rather than an individual proponent Must comply with the DoD/ (FAA) Memorandum of Agreement (MOA), dated September 16, 2013, and the ATC Procedures for DoD Non Joint Use Airfield with Associated Class D Airspace," dated January 23, 2009 Stays within ATO 15
