2 The Hydrography Branch (HB) of the National Mapping and Resource Information Authority (NAMRIA) is mandated to collect and provide maritime geospatial data. The Branch conducts hydrographic survey and nautical charting of the national maritime jurisdictions for the safety of navigation and the management of marine resources. Maritime geospatial data are distributed to the public through its publications, namely: nautical charts (both in analog and digital formats), Notices to Mariners, Coast Pilot, List of Lights, and Tide and Current Table. The nautical chart is mainly used by mariners to ensure the safety of their vessels while underway. Aside from this, the Branch's nautical charts also serve as base maps for the marine areas of the Philippine territory. Due to its importance, the Hydrography Branch follows the charting standards set by the International Hydrographic Organization (IHO). These standards are issued by the IHO through its publications, which includes S-4 (Regulations for International Charts and Chart Specifications of the IHO) for paper charts and S-57 (IHO Transfer Standard for Digital Hydrographic Data) for Electronic Navigational Chart (ENC). Nautical Charts are categorized according to navigational purpose. The chart categories are Overview, General Sailing, Coastal, Approach and Harbor. The Hydrography Branch published a total of 204 analog nautical charts. Hydrography Branch published one Overview nautical chart that covers the whole Philippines. Chart 4200 of the old scheme will be replaced by Chart 2200 that covers the country's Exclusive Economic Zone (EEZ). Currently, there are fifteen (15) General Sailing Charts consisting of various scales. These charts will be replaced by new set of General Sailing Charts that have a uniform scale of 1:500,000. The new set of General Sailing Chart is in WGS-84 Datum, which means that the positions obtained from satellite positioning systems (i.e. Global Positioning System) can be plotted directly. One new scheme was already published out of the total of fifteen (15) General Sailing Charts. There is also special purpose General Sailing Charts that covers the country's EEZ and Extended Continental Shelf (ECS). It is composed of four nautical charts in WGS-84 Datum with a uniform scale of 1:1,250,000. Two special purpose General Page 2 of 5

3 Sailing Charts, covering Kalayaan Island Group and the Benham Rise Region, were already published. Coastal Charts is used for sailing along the coasts of the Philippines. The old scheme has a total of 77 charts in Luzon Datum. This will be replaced eventually by the new scheme of Coastal Charts with uniform scale of 1:150,000. Seventeen (17) out of the sixty-five (65) of the new scheme Coastal Charts were already published. The Branch has thirty-six (36) Approach Charts that are being transformed from Luzon Datum to WGS-84 Datum. Chart 4357, which covers the Tubbataha Reefs, is one of the Approach Charts that are now in WGS-84 Datum. This large-scale nautical chart was compiled and published in response to the grounding of the Greenpeace Rainbow Warrior sometime in There are fifty-eight Harbor Charts that are currently being transformed from Luzon Datum to WGS-84 Datum. New Harbor Charts are soon to be published to cover other ports not covered by the existing charts. These are the largest scale charts available that are used when berthing or anchoring at the ports. ENC is the digital form of the nautical charts. Mariners load the ENCs to an Electronic Chart Display and Information System (ECDIS), which displays real time position of the vessel through satellite positioning system. Currently, there are 4 small scale and 13 large scale ENCs covering the Philippine territory. More ENCs will be produced to meet the demand due to Intenational Maritime Organization's (IMO) ECDIS mandation. According to the amendment to the SOLAS in June 2009 all large passenger, tanker and cargo ships will be obliged to fit ECDIS on a rolling schedule that begins in July Existing passenger ships should have an ECDIS on board not later than the firat survey in July New passenger, on the other hand, should already have an ECDIS in July Tankers and dry cargo ships follow suit according to schedule set by the IMO. Regulation 27 in the Chapter V of SOLAS requires that nautical charts and nautical publications, such as sailing directions, lists of lights, notices to mariners, tide tables and all other nautical publications necessary for the intended voyage, shall be Page 3 of 5

4 adequate and up to date. The Hydrography Branch also provides other publications required to be carried by marine vessels such as the Branch publishes the Philippine List of Lights, Philippine Coast Pilot, Philippine Notices to Mariners, and Tide and Current Table. The Philippine List of Lights is a listing of lighted aids to navigation (i.e. lighted beacons and lighted buoys) in the Philippines. It contains details of lights managed not only by the Philippine Coast Guard but also by other government agencies and private entities. The Philippine Coast Pilot is a descriptive book containing detailed information of coastal waters, channels, weather pattern, facilities, sailing directions, and other important navigational information that cannot be reflected on the nautical charts. The Philippine Notices to Mariners is the Branch's monthly publication that supplements nautical charts and advises mariners on important matters such as new hydrographic discoveries, changes in channels, and aids to navigation. The Branch provides it to the public free of charge. It can be downloaded from the NAMRIA website or received through by sending a request for subscription to The Tide and Current Tables contains information on the predicted time and magnitude of high and low tides, time of slack water, and the predicted time and magnitude of maximum currents for certain locations in the country. For notice to mariners that require immediate dissemination, such as military exercise and offshore drilling, navigational warnings are issued and transmitted to Japan Coast Guard, which is the coordinator of NAVAREA XI (Navigational Area XI). The public may also receive navigational warning through the NAMRIA website or by . The nautical publications are mainly distributed through NAMRIA's Map Sale Offices located in the regional centers around the country. The Branch's maritime information is also disseminated through and the NAMRIA website. Presently, the interactive chart index is being developed not only to provide updated information on the website but also to fast track the provision of updates. Page 4 of 5

5 The Hydrography Branch has various information that are important to mariners, hence they should keep track of the information being provided on NAMRIA s website. Feedback from mariners are important in improving the products and services of the Hydrography Branch, thus enhancing the safety of navigation in the country. Page 5 of 5
