BUDGET The total expenditure in 2001, all sources combined, amounted to US$ 735,740 and for 2002 to US$ 928,959. Based upon the UNESCO programme and budget (31 C/5), confirmed contributions from Member States to the IOC Trust Fund earmarked for IODE and expected support through the general IOC Trust Fund we expect available revenue for 2003 to be US$848,600. See page 5 for updated figures Italics= planned Note: 2002 figures as per 4 September 2002 UNESCO REGULAR PROGRAMME The above chart and table shows that the UNESCO regular programme contribution to the IODE programme has increased between 2001 and As from 2002 the changed structure of the IOC and also the changed planning of the budget now makes that IODE is part of Major Line of Action 3 (which includes IODE, Ocean Mapping and ITSU). TEMA and regional activities, until 2002 combined for all programmes, has in 2002 been split by MLA. This has substantially increased the budget of the programmes for TEMA and regions, including for IODE. On the other hand, activities requested by the regional subsidiary bodies now need to be funded from the programmes. It is therefore essential that regional IODE activities are well coordinated with the regional subsidiary bodies. The IODE Committee during its 16 th Session had requested that the regular programme component should appropriately reflect these successful efforts made by IODE to obtain extra-budgetary resources. RP global funds have increased from US$ to US$ 105,500 (average over two years for biennium). IOC TRUST FUND GENERAL Every year a number of IOC Member States contribute funds to the IOC Trust Fund. Some of those funds are earmarked for specific projects whereas others are not earmarked. The latter are then called General Trust Fund. These funds are now reducing as they are being used for paying short-term consultants. (loss of US$ 30,000) EXTRA-BUDGETARY FUNDS FOR IODE The most effective way to implement projects is through attracting earmarked contributions from Member States to the IOC Trust Fund. IODE has been able to secure such funds for the ODINAFRICA project from the Government of Flanders. Support amounted to US$ 2,300,000 distributed over 4 years ( ). In addition we have received support from the United States (NASA) for the development of MEDI and from Belgium (general support to IODE). Despite the call for contributions to the IOC/IODE Trust Fund during IODE-XVI (see Item 11 of the IODE-XVI report) and pledges made by a few Member States at that occasion, only one Member State has in fact sent contributions (Belgium). Likewise no offers were made for secondment of staff to the IODE Secretariat despite the strong request at IODE-XVI (para 400).

3 Page 3 CROSS-CUTTING PROJECTS In order to improve collaboration between the different UNESCO sectors (Education, Science, Culture, Communication&Information) and thereby enable exchange of expertise between the sectors the Director-General set aside funds for projects related to cross-cutting themes. IODE, jointly with the Ocean Science HAB programme submitted a project relevant to the theme The contribution of information and communication technologies to the development of education, science and culture and the construction of a knowledge society, and more particularly under the project UNESCO knowledge portal. The project submitted by IOC is called Ocean/Coastal research and management sub-portal. The project was approved and a total amount of US$ 395,000 is allocated for the biennium Of this amount US$166,800 is allocated to two regional OceanPortals under the responsibility of IODE: the African OceanPortal ( ) and the OceanPortal for the Caribbean and South America regions ( DETAILS ON EXPENDITURE (see also 3 for RP ) RP TF gen. However, in terms of stability we need to comment that we have lost one permanent position at senior level and that this has been compensated by 2.5 consultant/supernumerary positions. In a long-term perspective this is not a satisfactory solution as consultants can no longer be employed on a long-term basis and will need to be replaced by UNESCO temporary or regular posts. We also note that the two P-3 consultants are funded mainly from extra-budgetary funds linked to a project (ODINAFRICA). As this project will end in 2004 these positions will therefore cease at that time reducing the IODE professional staff to 3 (one permanent staff, one consultant and one supernumerary), provided that funding remains available to pay for these staff beyond Despite the request made by IODE-XVI (2000) to the IOC Executive Secretary and IOC Governing Bodies (para 309 of the IODE-XVI report) to strengthen the IOC s Ocean Services Section, responsible for IODE in the IOC Secretariat, by two additional permanent Professional staff members and to hire consultants as required no new permanent Professional posts have been created.

