5 Definitions Known Consignor A shipper who originates cargo or mail for its own account and whose procedures meet common security rules and standards, to allow carriage on any aircraft. Account Consignor A shipper whose cargo can be positively identified for carriage exclusively an all cargo aircrafts. Regulated Agent A forwarder or transporter can be a regulated agent. This agent has implemented a security program that was accepted by the local air freight authority.
6 Definitions Fixed transporter A transporter who has signed the Haulier declaration 6E as mentioned in the air freight regulations. The transporter declares that he will follow all rules and regulations that go together with air freight security.
7 What Will Change? Today s Situation Situation as from 2013 Shippers are almost automatically made Known Consignor after a check by their freight forwarder and some administrative formalities Shippers will only be considered a known shipper in the case that their security measures and procedures are checked and approved by an independent validator (some countries annually, others every 5 years)

10 However... No? 25th of March Can the RA still use the KC if it was approved before the 29th of April 2010 until the 29th of april 2013? Yes? This issue is still under discussion and will be confirmed shortly before the 25 th of March.
11 Concept KC? Known Consignor Voluntary No legal requirement Compliance with air freight regulations Ship cargo as SPX without further security measures being applied
12 Concept KC : Legal Basis Regulation 300/2008 Regulation 185/2010 Decision (2010)774 is restricted. This document provides Known Consignors with information on what requirements apply to their operation. Further information can be found on the local government site.
13 Concept KC What is expected? A Security Coordinator Procedures Validation Registration in the EU RAKC database
14 Concept KC What is Expected? Appoint a security coordinator who is familiar with the security program Every location needs to have a security coordinator
15 Concept KC What is Expected? Procedures to avoid unauthorized interference. Show measurements that will protect the airfreight/airmail from unauthorized access or manipulation (accessystems like ID, key, electronic access cards or other types..) Show how the production area is secured when airfreight is present Show how you monitor the production process when airfreight is present

Procedures to avoid unauthorized interference Access, alarm and security measures Show how to test the effectiveness of the access systems (for example: periodic inventory/loss control) What are the procedures to allow non-employees access to premises, such as visitors, subcontractors (cleaning, etc.)? What are the rules for authorization of access of company owned vehiclse and other vehicles?

23 Process To Become KC Step 1 : Arrange a Validation Apply by to your local air freight authority An application form will be sent to you
24 Process To Become KC Step 2: Validation The validator will visit your premises He will need to talk to the correct people He will use a checklist to record the Validator s assessments (this checklist is for validators only) You need to show at which point the consignment of cargo becomes identificable as air cargo, as well as demonstrate that you have the relevant measures in place to protect from unauthorised interference Provide details about all procedures as described before (physical security, organization, recruitment procedures etc)

27 Conclusion A streamlined Global supply chain security plan would make all of our jobs more efficient and effective The establishment and definition of what is a Trusted Trader, needs discussion and adoption within the supply chain mutual recognition can take us there Governments will continue to try to dictate and regulate how we all get to the end-state. However, it will be individual companies that will setup and provide the greatest security in the supply chain What looks good on paper does not always work well in execution Nobody knows better about risks and security within your own supply chain than you, do not wait nor expect governments to develop the expertise.
