4 About the Norwegian Public Roads Administration The NPRA is responsible for planning, constructing, management, operation and maintenance of national and county roads. The agency is also responsible for the ferries on the national and county roads and for supervision of vehicles and road-users. On the road for a better society is the vision of the NPRA. In our work towards a better society we emphasize being responsible, trustworthy, open and customer-friendly, generous and creating job satisfaction. In cases concerning national roads the NPRA comes under the Ministry of Transport and Communications. Similarly, we come under the county authorities in matters related to county roads. The National Transport Plan, which is approved by the Ministry of Transport and Communications every fourth year, provides the basis for the annual assignment of priorities. The Transport Plan, together with the annual allocations through the National Budget, income from toll roads and funds for county roads, set the basic framework for NPRA activity. Our tasks The NPRA is the public owner/builder of all planning and construction projects and for the operation and management of the national and county road network. Contractors carry out construction, operation and maintenance in accordance with approved plans, standards and requirements. In the planning of roads and public transport, the NPRA is to consider access, the environment and traffic safety. Other important tasks consist are to be a professional owner/builder, to supervise driver training and to carry out driver licensing. 4
5 About the Norwegian Public Roads Administration The NPRA emphasizes a combination of the best within technology and design and contributes through different research and development projects to developing and improving the future road network. NPRA takes care of and mediates both the history and the future of roads among other things through the Road Museum at Lillehammer and the national tourist roads around Norway. The NPRA participates in a row of international fora and contributes with experience and expertise to several countries in South America, Africa and Asia. Organizing the work The Director of Roads is responsible for all the agency s activities and manages his responsibilities through the Directorate of Roads and five regional offices. In addition to four departments, the Director of Roads has five staffs in the Directorate of Roads. Each region is led by a Regional Director. The regions are divided into 30 district offices. Large construction projects are organized in separate units directly under the regional office. The district offices are the operational units and account for most of the interaction with the public. The traffic services offices, offering vehicle inspections, driving tests and registrations are part of the districts responsibility. 5

The NPRA aims to have equal numbers of women and men by As of 31 December 2008, there were 160 employees with an immigrant background in the NPRA. This amounts to approximately 3 per cent of all employees and is a small increase on the previous year. The objective is an annual increase of 0.5 per cent of employees with an immigrant background. 15 Challenges and main activities 2008 Effective access The overarching objective for the government s transport policy is to offer an efficient, accessible, safe and environmentally friendly transport system which covers society s needs for transport and furthers regional development. In accordance with this, the NPRA plans and constructs road and public transport systems, as well as maintaining and administering road networks. The agency is the public owner / builder for all planning and construction projects in the national road network and for most of the county road network. The NPRA identifies the standards and requirements for management and maintenance, while implementation is carried out by contractors. Maintenance of the road network has been neglected for many years. The NPRA estimates that the total backlog for maintenance is NOK million. The maintenance required to repair the road network in 2008 amounts to NOK million. The NPRA is improving its routines for follow-up of contractor work tied to tender contracting. New instructions applying to shortcomings and sanctions were implemented in In new tender contracts will also be implemented, with new and stricter demands for quality-assurance and quality planning. In 2008 NPRA surveyed road-user satisfaction with accessibility. On a scale of 1-6 (with 6 being the best), road seal conditions achieved the lowest grade of 2.7. Visibility also received a poor grade, while cleaning, road seals, signposts and illumination on walkways / bicycle paths received
16 Challenges and main activities 2008 Traffic development In 2008 national road traffic increased by 1.3 percent. The growth consisted of 1.3 per cent light vehicles and 1.5 per cent heavy vehicles. 20 Challenges and main activities 2008 Public transport I 2008 NOK million was spent on public transport in the six urban regions of Oslo, Kristiansand, Stavanger, Bergen, Trondheim and Tromsø. 21 Challenges and main activities 2008 Traffic safety The NPRA is the largest agent within the field of traffic safety in Norway. We work continuously towards the Zero Vision, a vision of a future scenario where nobody is killed or hurt in traffic accidents. In addition to a series of physical measures to improve road-user safety, NPRA runs campaigns and other traffic-oriented traffic safety work. Road traffic has over the last five years taken an average of 250 lives every year. Approximately people have been reported as injured or killed. Since 1970 we have seen that the number of fatalities from traffic accidents has halved while the same time the volume of traffic has tripled. This would not have been possible without the huge effort which has been made in many fields. From the NPRA carried out measures targeting traffic safety which resulted in approximately 70 fewer killed or seriously injured. The main objective of the National Transport Plan for is to introduce measures to reduce traffic fatalities by 70. Three years into the plan, less than 40 per cent of this target has been achieved (in 2009 grants for traffic safety have been increased). The measures which have proved most efficient are improvements of traffic hazard sites and stretches in the road network. Increased use of seatbelts and more secure vehicles have also reduced accidents. Policing and photosurveillance are also efficient measures for preventing speeding. 21

Traffic has increased with more than 45 per cent in the same period of time. The risk of being killed in road traffic has in other words been halved since Killed and injured per million driven kilometres Frequency The development shows that traffic safety measures have compensated for the increased traffic volume in addition to providing a significant reduction of accident frequency. 22
23 Challenges and main activities 2008 Accidents in people died in road traffic in 2008, which is 26 more than the previous year. Approximately the same number of people were badly injured in 2008 as in The long-term trend shows a decrease in the number of killed and seriously injured in road traffic. One of these was the Seatbelt Campaign which combines inspections and information and the other one was Stop and Sleep. 24 Challenges and main activities 2008 THE ENVIRONMENT The NPRA has a sector responsibility for the environment in connection with the planning, construction and operation of European and national roads. Its starting point is an environmental vision which was developed for the transport agencies during the preparations for the National Transport Plan According to this vision: Transport shall not cause serious harm to either humans or the environment. This means that; Nobody is to become seriously ill or suffer a significant impairment of their quality of life. Biolgical diversity is not to be reduced or significantly harmed. No important functions or areas of nature are to be significantly harmed. No important cultural heritage or cultural environment is to be harmed to destroyed. Air quality and emissions Provisional figures show how emissions from road traffic amounted to approximately 10.4 million tonnes of CO2 equivalent. This is approximately the same as the previous year. As of , persons were living in areas which were exposed to higher concentrations of nitrogen dioxide (NO2) than national target levels. This is 2900 fewer people than the previous year. The reduction is in part due to renewal of the motor vehicle population and in part due to upgdating of data. As of , persons were exposed to higher daily concentrations of particle dust than national target levels. The corresponding number for

The reduction is partly due to measures taken to bring homes into line with the requirements of the Pollution Regulations and partly to the improved data resulting from the evaluation of these measures. 25

Beautiful roads award The Director of Public Roads Beautiful Roads Prize is a prestigous award for roads with aesthetic qualities adapted to the surroundings. In 2008 the prize was awarded to the Slemmestad Road through Vollen in Asker and to the Risøy Bridge in Haugesund. The National Tourist Roads were also awarded a prize for their pioneering work. 26