5 Page 5 3. Planned 2003 Budget IODE The 2003 budget is part of the 2002/2003 biennium as defined in UNESCO s 31 C/5. A full overview of the biennium budget of IOC is added in Annex. The below table shows the main action items that have been included in that document for IODE. The items were based on the IODE-XVI work plan as well as on available extra-budgetary funds. BUDGET FOR The UNESCO General Conference will approve its work plan and budget for the biennium during its 32 nd Session in October However drafts of the relevant documents including work plan and budget had to be submitted by December The following content has been submitted for approval. Note that Main Line of Action 3 covers IODE, Ocean Mapping and ITSU. The budget will basically remain the same as for the 31 C/5. MAIN LINE OF ACTION 3. Further developing and strengthening a global mechanism to ensure full and open access to ocean data and information for all Regular Budget Activities: $495,000 Extra budgetary: $900,000 ($800,000 committed) Background. Decentralized networks of data centres providing access to a wide variety of users over the Internet are gradually replacing the traditional model of centralized data management. This model enables the development of a wide range of user communities having access to data, data products and information. The International Oceanographic Data and Information Exchange (IODE) Programme will help to narrow the digital divide between developing and developed countries, through the creation of ODIN Ocean Data and Information Network- projects to aid Member States in developing regions. Under this Line of Action IOC will also ensure improved prevision of information at seabed mapping and tsunami forecasting. Strategy. The IODE Programme will develop applications of new (ICT) technologies for data management and dissemination. It will strengthen cooperation with ocean research and monitoring programmes to ensure that data and information needs of Member States are met, through close collaboration with Main Lines of Action 1 and 2, as well as with the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM). The IODE Programme will also increasingly play an active role in guiding users to information through the development and maintenance of specialized Portals and clearing-house mechanisms, in close collaboration with UN and other agencies. Advances in seabed mapping will be achieved through collaboration with international hydrographic agencies. Advances in tsunami forecasting will be achieved through co-operation between the scientific research community of IUGG and operational experts dealing with seismic and tidal observations, with the objective of disaster mitigation as regards tsunamis. Assisting in the establishment of national tsunami warning systems is a key to success. Results Expected at the end of the biennium Full and open access to, as well as strengthened national capacity, to collect, preserve, disseminate and use ocean data and information. Improved communication of ocean research findings as data and information products to decision-makers and the public. Availability of global standards for the collection, management and exchange of ocean data and information management including the development, availability for all and application of relevant technologies.

8 Page 8 Improved information concerning the topography of the World Ocean floor and its geological/geophysical parameters, for use by decision-makers, scientists and students. Improved national capacity in the compilation and management of bathymetric data and availability of seven regional International Bathymetric Charts for the World Ocean. Further strengthening of the tsunami warning systems and mitigation leading to improved human security. Improved tsunami public awareness and education tools and enhanced national capabilities in tsunami preparedness, as a result of a better understanding of tsunami phenomena. Contributes to: MDG n 8: Develop a global partnership for development. 31 C/4 strategic Objective: Improving human security by better management of the environment and social change & Enhancing scientific, technical and human capacities to participate in the emerging knowledge societies. CCT: ICT 5. ACTION REQUESTED FROM THE IODE COMMITTEE The IODE Committee is requested to: 1. Take note of the 2001/2002 budget and its implementation 2. Provide a detailed implementation plan for the 2003 budget (biennium 2002/2003) taking into consideration the allotments adopted by the UNESCO General Conference within the framework of the 31 C/5 budget 3. Provide proposed and detailed work plan and budget for 2004/2005, taking into consideration the allotments adopted by the UNESCO General Conference within the framework of the 32 C/5 budget 4. Identify sources of extra-budgetary funding that will complement the available budget in order to enable full implementation of the proposed work plan for
