3 GIFTED AND TALENTED EDUCATION I. INTRODUCTION What Parents Want To Know Gifted And Talented Education (GATE) is an umbrella term used to describe the program that serves the needs of gifted and talented students in Washington County Schools. The services include differentiated instruction, enrichment activities commonly called EPIC (Expansion Programs for Individual Capabilities), and other associated middle and high school activities, including Governor s Schools, regional and state band and chorus, and Advanced Placement classes. Instruction is differentiated when the teacher adapts coursework to challenge gifted students within the context of the classroom. II. HISTORY OF GIFTED EDUCATION In 1961, former State Superintendent for Public Instruction, Dr. Woodrow W. Wilkerson, appointed a steering group to focus on the significant leadership problems in the area of Gifted (Education). This was the first step in developing what would become The Virginia Regulations Governing Educational Services for Gifted Students, first approved by the State Board of Education in 1980 and revised in the years since. Funding for gifted education is provided by a combination of state and local sources. III. DEFINITION OF THE GIFTED STUDENT Gifted students come from many backgrounds with special abilities over a wide spectrum of human potential. The Regulations Governing the Educational Services define gifted students as those students... whose abilities and potential for accomplishment are so outstanding that they require special educational programs to meet their educational needs. These students possess talents and abilities that differ from those of their peers to such a degree that differentiated educational programs should be provided to nurture their growth and development. Identifying these students is based on the premise that they need and can benefit from specifically planned educational services different from those offered in the general educational experience. From this beginning have grown our present State and County plans and their funding for the education of gifted students. Copies of these plans may be found in the principal s office of your local school. IV. IDENTIFICATION PROCESS Students are referred for the Gifted Identification Process by screening of standardized test scores, as well as by referrals from school staff, parents, and students. The areas of giftedness served include: General Intellectual Aptitude (K-12), Specific Academic Aptitude (6-12), Visual and Performing Arts (6-12), and Technical and Practical Arts (9-12). Following the screening process, students are evaluated using a combination of objective testing, subjective rating from teachers and parents, and examination of the student s work. Upon scoring, the results are graphed. Determination of eligibility is made without weighing any one measure more than another. An appeals process for identification decisions is available. Once a student is identified as gifted, he/she is eligible to remain in the program until he/she graduates from high school. Students who transfer and have been receiving services for gifted education from a district outside the county are referred for evaluation. They are then evaluated for GATE. A student may cease to participate in the GATE program through parental, teacher or staff request, following appropriate procedures. V. GIFTED PROGRAMS Elementary School - Each elementary school provides differentiation opportunities within the classroom to match the curriculum with the academic abilities of 1 2

4 gifted students. Each school has a gifted program to provide specialized educational opportunities that may include enrichment and acceleration. A common countywide program is also offered to gifted students across Washington County. Middle School - Programs for middle school age gifted students are based upon differentiated classroom instruction. Acceleration and enrichment are offered as deemed necessary. Gifted education funds pay for fees and other expenses permitting eligible students to participate in the Regional and State competitions for band and chorus. Students who qualify may enroll in World Geography, Algebra I & Spanish I for high school credit. Middle school students are eligible to attend the Emory & Henry Summer Scholars program, along with the Washington County Summer GATE Camp. High School - Through selecting courses for the desired diploma, an individual plan of study is created for high school students. The program for the gifted involves various curricular and non-curricular offerings. These include the A. Linwood Holton Governor s School, the VDOE Virtual Advanced Placement School, SWAC (Southwest Academic Conference), Advanced Placement courses, and Regional and State Band and Chorus opportunities. Dual credit opportunities allow high school students to earn college credit. Additionally, mentorship experiences may be available for qualifying students. Summer residential, and non-residential Governor s School opportunities are available to students who apply and are selected. at your child s school in the late winter (often early February) of the previous year. Courses offered include: Anatomy, Astronomy, Engineering & Robotics, World Civilization, Western Civilization, Calculus & Analytical Geometry, Physics and Statistics. There is no charge for a student to enroll in these courses. Pre-requisites apply, and students may have to document that they have met the pre-requisites. Dual credit may be awarded for courses completed successfully through the A. Linwood Holton Governor s School. The summer residential Governor s School application process begins in October. Students apply in October - December to attend month long summer programs in Humanities, Math/Science, Vocational, or Visual and Performing Arts. There are also a very limited number of mentorship opportunities available in medicine, marine biology, and space technology. Students who are selected to attend these most prestigious programs will attend free of charge and will consider the experiences in these programs to have been the best experiences of their lives. To apply, a student must be a rising junior or senior, must obtain and complete the forms available from the school s gifted coordinator or guidance counselor, and must comply with the deadlines and other application conditions. Visual and Performing Arts applicants must complete an application as well as an audition. Regional Governor s Schools are held at Virginia Highlands Community College and University of Virginia - Wise for three weeks each summer. Application is made in April or May each year to attend programs in Mathematical Modeling or Theater at Virginia Highlands and in Biological Science with emphasis on Writing at UVA-Wise. Students who attend these programs are usually rising sophomores, but older students also attend. The programs are free to students and are designed to parallel learning experiences that students will have in college. VI. GOVERNOR S SCHOOL ADMISSION The A. Linwood Holton Governor s School is a year-long school that is said to be a virtual school. By virtual, its leaders mean that a student may attend - take the courses that are offered by the A. Linwood Holton Governor s School - without a student having to leave the high school where he/she is enrolled. Courses offered by the school are designed to be academically rigorous. They must be applied for during the scheduling process that will take place 3 4

