2 Goal of the Water Program Enhance capacity and skills of institutions, professionals, and civil society working on water issues, with emphasis on sustainable and efficient management of water resources and service delivery 2
3 Program Strategy Multi-year programs offering an array of high quality core courses and specialized technical assistance. Organizational capacity enhancement and relationships with regional partners. Focus on executives and senior professionals as agents of change. Use of innovative concepts, tools and techniques to enhance learning, knowledge sharing and change management. 3
4 Examples of Current Focus Core Learning Programs - (i) Reform of Water Utilities, (ii) Agricultural Water Management, and (iii) Political Economy of Water Management. Regional Partners - Working to establish and sustain the Arab Water Academy and the African Water Academy through program and institutional development. Reform Oriented TA - Partnering with Indonesian Government to restructure and revitalize water utilities through hand-on diagnosis and results oriented planning. New Learning Approaches - Introducing new approaches such, game simulation, role play and multi-media to enhance learning. 4

9 Designing and Implementing Successful Reform in WSS Utilities Core Learning Objective To provide utility managers of underperforming utilities with a combination of knowledge and skills to initiate and sustain reforms within their organizations 9
10 Primer Course Content Module Description Sustainability Challenges of WSS Art of Financially Sustainable Service Help utility managers understand the political economy that can influence key decisions within their utility, and how these decisions affect performance. Describe other challenges inherent to the sector. Shift form supply to demand driven approaches to service provision, utilizing affordability and willingness to pay consumer surveys to better align services to needs. Practical Applications to Pricing and Tariff Design Optimizing Asset Management and Infrastructure Development Planning a Successful Outcome Estimating revenue requirements for financially sustainable services and to approaches to tariff structuring and design to meet various objectives. Learning the aspects, value and risks related to asset management, non revenue water (NRW), and in particular, the renewal of infrastructure and the expansion of new infrastructure. Where can quick efficiencies be found. Learning the different stages of reform and how to develop and appropriate and coherent action plan for turning around the utility.
