5 Key WIOA Provisions Affecting Veterans WIOA seeks to improve services for veterans and military spouses (JVSG is a required One-Stop partner Expands National Dislocated Worker Grants eligibility (NEGs). Expands definition of Spouses and Displaced Homemakers eligible for Dislocated Worker services JVSG and WIOA States have the option of including their JVSG plan in their state s combined four-year plan submission. JVSG Annually funded on a five year cycle JVSG roles and responsibility guidance unaffected by WIOA WIA Core and Intensive Services replaced by Career Services (three levels: Basic, Individualized and Follow-up) (TEGL 3-15) Until reporting systems are in place, states are to report Basic Career Services as Core, Individualized Career Services as Intensive WIOA retains veterans' priority of service 5
6 Priority of Service And WIOA Veterans Priority of Service predates WIA or WIOA. WIOA contains statutory priority for service to all individuals who are: Recipients of public assistance Other low-income individuals (Note Military Earnings Exclusion) Individuals who are basic skills deficient Individuals with Barriers to Employment Veterans priority of service is provided under WIOA in all DOL - funded programs (38 U.S.C. 4215) in the following order: Veterans and eligible spouses described above Non-covered persons described above All other Veterans and eligible spouses Other non-covered persons 6
