2 How can coastal communities benefit from Blue Growth? How can FLAGs help? Christophe Le Visage

3 The ocean, a wealth of resources Biological, mineral, energy More and more needed, as complements or alternatives to land resources

4 Future maritime activities Aquaculture Biotechnology Mineral mining Marine renewable energy production Supported by shared knowledge, integrated maritime surveillance, clusters, etc.

5 Coastal zones, key to Blue Growth Most «Blue Growth» activities will develop first in coastal zones Easier access, less risk Lower costs (e.g. cables for marine renewable energy...) Many resources available (ecosystems) But all oceanic activities begin and end on the coast! In ports, coastal industrial areas Coastal zones are key areas for Blue Growth Like a border If not enough room is allocated on the coast, no Blue Growth

6 Many opportunities, some threats Opportunities New jobs, often high skilled New resources for local development e.g. marine renewable energy on islands Revitalization of declining coastal communities Threats: risks and uncertainties The future of traditional activities? Shift to new activities, more attractive Loss of identity Changes in the land/seascape Long-term perspectives? Loss of control in the territory Competition for space and resources

7 Blue Growth: with or without costal communities? Project developers don t really need local communities... but They need space (land, sea, ports) They need to minimise opposition (costs and risks) An increasing number are keen to contribute to local projects What can coastal communities provide? Ports, industrial areas, access to networks Spatial plans: land, sea; administrative support Work force, education, training Cooperation and synergies Local funding Quality of life for companies and their employees

8 Coastal communities: how to be involved in Blue Growth projects? Ownership Create or participate Empowerment Decide and choose Partnership Cooperate, look for synergies

9 Empowerment: local projects are local choices Foresight Does the community need/want projects, which ones? How can it participate? Plan Integrated plans, taking account of all assets Including existing activities Some instruments are available ICZM, Maritime Spatial Planning Organize governance Existing and new (or potential) stakeholders Plan, decide, participate, monitor, evaluate What can FLAGs do? Support coastal communities in building their own inclusive strategy, including both traditional activities and future ones Need for foresight / vision Support the development of local MSP or ICZM plans What we want, what we don t want

10 Ownership: local projects are your projects Be part of the projects, not just spectators... Best way to get the best from projects, and to avoid the worst... Good way for projects to be accepted Which way? Public funding: small local projects (e.g. tidal turbine) Public-private partnerships (PPP) Citizen funding Crowdfunding Involve local companies What can FLAGs do? Experiment with local funding for maritime activities (old and new ones) e.g. crowdfunding Experiment with PPP in local Blue Growth projects e.g. Marine renewable energy, aquaculture...

11 Partnership: better to cooperate than struggle Possible synergies between activities Common projects e.g. fishing and windfarms, windfarms and aquaculture Shared infrastructure Harbours, operation and maintenance boats... What can FLAGs do? Explore potential synergies between activities Prepare guidelines for the integration of new maritime activities («Blue Growth») with existing ones Support pilot projects Multi-activities, diversification (e.g. Guardians of the Sea)

12 Conclusions Blue Growth should be seen as an opportunity for coastal communities Participation is essential For coastal coçmmunities, but also for the projects There are many ways of participating in Blue Growth projects At strategic level Building a local strategy, planning, managing At project level Locally-owned projects, public or private Become shareholder in new projects (communities, citizens, small local companies) Design common projects building on synergie FLAGs can help in all these areas!
