2 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit What is the MedPAN Network MedPAN (Medit Protected Areas Network) is a network whose aim is to facilitate exchange between managers of Medit marine protected areas (MPA) in order to improve the efficiency of the management of these areas. MedPAN conference on Medit MPAs network Port-Cros National Park (France) Credits: C. Gérardin This three-year project ( ) is funded by the Interreg IIIC South Initiative. It brings together 23 partners from 14 Countries around the shores of the Medit, of which 14 partners are European (France, Italy, Greece, Malta, Slovenia, Spain) and 9 partners from non- European countries (Morocco, Tunisia, Algeria, Croatia, Turkey). 2
3 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit Historical background 1990 : MedPAN is set up in Monaco thanks to the support of the World Bank and the contribution of IUCN and the French government. The secretariat was entrusted to the Port-Cros National Park 1990 / 1995 : The network is open to all the Medit marine and coastal protected areas 1996 : Activities suspended and hibernation of the network because of a lack of funds 1999 : MedPAN is set up as a non-profit association under French law thanks to Port-Cros NP and the unanimous request of the members, with the support of Medit Action Plan 2001 : Port-Cros National Park delegates the relaunching of the network to WWF-France 2003 / 2004 : Relaunch of the network after the completion of a feasibility study 2005 / 2007: MedPAN restarted as a project funded by INTERREG III C South Initiative with WWF-France as lead partner 3

16 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit The Port-Cros declaration Presented at the 15th Conference of the Parties to the Barcelona Convention (January, ) 1) Create a coherent, representative and effectively managed ecological network of MPAs in the Medit by 2012; 2) Establish action plans, and ensure the provision of adequate financial and human resources to implement them; 3) Communicate the value of the services provided by the Medit marine environment and the role of MPAs; 4) Ensure cooperation between MPA managers, political authorities, the scientific community, the relevant public administrations, regional, international, non-governmental and intergovernmental organisations; 5) Promote North-South collaboration to share knowledge and lessons learned; 6) Improve knowledge of under-studied and under protected species, habitats and landscape 7) Improve governance structures, financing mechanisms and legal frameworks at international, national and/or local level. 16

18 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit MedPAN to contribute to the 2010 target Defined in the CBD s 2004 Programme of Work on protected areas as: the establishment and maintenance by 2010 for terrestrial and by 2012 for marine areas of comprehensive, effectively managed, and ecologically representative national and regional systems of protected areas that collectively, inter alia through a global network, contribute to achieving the three objectives of the Convention and the 2010 target to significantly reduce the current rate of biodiversity loss at the global, regional, national and sub-national levels and contribute to poverty reduction and the pursuit of sustainable development. COP7 also set an additional target that there should be effective conservation of at least 10% of each of the world's ecological regions by
19 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit MedPAN future All the members without exception consider desirable, even essential, to: ensure the network has a permanent existence and the necessary resources to operate on a permanent basis consolidating its statute safeguarding the flexibility and autonomy with which it works at present hard core of the network must however remain composed of MPA managers Feasibility study for the continuation of MedPAN after the end of the Interreg project to ensure funds and activities among the partners 19
20 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit MedPAN Association MedPAN will remain an independent no-profit association with a new statute and a permanent Secretariat. A working group made by different members will decide during 2008 transition phase the organisation and functioning of this new MedPAN association: finalise the statute of the association evaluate the offers of hosting the Secretariat define programmes funding and hiring staff Posidonia oceanica endemic Medit species Credits: Torre Guaceto MPA 20
21 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit Two financial means are now in their first development steps to establish the Secretariat and ensure the network activities: 1) Project Southern Med MPA : submitted to the Global Environmental Funding; elegible only for the non-eu Countries with pilot projects in South and East Med Countries 2) Project MED : one of the programmes following Interreg III; elegible only for the EU Countries Activities funded within projects Project Southern Medit MPA Project MED (follow-up Interreg) Other projects Other activities ETC 21

23 MedPAN: : the Network of Managers of Marine Protected Areas in the Medit Success and failure Success the activities of the network globally met the needs of managers; the meetings were useful to know each other and to start new collaboration among partners the level of presentations/discussions during the meetings has been of high quality Failure the network s means of action, based on project funds, do not enable its members to build a long term common vision three meeting per year are considered some time too many for the next phase more activities on-the-field based on the need of small regional sub-networks are suggested 23
