7 Most of the 12 POPs listed in the Convention are banned or restricted in India. (Detailed status is in Annexure I) There is a complete ban on the manufacture, use, import and export of Aldrin, Chlordane, Dieldrin, Endrin, Heptachlor, Toxaphene and Hexachlorobenzene. Mirex has never been registered for use in India. DDT is used for vector control. PCBs were never manufactured. Dioxins and Furans are generated as by-products of incomplete combustion (medical and municipal waste incineration). Hexachlorobenzene is also a by-product of combustion process and is found as contaminant in some pesticides.
8 Inventorisation and disposal of obsolete and unwanted pesticides. Inventory to be made for stockpiles, wastes and contaminated sites through out the country. Since the productions of POPs have been banned, but stocks may exist. Identifying equipment containing PCBs and managing it properly and disposal of PCB stocks in an environmentally sound manner.
9 Estimate emissions of dioxin and furan released as by-products from various chemical processes. Bring out the current rules and regulation applicable on manufacture, sales, import/export, trading of components related to POPs. Identify BEP & BAT. Raise awareness & train experts & state officials.
10 Objective-1: Convention implementation infrastructure at National and State levels Objective-2: Measures in relation to management of POP pesticides including DDT, the only POP pesticide currently being produced and used in India. Establish inventories or otherwise develop strategies to establish inventories on the production, use, trade, stockpiles and wastes of, and sites contaminated. Develop strategies and action plans for the reduction and elimination. Assess infrastructure capacity and propose management options, including institutional arrangements, regulatory frameworks, and requirements for capacity building.

17 India did not oppose listing of 9 chemicals except PFOs; PFO s are the building block of Indian semi-conductor industry. The unique properties of PFO prevent the adoption of non-pfo s. PFO s are vital for the high-yield and high volume production of semi-conductor industry and are used for manufacturing the various IT components. Huge amount (3-4 bilion USD) had been invested to establish the complex line of production in the semiconductor industries. Changes and/or modification in the manufacturing process may require significant research and 7-10 years for the replacements. Consultation with Stakeholders on New POPs have been initiated to ascertain the precise status.
18 Effective, affordable, cost effective alternatives are not available. (Examples- DDT, PFO s) High Incremental cost of new technologies for reducing/eliminating the releases of Dioxins and Furans. Additional financial burden due to listing of 9 new chemicals. Capacity building-up Up-gradation of the existing institutions, Awareness.