5 VII. ENRICHMENT OPPORTUNITIES Recognizing the importance of in-class instructional time, some parts of the gifted program will be delivered after school hours. These activities may be part of the individual school programs or part of the countywide program. Countywide programs offered after school may involve community resources such as William King Regional Arts Center (WKRAC), Barter Theatre, etc. Summer programs for gifted students include the Emory & Henry Summer Scholars program and Governor s Schools offered at Virginia Highlands Community College, UVA-Wise and at State Universities. In addition, the GATE program provides summer camp opportunities for upper elementary school, middle school and rising high school students. VIII. FREQUENTLY ASKED QUESTIONS 1. What are the different kinds of gifted programs? Gifted programs differ in their structure and in their manner of delivery. The three types of programs are: a. The pull-out method that offers a program separate from classroom instruction, and the students identified as gifted leave the classroom to participate in the educational opportunity. b. Differentiation refers to providing different instruction within the classroom setting. Generally, this involves replacing educational elements at a fundamental level with ones that involve content, processes or products requiring higher cognitive performance. c. After-school enrichment programs deliver educational opportunities as extra curricular activities outside of the regular school day. Individual schools will have different school programs. The countywide program, at each level, provides a common experience for identified students from each of the schools. 3. Will bearing the label gifted have a negative effect on my child s self-esteem? A child faces many challenges in recognizing and developing his or her unique identity and abilities. Self-esteem develops through education and effort, in and out of the classroom. The gifted student needs to recognize the additional responsibilities that are inherent in nurturing one s own abilities. The self-esteem of the child will increase when the word gifted is understood to mean an opportunity to be developed rather than a personal attribute or desired possession. Supporting the development of a child s abilities is a responsibility shared by the school, the home, and the community. 4. How does this program benefit my child? IX. This program recognizes that students with different educational needs and abilities require different ways of delivering the curriculum. The gifted program strives to provide the best possible education for all identified students. Students are provided appropriate opportunities, as well as educational adaptations, that are not available through the standard educational program. ANNUAL SUMMARY OF GIFTED ACTIVITIES The School Division submits an Annual Report to the State Department of Education verifying compliance with its locally developed Gifted Plan. 2. What is the difference between a school s gifted program and the countywide program? The school program is a unique, building level designed and based program that addresses specific needs that the school identifies. 5 6

6 Additionally, the gifted coordinators in each school submit to the Director of Academic Operations a list of the activities that have been accomplished as part of the school s gifted program. These reports are available through the Director s office. X. QUESTIONS OR CONCERNS The primary education of the student takes place in the classroom. The gifted coordinators provide planning and structure of the gifted program for the students in each school. Facilitators are available for each level of instruction - elementary, middle and high schools - to assist and support the delivery of the appropriate curriculum to gifted students. The Director of Academic Operations is the overall director of the gifted program. The Gifted Advisory Committee is composed of parents from each school, high school students and community leaders. It meets five times a year at the School Board Office and is open to all interested parents and patrons. This pamphlet was developed to inform parents and patrons about the program for Gifted and Talented Education in the Washington County Public Schools. It was developed from suggestions made by the Gifted Advisory Committee.
