2 1. BACKGROUND Mine Risk Education (MRE) has been implemented in Cambodia since 1992 with the aim of encouraging people to adopt mine/erw risk avoidance behaviors to prevent mine/erw injures. Since 2003, the CMAA has taken full responsibility to coordinate all Mine Risk Education activities, which implemented through both government and nongovernment service providers The Study on the Dramatic Decrease of Mine/ERW Causalities in 2006 in Cambodia found that the decline of injury rates could be contributed by a number of reasons including increased awareness, increased food security and ongoing de-mining of highly impacted areas. 2

FLOODS AND FLASH FLOODS 2013 In 2013, twenty provinces of Cambodia have been affected by floods and flash floods from the third week of September to 20 November confirmed deaths [64 women, 36 men, 52 boys and 36 girls] according to the Ministry of Social Affairs, Veterans and Youth (MoSVY); More than 377,354 households were affected by the floods and more than 31,314 households were evacuated to safe areas; 3

FLOODS AND FLASH FLOODS 2013 More than 1,242 schools, 78 health centres and hospitals and 533 pagodas got flooded, and roads, bridges and infrastructure were damaged; A total of 384,846 hectares got affected and 125,011 hectares of rice crop were destroyed by floods equal to 4.4 per cent of the total areas planted and sections of gravel roads were also destroyed. 174 landmines and ERW were reported to be washed up by the flash floods in three provinces (Battambang, Pailin and Banteay Meanchey) 4

RISK EDUCATION IMPLEMENTERS Awareness-raising to prevent landmine/uxorelated accidents through public information activities in schools and with affected communities, as well as through a mass media campaign 9 Implementers: Ministry of Education, Youth and Sport National Centre for Peace Keeping Forces Mine/ERW clearance (NPMEC) National Police Cambodian Red Cross (CRC) Cambodian Mine Action Center (CMAC) Mine Advisory Group (MAG) HALO Trust Japan Mine Action Service (JMAS) Spirit of Soccer (SoS) 7

WHAT WE HAVE DONE FOR COMMUNITY? 389 mine/erw representatives received MRE refresher training with a focus on landmines/erws washed up by flash floods in 14 districts of five provinces. 18,440 MRE sessions were delivered in flood-affected communities by the trained mine/erw representatives, reaching 72,092 people at risk, Responded to 193 communities requests, resulting in the destruction of 48 anti-personnel mines and 6 antitank mines. The teams distributed 1,655 T-shirts, 2,852 notebooks and 1,756 posters on MRE-in-emergency as awareness-raising and outreach tools. A 50 second mine-risk education TV spot was produced by CMAC and UNICEF 8

WHAT WE HAVE DONE AT SCHOOL? 883 primary school teachers in heavily mined and flooded areas received MRE refresher training with a focus on landmines/erws washed up by flash floods in five provinces. 1,773 primary school students received MRE from trained teachers and mine/erw representatives. 5,984 out-of-school children living in the five flooded provinces with heavy mine/erw contamination received MRE training. 193 flood affected schools received new posters focused on MRE in emergency. 283 school directors and deputy directors received MRE training. 10 7. VICTIM ASSISTANCE PROVIDED 385 landmine/erw survivors affected by floods received support in the form of referrals for medical treatment, house reparations, emergency food assistance and income-generating grants. 10
