Need to improve poverty targeting and build more inclusive institutions of the poor; Building institutions from 1st to 2nd to 3rd tier organisations of the poor; Setting criteria for inclusion of women, ultra and vulnerable poor, persons with disabilities, youth; Using poverty score cards for baseline data collection. 2.
